Im Senat hatte sich am Freitag keine Mehrheit für die Beendigung einer Debatte über die Gesetze des "Patriot Act" gefunden, die nach den Anschlägen am 11. September 2001 erlassen worden waren. Damit droht die Verlängerung des Gesetzespakets über den 31. Dezember hinaus zu scheitern. Zum "Patriot Act" gehören weit reichende Befugnisse für die Behörden beim Abhören und bei der Beschlagnahme persönlicher Akten und anderer Unterlagen in Firmen, Krankenhäusern, Bibliotheken und anderen Einrichtungen.
Die jetzt von Bush bestätigten Lauschangriffe sorgen für teils heftige Kontroversen in den USA. Nachdem in den siebziger Jahren bekannt wurde, dass das US-Militär Bürgerrechtsgruppen und Gegner des Vietnamkriegs überwachen ließ, wurden Gesetze über die Überwachung im Inland erlassen.
Eine Sprecherin der Bürgerrechtsgruppe ACLU zeigte sich entsetzt: "Die Regierung nimmt auf Kosten der Bürgerrechte außerordentliche präsidiale Befugnisse für sich in Anspruch und stellt den Präsidenten über das Gesetz." Senator John McCain aus Arizona, Republikaner wie Bush, schloss Ermittlungen nicht aus.

Überwacher werden intensiv geschult
Die Anweisung sei 2004 ausgesetzt worden, nachdem es Bedenken über die Verfassungsmäßigkeit gegeben habe. Es seien neue Beschränkungen eingeführt worden, berichtete die "New York Times" weiter. Die Leiter der Gemeindienstausschüsse des Senats und Repräsentantenhauses seien informiert.
Bush erklärte, das Programm werde alle 45 Tage überprüft. Dabei würden neue Bedrohungssituationen, Einschätzungen des Justizministeriums, des Weißen Hauses und anderer Institutionen berücksichtigt. Der Präsident erklärte, die an der Überwachung Beteiligten würden intensiv geschult um sicherzustellen, dass Bürgerrechte nicht verletzt werden.
Bush drängte in seiner Rede zudem den US-Kongress, die Gültigkeit der Anti-Terrorgesetze des "Patriot Act" über den Dezember hinaus zu verlängern. Die Blockade des Gesetzes sei "unverantwortlich", sagte Bush. "Im Krieg gegen den Terror können wir uns keinen Moment ohne dieses Gesetz leisten." 17.Dec.2005 You see, the most original area of research open to me concerns Horizon Sports Technology, a firm which sued the many Wilkes companies in the first part of 2005. The San Diego court docket system does not reveal what the suit concerned -- merely that such a case existed.
Now, this matter is of broader public interest for a couple of reasons:
1. The FBI used Horizon Sports Technologies to investigate shady firms dealing in composite materials useful to the defense department. Basically, HST provided FBI agents with cover.
2. Group W Advisors -- the Wilkes lobbying firm -- represented a firm called
Optimum Composite Design, a name which immediately struck my ears as redolent of the tale of HST-and-the-FBI.
3. Reader John Dean looked into the matter further and found that Horizon Sports and Optimum Composite Design have the same address .
4. Optimum Composite has a
pseudo-website which is registered to PerfectWave, one of Wilkes' more notorious subfirms. (I still doubt that PerfectWave actually does anything, although the SDUT claims that this firm has made use of an acoustical technology developed by Scripps.)

Porter brings war The CIA Director visited Turkey to prep them for the upcoming
war against Iran. (See this version of the story for some appropriate illustrations.) Someone should explain a couple of things to the Turks: 1. A war on Iran will inevitably go nuclear + 2. Airborne radioactive fallout might make Turkey a less attractive vacation spot.

Zum ersten Mal seit dem Beginn der Konferenz am Dienstag blockierten die Demonstranten auch eine der Hauptstraßen in der Nähe des Tagungszentrums. Verletzt wurde niemand. Angesichts der "Belagerung" schloss die Polizei alle Eingänge zum Kongressgebäude und setzte Tränengas ein. Die Demonstranten flüchteten, formierten sich aber später neu.

