18.Feb.2007 White House Advisers Searching for Ways to ‘Bypass Congress Altogether’ - Payson - President Bush is “struggling for relevancy in the same way many other second-term presidents have,”

Newsweek observed recently. “But Bush’s burden seems much harder than other presidents in recent memory.” 71 % of Americans see Bush as a “lame duck” president + 58 % “wish the Bush presidency were simply over.”

U.S. News reports that conservatives have seen the writing on the wall and are now advising Bush to “jump start” his final two years by pushing through as much as he can by executive fiat:

With President Bush unable to get much traction so far in moving his agenda through Congress or in improving his job-approval ratings with the public, White House advisers are casting about for ways to jump-start his final two years, including issuing executive orders to get things done without having to ask for support from the Democratic-controlled Congress.

“He should get a list of the executive orders for the last 200 years, as a guide + choose what he wants to do,” says an informal Bush adviser.

One proposal that fiscal conservatives are pushing is to halve all capital-gains taxes, as a way to encourage investment and job creation.

Some conservatives argue that even if Bush somehow regains his political footing, whatever he might work out with the Democratic majority in Congress wouldn’t be very good legislation, so he should go the executive-order route and bypass Congress altogether.

Bush has already begun to implement the strategy. Last month, Bush signed Executive Order 12866 to put political appointees — rather than experienced civil servants — in charge of regulatory agencies. The order would “give the White House much greater control over the rules and policy statements that the government develops to protect public health, safety, the environment, civil rights and privacy.” Columbia Law School professor Peter L. Strauss said the move “achieves a major increase in White House control over domestic government. … Having lost control of Congress, the president is doing what he can to increase his control of the executive branch.”

AP reports: “The Senate gridlocked on the Iraq war in a sharply worded showdown on Saturday as Republicans foiled a Democratic attempt to rebuke President Bush over his deployment of 21,500 additional combat troops. The vote was 56-34.” That was four short of the 60 needed to advance the measure, which is identical to a nonbinding resolution that passed the House on Friday.

UPDATE: “The vote marked the second time this winter that Senate Republicans have blocked action on nonbinding measures critical of the president’s war policies.

This time, however, there were signs of restlessness within the GOP. Seven Republicans broke with their leadership, compared with only two on the previous test vote.”

Laut einem Bericht der "Berliner Zeitung" galt der Unterabteilungsleiter beim Bundesnachrichtendienst (BND) als wichtiger Zeuge im BND-Untersuchungsausschuss.

Ende vergangenen Jahres sei der Mann mit rätselhaften Lähmungserscheinungen in eine Münchner Klinik eingeliefert worden. Nachdem er schon auf dem Wege der Besserung schien, sei er kurz vor Weihnachten gestorben.

Nach Angaben des Blattes war der Tote nicht nur ein wichtiger Zeuge im BND-Untersuchungsausschuss, sondern auch eine zentrale Figur in vergangenen Affären um den BND.

Der Ausschuss soll unter anderem klären, ob Außenminister Frank-Walter Steinmeier die Freilassung des Deutsch-Türken Murat Kurnaz aus Guantanamo hintertrieben hat.

Der BND wies den Bericht als völlig abwegig zurück: "Stillos, niveaulos und substanzlos", kommentierte ein Sprecher. "Die Geschichte ist von vorn bis hinten an den Haaren herbeigezogen.".

Auch die Verbindung zum BND-Untersuchungsausschuss sei völlig unzulässig.

Der Mitarbeiter sei bisher nicht als Zeuge im Ausschuss geladen gewesen und auch für die Zukunft sei nach Informationen des BND keine Ladung beabsichtigt gewesen.

Everybody leads with news that the House of Representatives passed a resolution yesterday slamming the administration's plan to send over 20,000 new troops to Iraq.

Although the resolution, which passed by a vote of 246-182, is non-binding, it's symbolically significant in that it is exceedingly rare for a Congress to officially criticize a wartime President's battlefield policies, as the New York Times reports. The Senate is scheduled to meet today to consider whether to debate the House resolution.

The resolution was only two sentences long, the Los Angeles Times notes, but it symbolizes the new order in Washington, and, by extension, the resistance that President Bush will face during the next two years. "Today, in a loud voice, the Congress of the USA has said to the president, 'Mr. President, we need a new direction in Iraq,'" said House Majority Leader Steny Hoyer, D-Md. But, with the $93 billion requested for additional war funding soon due for a vote, it remains to be seen whether the Democratic resistance will begin and end with symbolism. The right-wing has begun a coordinated effort to smear Iraq war critics by describing their legislative plan as a “slow-bleed strategy.”

