Buck Act
is passed in the
United States,
allows
any department of the Federal Government
to create a
"federal area"
in order to impose
the Public Salary Tax Act
in that area.

re-defines
the term
"state"
to include
any territory
or possession
of the United States,
and redefines the term
"federal area"
in such a way
that land located within the exterior boundaries of a State
"shall be deemed to be a Federal area