Bauernführer Bové durfte einreisen

Die Welthandelskonferenz soll morgen zu Ende gehen. Mit Verhandlungen rund um die Uhr haben die Teilnehmer aus den 149 Staaten der Welthandelsorganisation versucht, das Ministertreffen noch zu retten. Trotz verhärteter Standpunkte in den zentralen Konflikten äußerten sowohl die USA als auch Brasilien als Vertreterin der Schwellen- und Entwicklungsländer die Hoffnung auf einen mäßigen Erfolg. Der Entwurf der Abschlusserklärung legte - wie von der Europäischen Union gefordert - keine Frist für ein Ende der Export-Subventionen auf Agrarprodukte fest.
EU-Handelskommissar Peter Mandelson hat den Entwurf dennoch als unausgewogen bezeichnet. Er hoffe, dass er noch verbessert werden könne und werde deshalb weiterverhandeln. Er sei auch bereit, mit den anderen Delegierten über die Festlegung eines Datums zur Beendigung von Agrarexportsubventionen zu sprechen - "aber nicht isoliert". Als Datum wird das Jahr 2010 oder die Formulierung "fünf Jahre nach In-Kraft-Treten" vorgeschlagen.
Brasilien: Wenig, aber besser als gar nichts
Der brasilianische Außenminister Celso Amorim monierte, der Entwurf bleibe mit seinen Vorschlägen weit hinter den Erwartungen der Schwellen- und Entwicklungsländer zurück. It's possible that any patent list results are skewed because various government agencies have the ability to classify any patent as secret and make it invisible to the public.

The USPTO even keeps a chart of "invention secrecy activity." It shows that so far in 2005, there have been 106 "new secrecy orders imposed." There are 4,915 "total secrecy orders in effect."

So if among all those florist patents Weder and Straeter invented the quantum computing secret decoder ring, we'd never know about it.

Comes now the Biomedical Advanced Research and Development Agency, or BARDA, which would move the creation of new drugs and vaccines behind a wall of secrecy.
According to legislation approved by the Senate Health Committee, this proposed federal agency would oversee development of drugs and vaccines needed to respond to a flu pandemic or bioterrorist attack.
The act allows development, testing and use of a drug or vaccine without a shred of public information about the process. And, if the particular product does not work as intended, being ineffective or causing illness or death, that information also could be withheld.

He also has a history of arranging for fraudulent visas. From a NY Post article quoted by Laura Rozen: ...Business dealings between District 29 in Rosedale [Queens] and Kontogiannis date back to 1989, when the local board leased offices at 1 Cross Island Plaza, built in 1985 by Kontogiannis and owned by his wife.
[Celestine] Miller, appointed in 1992, ran the district with an iron fist, but treated herself with kindness - leasing a Cadillac with district funds, sources said.
About the time of Miller's appointment, Kontogiannis ran afoul of the law. He and an official at the U.S. Embassy in Athens were arrested by the FBI for taking bribes to provide phony U.S. visas.
Both pleaded guilty + Kontogiannis was sentenced to five years' probation.
He told The Post recently he was only trying to help a Greek national visit his dying mother... Sources said his motive was pure greed. ...

1. The Abramoff and Cunningham scandals have merged.
2. Abramoff was hired to do PR for a Saudi billionaire named Saleh Abdullah Kamel, chairman of the General Council for Islamic Banks -- whose good buddy is, or at least was, Osama Bin Laden. According to several published reports, a Kamel company paid the rent for the hijackers who lodged in San Diego.
3. The Atta gang was connected to a jihadist cell in New Jersey, connected in turn (by none other than NBC news) to Magdy el-Amir, a former client of Homeland Security director Michael Chertoff. (Much more

Seems to me that the New Jersey cell would have a vested interest in obtaining visas. Now, I am not entirely familiar with the geography in that part of the world, but I do know that there is an immigration office in Newark, closer to the cell in question.