The phrase was first used in an article Wednesday by John Bresnahan of The Politico; within hours, the Republican National Committee issued a release falsely claiming that Speaker Nancy Pelosi (D-CA) and Rep. John Murtha (D-PA) “call their plan the ’slow-bleed strategy.’” In fact, as Bresnahan clarified in a subsequent article, “slow-bleed” was “not a term used by any Democrats or the anti-war groups supporting their efforts.”

Nevertheless, conservatives continue to use the phrase to attack war critics. During this week’s Iraq debate, at least five members — Deborah Pryce (R-OH), Roy Blunt (R-MO), Thaddeus McCotter (R-MI), Jeb Hensarling (R-TX) + Adam Putnam (R-FL) — used the phrase on the House floor. If only their rhetoric matched their voting record. In October 2003, as insurgent violence in Iraq was growing and military equipment shortages were becoming increasingly problematic, Rep. David Obey (D-WI) proposed an amendment shifting $3.6 billion to pay for better equipment and other quality-of-life measures for U.S. troops. Not one of the five voted for it. That’s a real recipe for “slow bleed.”

00.May 2003 -in early- Karl Rove received a copy of a secret Iranian proposal for negotiations with the USA from former Rep. Bob Ney (R-OH) — who is now serving 30 months in prison for his role in a corruption scandal.

Former Ney aide, Trita Parsi — who now works at the National Iranian-American Council — said that Ney was chosen by the Swiss Ambassador in Tehran Tim Guldimann to carry the Iranian proposal to the White House because he believed Ney to be the only Farsi-speaking member of Congress and particularly interested in Iran. Parsi revealed that the document was delivered specifically to Rove, in an exclusive interview with IPS. Within two hours of the delivery of the document, according to Parsi, Ney received a phone call from Rove confirming his receipt of the document.

This morning, Young’s spokeswoman Meredith Kenny told ThinkProgress repeatedly that Young does not plan to take any action to correct the record or clarify his House statement.

Kenny said that Young had learned of the quote from Tuesday’s Washington Times op-ed by Frank Gaffney + noted that the Times has not yet issued a correction or retraction.

Kenny said she “couldn’t confirm or deny” that Young would correct his statement even if the Times published a correction.

Kenny added that Young didn’t literally mean that those supporting the Iraq resolution should be “hanged,” merely that they should not be “undermining the morale of our military.” Digg It!

Tuesday was Valentine’s Day, but today is the real V-Day in the House of Representatives - Vote Day.

Finally, after weeks of wrangling and days of debate, Members of the House will lay down a vote declaring whether they are for the escalation in Iraq, or for the Troops.

Most likely, the House resolution will pass easily with bipartisan support and attention will turn to the Senate, where Sen. Harry Reid is delaying the President’s Day recess to vote on it.

VoteVets.org’s veterans of Iraq will be spending the weekend in D.C. to help ensure a vote and passage. We’ve had meetings with half of the Senate + a few dozen House offices.

The vast majority of Democrats are eager to cast their vote for the resolution.

On the Republican side, while there are many that won’t support it under any circumstances, I do get the sense from many more that they are genuinely struggling with the issue — whether to put country above party.

I can tell you that the only thing that moves members more than hearing from the troops is hearing from constituents.

17.Feb.2007 FLASHBACK: Pace Contradicted Rumsfeld Over Iranian Involvement In Iraq - Nico  -

On Sunday, anonymous administration officials presented evidence purportedly showing that weapons have been smuggled into Iraq with “the approval of senior Iranian officials.” The next day, Joint Chiefs of Staff Chairman Gen. Peter Pace seemed to contradict this claim, saying that he has not seen evidence that the Iranian government “clearly knows or is complicit” in the weapons smuggling.

As it turns out, we’ve seen this exchange before. In March 2006, Pace and then-Defense Secretary Donald Rumsfeld held a Pentagon press briefing, during which Rumsfeld warned reporters that Iran was “putting Iranian Quds Force-type people” into Iraq.

When a reporter asked Pace whether the Iranian forces in Iraq were “backed by the central government,” Pace responded frankly, “ I do not know. ” Rumsfeld was then asked the same question + provided a very different answer: “ Well, of course. The Revolutionary Guard doesn’t go milling around willy-nilly, one would think.” Read the transcript:

SEC. RUMSFELD: I will say this about Iran.They are currently putting people into Iraq to do things that are harmful to the future of Iraq. And we know it + it is something that they, I think, will look back on as having been an error in judgment. … They’re putting Iranian Quds Force-type people into the country. … The Quds Force. The Revolutionary Guard types. …

Q Do you believe it’s backed by the government, or are they individual elements not backed by the central government?

GEN. PACE: I do not know. …

Q Do you think this is backed by the central government in Iran? What’s your —

SEC. RUMSFELD: Well, of course. The Revolutionary Guard doesn’t go milling around willy-nilly, one would think.

