Der irakische Geheimdienstchef hat kurz nach dem Fall von Bagdad versucht, ein Treffen Saddam Husseins mit US-Vertretern zu arrangieren. Das berichtet der US-Fernsehsender ABC unter Berufung auf den früheren CIA-Mitarbeiter Robert Baer. Baer habe dem Sender gesagt, dass Geheimdienstchef General Tahir Dschalil Habbusch die Anführer des Dulain-Stammes darum gebeten habe, zu diesem Zweck Kontakt mit ihm aufzunehmen. Habbusch sei am 11.Apr.2003 zwei Tage nach dem Fall Bagdads, in das Haus des Stammesführers in Ar Ramadi gekommen. Wir fordern eine Strafverfolgung der U.S.-Regierung und der mit ihr gegen den Irak kriegführenden Regierungen.
Wir, die Unterzeichnenden stellen fest, dass der Krieg, den die sogenannte „Koalition der Willigen“ gegen den Irak führt beziehungsweise führte ein Angriffskrieg ist, der gegen die Charta der Vereinten Nationen verstößt.
Insbesondere die Regierung der Vereinigten Staaten von Amerika hat damit nicht nur einen unnötigen, arroganten und unzivilisierten Akt begangen, sondern mit diesem Aggressionskrieg klar gegen dass Völkerrecht verstoßen und damit ein Verbrechen begangen. Die den übrigen Staaten unter Androhung eines sofortigen Alleingangs von den USA abgepresste Resolution 1441 wurde von den Vereinigten Staaten eigenmächtig interpretiert und es wurde klar gegen den deutlich bekundeten überwiegenden Willen der übrigen Mitgliedsstaaten der Vereinten Nationen gehandelt.
Da der Internationale Strafgerichtshof den Aggressionsbegriff bisher nicht verändernd definiert hat, kann und darf der völkerrechtliche Maßstab für diese Handlung nur der von den USA selbst in den Nürnberger und Tokioer Prozessen festgelegte sein, in denen ein Teil der Täter auf der Basis des Briand-Kellogg-Pakts wegen Planung, Initiierung und Durchführung eines Angriffskrieges verurteilt wurden. Es gibt keine Urteile die diese Rechtsauffassung seitdem relativiert haben.
Aus diesem Grund fordern wir, die Unterzeichnenden, unsere Regierungen auf, nicht aus fragwürdigen Bemühungen um die Autorität der Vereinten Nationen, oder aus wirtschaftlichen Interessen zur diplomatischen Tagesordnung überzugehen, sondern alle in ihrer Macht stehenden politischen und juristischen Mittel auszuschöpfen, um die am Irakkrieg beteiligten Regierungen zur Verantwortung zu ziehen. Dieses gilt, soweit im Kriegsverlauf zusätzlich Kriegsverbrechen begangen wurden, auch für die planenden und handelnden Mitglieder der jeweiligen Streitkräfte. Gleichzeitig fordern wir den Internationalen Strafgerichtshof auf gegen diese Regierungen tätig zu werden.

Nosotros, los abajo firmantes, declaramos que la guerra que la llamada „coalición“ dirigen o han dirigido contra Irak es una guerra de agresión que contraviene la Carta de las Naciones Unidas.
Especialmente el gobierno de los Estados Unidos ha cometido con ésto no sólo un acto innecesario, arrogante e incivilizado, sino que con esta guerra de agresión ha contravenido claramente el derecho internacional y con ello ha perpetrado un crimen. La Resolución 1441, obtenida bajo extorsión de los países restantes bajo amenaza de un inmediata acción en solitario por los Estados Unidos, ha sido arbitrariamente interpretada por éstos y ha sido claramente pactada en contra de la evidente manifiesta voluntad mayoritaria del resto de los integrantes de las Naciones Unidas.
Puesto que el Tribunal Internacional de lo Criminal hasta ahora no ha definido el concepto de agresión, los criterios de Derecho Internacional para este procedimiento sólo pueden y deben ser los fijados por los mismos Estados Unidos en los procesos de Nürnberg y Tokio, en los cuales una parte de los autores fueron sentenciados, en base a los pactos Briand-Kellogg, por planear, iniciar y llevar a cabo una guerra de agresión. Desde entoces no han habido sentencias que relativicen esta interpretación legal.
Por este motivo, los abajo firmantes exigimos a nuestros gobiernos a no mantener la autoridad de las Naciones Unidas a través de gestiones dudosas o por intereses económicos volver a las rutinas diplomáticas normales, sino a usar todos medios políticos y jurídicos que estén en su poder para responsabilizar a los gobiernos beligerantes en la guerra de Irak. Esto también lo hacemos extensivo a los propios integrantes de las fuerzas armadas respectivas, en el caso de que se perpetraran además delitos de guerra en el curso de la misma. A la vez exigimos al Tribunal Internacional actuar en contra de estos gobiernos.