Natürlich, so Wiefelspütz im Gespräch mit SPIEGEL ONLINE, sei die Sammlung von Daten gesetzestreuer Bürger ein großer Schritt, aber man müsse auch die Bedeutung der Terrorismus- und Verbrechensbekämpfung erkennen. Die Bundesregierung plane nur die Umsetzung des Mindestzeitraums von sechs Monaten, natürlich werde eine Abfrage seitens der Polizei oder der Geheimdienste nur unter Richtervorbehalt erfolgen.
Für die wirtschaftlichen Bedenken der Verbände hat er kein Verständnis. Schließlich würden Telefongesellschaften schon jetzt die jeweiligen Kundendaten drei bis vier Monate aufbewahren, da bedeute die Erweiterung auf ein halbes Jahr keine ungebührliche Belastung. Allerdings räumte der SPD-Politiker ein, dass es im Zuge der praktischen Umsetzung zu Schwierigkeiten kommen könne, da die Kompatibilität der Daten mit der Hard- und Software der Behörden noch nicht durchgängig gesichert sei. Grundsätzlich jedoch hätten auch die Unternehmen ihren Beitrag zum Gemeinwohl zu leisten.
Staatlichen Entschädigungen erteilte auch Wiefelspütz eine Absage. Schließlich müssten auch Kfz-Hersteller die Sicherheit ihrer Fahrzeuge gewährleisten und könnten die Kosten ebenfalls nicht dem Steuerzahler aufbürden.
Letzte Chancen für die Gegner
Nun richten sich die Erwartungen und Hoffnungen der Gegner der EU-Richtlinie auf die Umsetzungsverfahren in den nationalen Parlamenten. Sie erhoffen sich überdies eine breite öffentliche Debatte.
Inzwischen kündigte der irische Justizminister Michael McDowell eine Klage vor dem Europäischen Gerichtshof an, ähnlich hatte sich Alexander Alvaro für den Fall der jetzt getroffenen Entscheidung geäußert. Er sieht vor allem die Gewerbefreiheit kleinerer Unternehmen bedroht, da die Datenspeicherung für sie einen erheblichen Mehraufwand mit sich bringe.
Peter Schaar, der Bundesbeauftragte für den Datenschutz, verwies bereits im Oktober auf wesentlich datenschutzfreundlichere Ansätze wie die US-amerikanische "Quick Freeze"-Methode: Statt der generellen Protokollierung von Daten müssen die Dienstanbieter Verkehrsdaten dem Prinzip zufolge nur in begründeten Einzelfällen länger speichern, die Datenherausgabe steht auch dort unter Richtervorbehalt.

Nun wird die Vorratsdatenspeicherung grundsätzlich verpflichtend, auf besonderen Antrag hin dürfen die EU-Mitgliedsländer sogar noch wesentlich langfristiger speichern - in Polen erwägt man gar einen Zeitraum von bis zu 15 Jahren.
Der Beschluss traf auf den einhelligen Protest von Wirtschaftsverbänden, Datenschützern und der Medienbranche. Der Leiter des Unabhängigen Landeszentrums für Datenschutz Schleswig-Holstein, Thilo Weichert, schimpfte: "Was als präventive Terrorismusbekämpfung beschlossen wurde, ist nichts anderes als die Bekämpfung der freien Kommunikation. Menschen werden aus Angst vor dieser Überwachung ihre Kommunikation beschränken. Dies ist ein Bärendienst für die expandierende Kommunikationswirtschaft."
Die Wirtschaftsverbände wiesen auf den großen technischen Aufwand und die ungeheuren Datenmengen hin, die die neue Regelung zur Folge hätte. So geht der Internet-Wirtschaftsverband eco davon aus, dass sich auf Seiten der Provider der Speicherbedarf für die Archivierung der Daten um den Faktor 1000 erhöhen werde. Insgesamt, rechnete der Journalist Stefan Krempl in der "Süddeutschen Zeitung" vor, entspräche allein das zu archivierende Datenvolumen beim Frankfurter Netzknoten DeCIX rund 639.000 CDs - und zwar täglich.
Wer zahlt die Zeche?
Überdies würde die mangelnde Harmonisierung hinsichtlich der zeitlichen Fristen zu Wettbewerbsverzerrungen führen, so Bernhard Rohleder vom IT-Fachverband Bitkom. Aus Branchenkreisen wurde die Forderung nach der staatlichen Übernahme der zusätzlichen Kosten laut. Dies hat Justizministerin Brigitte Zypries (SPD) aber mittlerweile ausgeschlossen. Das liefe darauf hinaus, dass die Wirtschaft verpflichtet würde, die Zeche für den Lausch-Hunger von Staat und EU zu zahlen.
Datenschützer und Wirtschaftsvertreter ziehen überdies die grundsätzliche Notwendigkeit der Regelung in Zweifel. "Mit der Begründung, Terroristen zu jagen, speichert man jetzt nutzlose Daten auf Kosten der Industrie, wo doch die bestehenden Regelungen nach Aussagen der Polizei bereits für 90 Prozent der Fälle ausgereicht haben", so Michael Rotert vom Internet-Verband eco.
Außerdem wurde kritisiert, dass es im Vorfeld keinerlei evaluierende Untersuchung hinsichtlich der Effizienz der Maßnahmen gegeben habe. Dem hielt der derzeitige Ratsvorsitzende und britische Innenminister Charles Clarke entgegen, es gebe eine große Zahl von Beispielen, dass die Aufspürung von Terroristen und anderer Straftäter erst durch weitgehende Datenanalysen ermöglicht worden sei.
Aus den Reihen von Verleger- und Journalistenverbänden waren zudem Bedenken laut geworden, die Regelung untergrabe den Informantenschutz. Allerdings beschloss das EU-Parlament einen Änderungsantrag, demzufolge das Berufsgeheimnis unter anderem von Journalisten gewahrt bleiben müsse.
Heiligt der Zweck die Mittel?