One year later, the Bush administration admits there is no evidence showing that officials in Iran’s central government are directing the weapons smugglers. “I do not know whether or not the Quds force was ordered from the top echelons of government,” President Bush said Wednesday. Yet the fact that Rumsfeld nonchalantly pushed that claim demonstrates once again how the most senior Bush officials have been willing to overlook facts to pursue their ideological agenda.

The search for new drug compounds is normally a time-intensive process, but the grid approach did the work of 420 years of computation in just 16 weeks. Individuals in over 25 countries participated. " All computers ran open source grid software, gLite, which allowed them to access central grid storage elements which were installed on Linux machines located in several countries worldwide. Besides being collected and saved in storage elements, data was also analyzed separately with meaningful results stored in a relational database. The database was installed on a separate Linux machine, to allow scientists to more easily analyze and select useful compounds." We discussed the 'Sudoku playing' computer yesterday, but scientists in the field have expressed a lot of distrust of the company's findings. The machine was not available for inspection during or after the demo + even if the technology was working as intended there is some doubt that it can be scaled. The article points out that "notwithstanding lofty claims in the company's press release about creating the world's first commercial quantum computer, D-Wave Chief Executive Herb Martin emphasized that the machine is not a true quantum computer and is instead a kind of special-purpose machine that uses some quantum mechanics to solve problems." Good to see people in the field questioning 'breakthroughs'.

But as one juror, a retired North Carolina schoolteacher, rose to speak aloud, Judge Walton became visibly anxious that the juror might say something inappropriate that would threaten the trial. Jurors are not supposed to speak during court sessions and are supposed to make any concerns known through notes to the bench.

Yesterday, The Hill ran a story with the headline, “Rep. Ellison calls the cops to snuff Tancredo’s cigar.”

It reported that on Wednesday night, Rep. Keith Ellison’s (D-MN) office called the Capitol Hill Police to check on smoke coming from Rep. Tom Tancredo’s (R-CO) office.

At the time, Tancredo was smoking a cigar.

MSNBC’s Tucker Carlson picked up on the story and reported that Ellison “demanded that the officer march into Congressman Tancredo’s office and confront him anyway, which the officer did, sheepishly.”

Fox News said that Ellison “called the Capitol Hill police on Colorado Republican Tom Tancredo for smoking a stogy in his office next door to Ellison’s.”

These reports are all false. Ellison never called the Capitol Hill police. Rick Jauert, Ellison’s spokesman, confirmed to ThinkProgress that he was the one who made the call. He said he wasn’t sure from where the “smoke odor” was coming, so he called the House superintendent’s office, as is standard protocol. The superintendent’s office then transferred him to the police. Jauert wrote to ThinkProgress:

I informed the officer that along about each day at 5 this vile, offensive and very strong odor began to seep into our offices. I wasn’t even aware of the fact that the Congressman himself suffers from seasonal asthma. … The officer asked me if I knew where the odor was coming from; I said, I thought it seemed to becoming from the direction of the Congressman’s personal office which would mean it likely was emanating from Cong. Tancredo’s office.

Jauert notes that Ellison initially wasn’t even aware he had made the call. Later, when he told him, Ellison “went over to Tancredo’s office to explain to them that he (Ellison) has asthma.”

Tancredo told The Hill that he has no plans to stop smoking: “If he [Ellison] would have [had] the courtesy to say something I’m sure I would have been more accommodating to his wishes.” But Tancredo’s spokesman, Carlos Espinosa, confirmed with us today that “Ellison did come by after the police left to ask us to stop smoking. But when he got to our office, [the congressman] had already left.” Digg It!

Two weeks ago, Sens. Chuck Hagel (R-NE) and Olympia Snowe (R-ME), who say they oppose escalating the war, nevertheless voted to block debate on a bipartisan resolution opposing Bush’s Iraq policy.

Facing a political backlash, those same senators now say they want a vote immediately. In a letter yesterday to Senate Majority Leader Harry Reid (D-NV), Hagel and Snowe said they planned to block the Senate from adjourning for next week’s recess until a vote on escalation was held.

Today, Reid called their bluff. At a press conference, Reid announced that he will delay the Senate’s recess and hold a cloture vote on the Iraq resolution on Saturday. “Time is of the essence,” Reid said + we are “determined to end the silence and find a new direction.” Watch it:

The New York Times and Washington Post lead with President Bush's first news conference of the year, where he said Iranian operatives provided weapons to Iraqi militias to use against U.S. troops.

But Bush backed away from claims made in a military briefing on Sunday that the "highest levels" of Iran's government have been involved. The Los Angeles Times leads with the changing argument + emphasizes that the chief military spokesman in Iraq also declared that the role of Iran's top leaders can't be confirmed.

The Wall Street Journal tops its worldwide newsbox with Bush's statements on Iran, but plays down the contradictions + states that "the president said there is no doubt Iran's government is providing armor-piercing IEDs to kill U.S. soldiers."