We demand a criminal prosecution of the U.S. government and of the governments that assist them in the war against Iraq.
We, the signing state that the war, that the so-called “coalition of the willing” wages or waged against Iraq is a war of aggression which violates the charter of the United Nations.
Particularly the government of the United States of America has thereby committed not only an unnecessary, arrogant and uncivilized act but acted with this aggression clearly against international law and committed a crime. Resolution 1441 which was extorted from the other states by the threat of an immediate solo run of the United States was interpreted on its own authority by the USA and it was acted clearly against the predominant expressed will of the other member states of the United Nations.
Since the International Court of Justice hasn’t changed the definition of aggression till now, the measure of international law for these acts could and should only be the one that has been defined by the United States themselves in the trials of Nuremberg and Tokyo, where a part of the perpetrators were convicted for planning, initiating and waging an aggressive war on base of the Briand-Kellogg-pact. There aren't any verdicts that have relativized this conception of legality since then.
For this reason we, the signing call on our governments not to return to the diplomatic agenda for doubtful efforts to save the authority of the United Nations or for economic interests but to use all political and legal means being in their power to move the governments that are involved in the Iraq war to account. This also applies to the planning and acting members of the concerned armed forces if additional war crimes were committed during the war. At the same time we appeal to the International Court of Justice to get active against these governments.

Von Mark Schieritz Bagdad ist gefallen + bald dürften die kriegsbedingten Verzerrungen an den Devisenmärkten wegfallen - mehr als fraglich. aber ist, ob damit eine Stärkung des Dollars einhergeht, wie im Vorfeld des Waffengangs von vielen Analysten gemutmaßt.
Allein 00.000.2002 hat die US-Währung gegenüber den Währungen der wichtigsten Handelspartner etwa zehn Prozent an Wert verloren, gegenüber dem Euro waren es sogar 20 Prozent. Seit Anfang 00.000.2003 sackte der Dollar noch einmal kräftig ab, was viele Beobachter auf den drohenden Krieg zurückführten, der die Anleger in den vermeintlich sichereren Euro treibe. Da die Wachstumsaussichten der US-Wirtschaft nach wie vor besser seien als die der Euro-Ökonomie, werde der Dollar bald zu alter Stärke zurückfinden. Sollte das Argument zutreffen, müsste die US-Währung jetzt wieder an Wert gewinnen, doch von einer Trendwende ist an den Märkten bislang nicht viel zu sehen - kaum verwunderlich, denn die wirtschaftlichen Rahmendaten deuten auf eine länger anhaltende Durststrecke des Dollars hin. Hauptgrund dafür ist das enorme US-Leistungsbilanzdefizit von fünf Prozent des Bruttoinlandsprodukts (BIP) - mit steigender Tendenz. Trent, 22.Apr.2003 Die USA sind für Japan der wichtigste Exportpartner, deshalb haben die Japaner überhaupt erst solche horrenden Dollarreserven anhäufen können. (USA druckt Dollars und kauft damit japanische Produkte, Japan braucht Dollar als Reservewährung und für Erdölimporte/Rohstoffimporte) Würde nun Japan den Dollar abstoßen, so würde die "Dollarweltökonomie" implodieren und Japan wäre seinen wichtigsten Absatzmarkt, nämlich die USA, los und die sowieso verheerende deflationäre Situation Japans würde verschärft. Also ich denke nicht, daß die Schuldenbegleichung von der US-Regierung explizit verboten wurde, sondern daß nur signalisiert wurde: "Wenn ihr das macht, könnt ihr euch eure Produkte sonstwo hinstecken!"
Interessant ist in diesem Zusammenhang natürlich auch die Frage, wie massiv Deutschland von einem Zusammenbruch des Dollars, der USA, als Absatzmarkt betroffen wäre, nur hätten wir dann wenigstens als Trostpflaster den Euro, welcher in dem Fall eine Stellung als Weltwährung einnehmen würde und damit verbilligte Rohstoffimporte...