Die Pläne Schäubles zur Verschärfung des Strafrechts laufen der Zeitung zufolge darauf hinaus, die von seinem Vorgänger Otto Schily (SPD) geplante, umstrittene vorbeugende Sicherungshaft nun als Strafhaft auszugestalten. Die vorbeugende Haft war in den Koalitionsverhandlungen verworfen worden.
Seit dem so genannten Schily-Sicherheitspaket aus dem Jahr 2002 ist auch die Mitgliedschaft in einer ausländischen terroristischen Vereinigung strafbar. Künftig sollen auch Verhaltensweisen bestraft werden können, die unterhalb der Schwelle einer solchen Mitgliedschaft liegen.

A complaint has been filed by a California firm called Stull, Stull & Brody. The main suit is described by the firm
here: The complaint alleges that defendants violated provisions of the United States securities laws causing artificial inflation of the Company’s stock price. According to the complaint, during the Class Period, the Company lacked a credible state of internal controls and corporate compliance and remained unable to assure the quality and working order of its voting machine products. It is further alleged that the Company’s false and misleading statements served to conceal the dimensions and scope of internal problems at the Company, impacting product quality, strategic planning, forecasting and guidance and culminating in false representations of astonishingly low and incredibly inaccurate restructuring charges for the 2005 fiscal year, which grossly understated the true costs and problems defendants faced to restructure the Company. Finally, investors learned the truth about the adverse impact of the Company’s alleged defective and deficient inventory-related controls and systems on Diebold’s financial performance. As a result of defendants’ shocking news and disclosures of September 21, 2005, the price of Diebold shares plunged 15.5% on unusually high volume, falling from $44.37 per share on September 20, 2005, to $37.47 per share on September 21, 2005, for a one-day drop of $6.90 per share on volume of 6.1 million shares – nearly eight times the average daily trading volume. This is similar to the suit described earlier. To tell the truth, I'm still not sure whether this counts as an entirely separate lawsuit (as a
Daily Kos diarist has alleged) or whether a second firm has somehow glommed onto the originial case.
Stull, Stull & Brody is filing still another action concerning misuse of the
401(k) plan.
What's the big picture? As I say below: Diebold is vulnerable + they aren't in any kind of a position to bribe their way out of jams. Right now, there are counties and states making the decision whether or not to use this equipment. I list contact information in the post below.

Der Besuch im syrischen Knast könnte zu einem viel heikleren Vorgang als der Fall des von den USA verschleppten Khaled el-Masri werden, über den die CIA-Affäre erst ins Rollen kam. Im Fall Zammar sind nämlich Ermittler einer Bundespolizeibehörde in ein Gefängnis gereist, in dem Folter offenbar an der Tagesordnung ist. Menschenrechtsgruppen berichten seit Jahren, die Gefangenen seien in winzige Zellen eingepfercht und würden nachts von den Schreien aus den Vernehmungszellen geweckt.
Die Besetzung der Delegation spielt durchaus eine Rolle. Geheimdienstler müssen solche fragwürdigen Zustände rein rechtlich nicht interessieren, sie können ihre Informationen auch dort gewinnen - auch wenn dies moralisch fragwürdig ist. Die BKA-Beamten sind hingegen formal verpflichtet, mögliche Foltervorwürfe anzuzeigen und gegen alles Ungesetzliche, was sie sehen, zu protestieren.