USA Today leads with State Farm's decision that it will not issue any new home and commercial policies in Mississippi, which could lead to other insurers abandoning the state.

Officials at State Farm said their decision was partly based on the large number of lawsuits since Hurricane Katrina.

Some say the company wants local officials to fear other insurers will stop providing new policies if the cases aren't settled in their favor.

Federal auditors today told the House Committee on Oversight and Government Reform that the government has wasted $10 billion on “overpriced contracts or undocumented costs.” Of that amount, more than $2.7 billion were charged by Halliburton. The Government Accountability Office warned that “the problem could worsen,” given “limited improvement so far by the Department of Defense.”

Last Sunday, the Bush administration finally presented its long-delayed intelligence briefing on Iranian arms shipments into Iraq.

Prior to the presentation, a U.S. official told the New York Times that it had been delayed because they were “trying to scrub” the intelligence, adding “the last thing we want to be accused of is cherry-picking.”

While much of the information had previously been known, the highlight of the presentation — as reported by ABC World News — was that it was “the first time military officials…made the link to the highest level of Iran’s government.” But the briefing “offered no evidence” to substantiate that claim. After coming under intense scrutiny for an intelligence presentation that was approved by the highest levels of the administration, the White House has slowly backed off its claims of Iranian government involvement.

Today, reported that the White House is now blaming the anonymous intelligence briefer who presented the information.

Two weeks before last November’s election, when he was on the verge of losing his House seat to anti-war challenger Diane Farrell (D), Rep. Chris Shays (R-CT) suddenly announced that he supported setting a timeline for the withdrawal of U.S. troops from Iraq. Shays won the race by 3 points.

Flash-forward three months. In a recent interview with conservative radio host Hugh Hewitt, former Undersecretary of Defense Doug Feith attacked Paul Pillar, a 28-year veteran of the CIA who specialized in counterterrorism, for claiming that al Qaeda was not working with Saddam Hussein’s secular regime:

FEITH: I think that there were people, there were people in the CIA who had a theory that the Baathist secularists would not cooperate with the religious extremists in al Qaeda. And because they had that theory, when they looked at information that was, that showed, or that suggested that there was cooperation, they were inclined not to believe that information. […]

One of the main people who was propounding that theory…that the Baathists wouldn’t deal with the jihadists is now out in the private sector + he’s actually been quite vocal + has written articles + his name is Paul Pillar.

Pillar was right; Feith was wrong. The Senate Intelligence Committee’s Phase II report noted that Saddam Hussein “issued a general order that Iraq should not deal with al Qa’ida.”

Asked to respond to Feith’s attack, Pillar told ThinkProgress:

It is hogwash that community analysts, as Feith alleges, were peremptorily dismissing, or “suppressing,” reporting based on some bias on their part about what was or was not possible in Baathist-jihadi relations. In fact, I can’t think of any recent issue on which the intelligence community has exhaustively devoted more scrutiny — at great expenditure of senior as well as working-level time and attention–than this one of Iraqi-al-Qa’ida relations. I can say that confidently, based on intelligence assessments I read and meetings I attended.

Pillar told ThinkProgress that Feith’s office recommended that the CIA’s assessment on Iraq-al Qaeda relations “be ignored. Not challenged, not made the subject of a critical dialogue between policymakers and analysts, but ignored.” Pillar described how he personally witnessed Feith’s dismissive attitude towards intelligence professionals in one White House meeting in the fall of 2002:

When an intelligence officer responsible for counterterrorism politely pointed out that something Feith had just said (and was recommending as a public talking point) about Iraqi-al-Qa’ida relations was not supported by the intelligence, Feith dismissed my colleague’s point as “nit-picking” and quickly went on to the next subject. It was a don’t-bother-us-with-the-facts- we-have-a-war-to-sell approach.

Today, Feith claims he was merely asking “tough questions” and “challenging the CIA” prior to the war.

State Farm, which insures one out of every three Mississippi homes, has decided to “stop writing new home and commercial policies throughout Mississippi,” which “could prompt other insurers to retreat further from the Katrina-battered region.”

“Lobbyists eager to revive the practice of taking staffers out for a few beers” are encouraged by a House memo that states that even under new ethics rules, lawmakers and staff can accept “food or refreshments of a nominal value offered other than as part of a meal.” “ Happy hours are OK again ,” said one corporate source. Duncan has played a major role in getting the Bush administration’s backing for a proposed $25 billion natural gas pipeline reaching from Alaska to Midwest markets.

Broadband is more expensive here than in other nations, as well, almost 10 times as expensive by some estimates. The cost and poor quality of service aren't from population density, aren't from lack of interest + are not from lack of technical know-how. So, what is holding us back?