22.Apr.2003 Es kann aber auch ganz anders sein ... Eine ganz andere Geschichte erzählt man offenbar im Iran. Die iranische Nachrichtenagentur Baztap will gehört haben, dass das US-Militär mit Saddam Hussein Anfang 00.Apr.2003 ein Abkommen getroffen habe, Bagdad mit minimalen Widerstand zu übergeben, wenn der Diktator mit seiner Familie (100 Personen) sicher in ein anderes Land ausreisen dürfen. Der Informationsminister Al-Sahaf soll Teil des Abkommen gewesen und verpflichtet worden sein, bis zum letzten Moment in Bagdad zu bleiben und so den Eindruck zu erwecken, als wäre die Regimeführung noch am Platz ( Irakische Medienwirklichkeiten). Hier spielen aber auch die Russen eine Rolle, die ja auch bezichtigt wurden, den Irakern mit Geheimdienstinformationen ausgeholfen zu haben. Die Russen sollen nämlich das Abkommen vermittelt und dafür 5 Milliarden Dollar erhalten haben. Selbst Ali Khamenei, der iranische Staatschef, meinte, es gäbe ernsthafte Fragen über das Untertauchen Saddams. Aber es zirkulieren noch weitere Gerüchte. Eine sonderliche Geschichte lautet, dass sich Saddam mitsamt von Zehntausenden Kämpfern sowie Panzern und Kampfflugzeugen in ein geheimes Tunnel- und Bunkersystem zurückgezogen habe. So erzählt Haitham Rashid Wihaib, Saddam Husseins früherer Protokollchef, der seit 8 Jahren in Großbritannien lebt, dass Saddam und Co. nach Syrien geflohen seien, vielleicht aber auch ganz woandershin, beispielsweise nach Pakistan oder Malaysia. Sie hätten nämlich alle falsche Pässe (und haben womöglich den Saddam-Schnauzer wegrasiert). Saddam selbst könnte im Jemen sein, seine Söhne möglicherweise in Russland. Alles gut verteilt also. Der irakische Außenminister Naji Sabri sei in Österreich, will der Geschichtenerzähler von London wissen. Möglicherweise beim guten Freund Haider?

22.Apr.2003 Es gibt noch weitere interessante Einzelheiten. Angeblich nämlich seien manche der menschlichen Schutzschild im Irak CIA-Agenten gewesen. Da diese an Stellen vom Regime platziert würden, an denen es wichtige zivile Infrastruktur zu schützen gab, aber auch Truppen und Waffen versteckt würde, hätten diese wichtige Informationen an die Amerikaner geben können. Dazu hätten sie schwierig zu entdeckende Kommunikationsmittel während der Bombardierung benutzt. Von diesen CIA-Schutzschilden seien auch die Hinweise auf die Aufenthaltsorte Husseins gekommen. Über die Absprache mit den Offizieren habe man auch die geheimen Tunnels sichern können, durch die der Überraschungsangriff kommen sollte, von dem der Informationsminister nach der Besetzung des Flughafens gesprochen hatte. Der wäre nur von wenigen einfachen, nicht informierten Mitgliedern der Republikanischen Garde durchgeführt und daher schnell niedergeschlagen worden. Nach der Eroberung habe man dann die obersten Befehlshaber mit einem Flugzeug aus Bagdad weggebracht, vermutlich direkt in die USA via Deutschland. Von alldem hätten Hussein und seine Gefolgsleute nichts gewusst. Aufgrund von Informationen der CIA-Schutzschilde habe man dann am 07.Apr.2003 mit vier Bomben den Diktator mitsamt allen wichtigen Führungspersonen - interessanter Weise aber mit Ausnahme des Informationsministers - töten können. 22.Apr.2003 Noch am 06.Apr.2003 wurde berichtet, dass die Hauptschlachten erst noch kommen werden. Hier findet man denn auch eine Erklärung der mysteriösen Selbstauflösung des Regimes, die den Alliierten einen schnellen Sieg gebeten habe. Am ersten Tag des Kriegs hatte US-Verteidigungsminister gesagt, es gebe Verhandlungen zwischen den alliierten Truppen und den Republikanischen Garden. Das wurde, nachdem man später nichts mehr davon hörte, wie andere derartige Meldungen eher als Propaganda abgetan. Es sollen aber - natürlich höchst geheim - solche Gespräche mit den Kommandanten der Republikanischen Garde und der Fedajin stattgefunden haben, die sich nach den ersten Kämpfen am Stadtrand von Bagdad intensiviert hätten. Die Amerikaner hätten angeboten, wenn kein Widerstand mehr geleistet werde, dass die Befehlshaber ins Ausland geflogen werden und viel Geld erhalten sollen. Manchen sei mitsamt ihren Familien auch die amerikanische Staatsbürgerschaft versprochen worden. Die untere Führungsschicht würde in bereits "befeite" Orte im Irak gehen können. Germany's response was to use government to empower corporations and reward the society's richest individuals, privatize much of the commons, stifle dissent, strip people of constitutional rights + create an illusion of prosperity through continual and ever-expanding war. America passed minimum wage laws to raise the middle class, enforced anti-trust laws to diminish the power of corporations, increased taxes on corporations and the wealthiest individuals, created Social Security + became the employer of last resort through programs to build national infrastructure, promote the arts + replant forests.

More broadly, it could be used to allege a clear and present universal danger that made it mandatory to close the book once and for all on the old Church committee-Pike committe mentality.