Auch die britischen Behörden haben nach dem 11. September 2001 hart durchgegriffen. Doch laut einem Zeitungsbericht werden vier Terrorverdächtige seit Jahren festgehalten - ohne jemals vernommen worden zu sein oder Anklage erhoben zu haben.

London - Die drei Algerier und ein Palästinenser wurden nach den Anschlägen vom 11. September 2001 auf Basis der verschärften britischen Anti-Terror-Gesetze gemeinsam mit zwölf weiteren Verdächtigen ohne Verfahren festgenommen und in ein Hochsicherheitsgefängnis gebracht, wie die Zeitung "The Independent" heute berichtete. Gegenüber der Menschenrechtsorganisation Amnesty International berichteten die Männer von körperlichen und seelischen Schäden, die sie durch die Haft erlitten hätten.
Vor einem Jahr erklärten die Lordrichter, das oberste britische Berufungsgericht in Zivil- und Strafsachen, die Inhaftierung der vier Männer für unrechtmäßig. Sie wurden daraufhin entlassen, dürfen aber nur unter strengen Auflagen das Haus verlassen.
Ein Amnesty-Sprecher bezeichnete es gegenüber der Zeitung als "schockierend", dass diese "angeblichen internationalen Terroristen" seit ihrer Festnahme nicht ein einziges Mal befragt worden seien. Crisis and Challenge

This conclusion has, of course, frightening implications, because it is hard to imagine why the Commission would have engaged in such deceit except to cover up the fact that the attacks of 9/11 were orchestrated by forces within our own government, including our armed forces. And if that is the case, then our country is in even worse shape than already evident through the Downing Street Memos, which revealed that the administration had fixed the intelligence used to justify the war in Iraq. As Burns Weston, a professor of law, has said, we now have "a disparity between official 9/11 'spin' and independently researched 9/11 fact so glaring as to suggest the possibility of a constitutional crisis unlike anything our country has ever known." 25

heading back up, and some are saying the company is a good investment.
But that's not all ... In Leon County, Florida, election supervisor Ion Sancho has
denounced Diebold's machinery and vowed never to use the company's product again:
Finnish security expert Harri Hursti, together with Black Box Voting, demonstrated that Diebold made misrepresentations to Secretaries of State across the nation when Diebold claimed votes could not be changed on the "memory card" (the credit-card-sized ballot box used by computerized voting machines.
A test election was run in Leon County on Tuesday with a total of eight ballots. Six ballots voted "no" on a ballot question as to whether Diebold voting machines can be hacked or not. Two ballots, cast by Dr. Herbert Thompson and by Harri Hursti voted "yes" indicating a belief that the Diebold machines could be hacked.
At the beginning of the test election the memory card programmed by Harri Hursti was inserted into an Optical Scan Diebold voting machine. A "zero report" was run indicating zero votes on the memory card. In fact, however, Hursti had pre-loaded the memory card with plus and minus votes.
The eight ballots were run through the optical scan machine. The standard Diebold-supplied "ender card" was run through as is normal procedure ending the election. A results tape was run from the voting machine.
Correct results should have been: Yes: 2 ; No: 6
However, just as Hursti had planned, the results tape read: Yes: 7 ; No: 1
The results were then uploaded from the optical scan voting machine into the GEMS central tabulator, a step cited by Diebold as a protection against memory card hacking. The central tabulator is the "mother ship" that pulls in all votes from voting machines. However, the GEMS central tabulator failed to notice that the voting machines had been hacked.
The results in the central tabulator read:
Yes:7 ; No:1 Florida may be coming around.
What does it all mean? It means Diebold is vulnerable. Events are turning against the company. Right now, they can no longer make problems go away simply by lining pockets. The Abramoff and Wilkes affairs have sensitized the public to allegations of blackmail. The heat is, as they say, on.
And if Diebold is vulnerable, then all compu-voting systems are vulnerable.

Diebold, which just lost its ultra-Republican CEO Wally O'Dell, is the target of an important class action lawsuit files by Scott + Scott LLC in the Northern District of Ohio.

(b) the Company lacked a credible state of internal controls and corporate compliance;
(c) the 2004 settlement with the State of California served to conceal from investors the dimensions and scope of internal problems at the Company, impacting product quality, strategic planning, forecasting, guidance, internal controls and corporate compliance; and
(d) the Company’s "prediction" of astonishingly low and incredibly inaccurate restructuring charges for the entire 2005 fiscal year grossly understated the true costs defendants faced to restructure the Company.

Diebold's woes. Walden O'Dell, the CEO of every democracy-lover's least-favorite company, is resigning for the proverbial "personal reasons." This announcement follows disclosure of an imminent class-action lawsuit against Diebold over securities fraud. It is said that suit involves deceptive statements on a prospectus isued to shareholders.

Interestingly, Diebold's current troubles may have some relation to a stock plummet that followed hard on the heels of Brad Friedman's publication of an interview with "Dieb-Throat." According to this insider, the company's election equipment is about as hackable as George Washington's cherry tree.
Oddly enough, the company's stock did not rise even after states which once seemed poised to de-certify Diebold machinery suddenly "saw the light" and gave the company the nod.

A company called Horizon Sports Technologies sued Wilkes for a goodly amount of money earlier this year. I do not yet know what prompted the suit.

"sting" operation:

Executives at Horizon Sports Technologies said that for nearly two years they wore wires and recorded phone conversations with representatives of the carbon fiber companies, The San Diego Union-Tribune reported Sunday.
The strong, lightweight material is used in satellites, stealth aircraft and a wide range of other military equipment. It’s also used in graphite golf club shafts, bicycle frames and race cars. Did this sting have anything to do with Wilkes? I don't know.
Worth noting: Group W Advisors lobbied on behalf of a company called
Optimum Composite Design -- another firm with a tell-little website. The name may suggest a relationship to the defense-related materials which attracted the FBI's attention.

Die Aussterberate betrage durch den Einfluss des Menschen mittlerweile das 100- bis 1000-Fache des natürlichen Maßes, schreiben Forscher um Taylor Ricketts vom World Wildlife Fund im Fachblatt "Proceedings of the National Academy of Sciences". Die Biologen untersuchten Arten, über die es weltweite Daten gibt. Dazu zählen Säugetiere, Vögel, Amphibien, einige Reptilien und als einzige Pflanzengattung Nadelhölzer. Die meisten der demnach 794 bedrohten Arten leben jeweils nur noch an einem Ort.
Nur ein Drittel dieser Orte sei gesetzlich geschützt, schreiben die Wissenschaftler. Die verbleibenden 595 Lebensräume bedrohter Arten müssten nun so schnell wie möglich gerettet werden. Die
Alliance for Zero Extinction stellte deshalb eine Weltkarte mit den "Epizentren des Artensterbens" vor. "Die große Mehrheit dieser Orte liegt in Entwicklungsländern", schreiben Ricketts und seine Kollegen. "In vielen Fällen ist ihre Rettung nicht ohne beträchtliche Hilfe aus den Industrieländern möglich."
Seit dem Jahr 1500 sei die Ausrottung von 245 Arten aus diesen Gruppen verzeichnet, schreiben die Forscher. Allein heute seien dreimal so viele Arten vom Untergang bedroht. "Wir haben die moralische Pflicht zu handeln", sagte Parr. "Die wissenschaftlichen Daten liegen vor + wir haben fast keine Zeit mehr."

"Sie ist toxikologisch sehr gut untersucht."
Allerdings hatte bis jetzt niemand erforscht, wie BPA in kleinsten Dosierungen wirkt. Belcher zufolge setzt die Gefährdung des Menschen bereits vor der Geburt ein, weil BPA die Embryonalentwicklung des Gehirns stört.

Ein Forscherteam um Scott Belcher von der University of Cincinnati konnte erstmals im Tierversuch zeigen, dass BPA gerade in kleinsten Dosierungen die Hirnentwicklung beeinflusst. Offensichtlich blockiert die über die Nahrung aufgenommene Chemikalie die Aktivität des körpereigenen Hormons Östrogen, das für die Entwicklung bestimmter Hirnregionen unerlässlich ist.
Belchers Team hatte Ratten über einen Zeitraum von lediglich sechs Minuten eine hoch verdünnte BPA-Lösung in den Teil des Gehirns gespritzt, der bisher als unempfindlich gegenüber BPA galt: den so genannten zerebralen Kortex. Das Ergebnis der anschließenden Untersuchung der Rattenhirne könnte sich als "kleine Sensation in der BPA-Diskussion erweisen, falls es auch anderen Forschergruppen gelingt, die Ergebnisse zu reproduzieren", kommentiert Jürgen Kundke, Sprecher des Berliner Bundesinstituts für Risikobewertung (BfR).
Die Substanz entfaltete in Belchers Tierversuchen wenige Minuten nach Verabreichung eine verheerende Wirkung: Sie stoppte den Signalweg des weiblichen Sexualhormons Östrogen und damit die natürliche Entwicklung der Gehirnzellen - unabhängig vom Geschlecht der Tiere. Das Problem: BPA scheint insbesondere in jenen winzigen Mengen extrem zu wirken, denen der Mensch im Alltag ausgesetzt ist. Je niedriger die Konzentration der Substanz, desto höher war in Belchers Versuchen die schädigende Wirkung auf das Hirngewebe.

Großbritannien wurde hier schon desöfteren als Vorreiter für Big Brother Systeme und Methoden bezeichnet, die zu Überwachungsstaaten führen werden. Mit aktuellen Projekten wird Großbritannien diesem Ruf auf's Neuste gerecht.
Laut
Pressemitteilung von Northrop Grumman (NG), US Hersteller von Rüstungs- und Überwachungsprodukten aller Art und der Mitteilung der britischen Behörde Police Information Technology Organisation (PITO), die dem britischen Polizeiminister unterstellt ist und zur Aufgabe hat, für die britischen Strafverfolgungsbehörden neue Informations- und Kommunikationstechniken zu entwickeln und zu testen, hat PITO mit Northrop Grumman einen 244 Millionen US$ schweren Vertrag abgeschlossen.
Inhalt: NG wird zusammen mit der französischen Firma
SAGEM SA, den britischen Unternehmen Phoenix IT Services und Energis Communications Ltd. sowie dem deutschen Unternehmen Smiths Heimann Biometrics GmbH ein integriertes Computersystem mit der Bezeichnung IDENT1 für Großbritannien entwickeln, dass der Vernetzung aller Polizei- und Geheimdienstbehörden zum Austausch und zur Suche biometrischer Daten dient und das alte National Automated Fingerprint Identification System (NAFIS) (ebenfalls von NG ab 1995 in England installiert) vollständig ersetzen wird.
Wie NG mitteilte, sei es mit IDENT1 zum ersten Mal möglich, routinemäßig Individuen in ganz England zu identifizieren, denn über das IDENT1 System kann innerhalb von Minuten eine Suche nach digitalen Finger- und Handflächenabdrücken und anderen biometrischen Merkmalen in einer kombinierten, nationalen Datenbank mit mehr als 6 Millionen Datensätzen durchgeführt werden. Ein weiterer Ausbau sieht die mobile Abnahme und Überprüfung von Fingerabdrücken, Gesichtsaufnahmen und "Identifizierung per Video" vor - mit den ID Smart Cards, die biometrische Daten enthalten, werden die Briten ja jetzt
zwangsweise ausgerüstet. Mit DNA Datensätzen und Nummernschilddaten (s. u.) kommen weitere Identifikationsmerkmale hinzu.

Laura Rozen has an
important piece up on Archer Logistics, the Wilkes subsidiary which has apparently done business with the CIA. I have previously argued that Archer is probably a shell company; their website certainly does not inspire any trust. They try to look like Lockheed, but they do not offer any details about goods or services or departments or personnel or company history. And they inhabit a small second-story office in Virginia, the same office space ADCS calls home. Several times, I've called that number during business hours; no receptionist answered. (Try the experiment yourself.) Does that sound like a real firm to you?

Hopsicker (whom I admire) deserved citation because he came to similar conclusions first. But I worked independently (with the help of some wonderful readers and friends to this blog) + I tried to present the findings in such a way that anyone could double-check them. A lot of people have done so. So far -- despite the usual quibbles over details -- no-one has said "You're all wrong and here's why."
The best way to insure accuracy is to interest a number of researchers. "Many hands make light work" -- and also more credible work.

Auf ihn setzen die Säkularen aller Konfessionen im Land - aber auch viele ehemalige Baathisten, die sich dem politischen Prozess bislang weitgehend verschlossen hatten (siehe Interview Seite 140). Dass er mit dieser Klientel im schiitisch-religiösen Lager keine Partner finden wird, bekam Alawi am vorvergangenen Sonntag in Nadschaf zu spüren, wo er mit knapper Not dem Angriff eines wütenden Mobs entkam.

Längst ist bekannt, dass das nicht stimmte. Doch nun gibt es nach einem Bericht der "Los Angeles Times" einen weiteren Beleg dafür, dass die Regierung Bush alles versucht hat, um Informationen, die offizielle Kriegsgründe widerlegten oder in Zweifel zogen, aus der Welt zu schaffen.
Schon 2001 und 2002 warnte der französische Auslandsgeheimdienst die USA vor Informationen über angbliche Urankäufe Bagdads in Niger. Die Franzosen hatten ihre Informationen bei ausgeprägten Recherchen vor Ort in Niger und anderen früheren französischen Kolonien gewonnen. Die Uran-Minen dort werden von französischen Unternehmen betrieben.
Die Franzosen hätten - so zitiert das Blatt Alain Chouet, einen früheren französischen Geheimdienstbeamten - auf Bitten der CIA in dieser Sache recherchiert. Die ursprüngliche Anfrage zu dem Thema kam im Jahr 2001 im Zusammenhang mit möglichen Terroranschlägen. Der amerikanische Geheimdienst habe damals wissen wollen, ob das Uran in Afrika vor Terroristen sicher sei. Ein Jahr später, Mitte 2002, habe die CIA erneut angefragt, diesmal konkret zu einem möglichen Niger-Irak-Deal. Chouet berichtete nun, er habe damals ein mehrköpfiges Team nach Niger geschickt, um entsprechende Hinweise zu suchen. Die Agenten fanden nichts.

In Wahrheit jedoch scheint es die Schärfe des Gesetzes selbst zu sein, die seine Durchsetzung in der Praxis verhindert. Die Personalpapier-Kontrollen in Cybercafes, geben auch mit der Durchsetzung des Gesetzes betraute Polizisten zu, seien oft sehr lax. Kein Wunder: Die Betreiber sehen gern weg, wenn sie die Wahl zwischen Anzeige und Bankrott haben. Die Härte des neuen Anti-Terror-Gesetzes trifft damit genau die Falschen.

Es soll die USA und womöglich einige befreundete Staaten vor Angriffen mit transkontinentalen Raketen schützen. Rumsfeld hat das gerade erst auf der Münchener Konferenz zur Sicherheitspolitik noch einmal unmissverständlich klar gemacht. Allerdings belegt ein kleines, unscheinbares, weitgehend aus Holz bestehendes, über GPS-Navigation sich selbst steuerndes Flugzeug, dass die vielen Milliarden US-Dollar von vorneherein in den Sand gesetzt sein könnten.

Senate Judiciary Chairman Arlen Specter, R-Pa., announced that the negotiating committee had reached an agreement that would extend for four years two of the Patriot Act's most controversial provisions - authorizing roving wiretaps and permitting secret warrants for books, records and other items from businesses, hospitals and organizations such as libraries.

German Foreign Minister Frank-Walter Steinmeier said the meeting was "very satisfactory for all of us".

Dutch Foreign Minister Ben Bot, one of those most concerned by the issue, also said he was "very satisfied".

On Wednesday, Ms Rice stressed that all American interrogators were bound by the UN Convention on Torture, whether they worked in the US or abroad.

The Bush administration has previously said the convention, which bans cruel, inhumane and degrading treatment, does not apply to US personnel abroad.

Ms Rice's comments were welcomed by members of Congress who are currently pushing through legislation, proposed by Republican Senator John McCain - a former prisoner of war - that would tighten the rules on the treatment of foreign terrorism suspects.

The White House has resisted attempts for the CIA to be bound by any new legislation on interrogation practices.

But Ms Rice's new approach suggests these efforts might have been abandoned, says the BBC's Justin Webb in Washington.

With campaign finance, voter registration, electronic voting, public recounts, district gerrymandering and overall electoral administration now firmly in the pocket of the GOP + with Democratic opposition that is virtually non-existent on the issue of vote fraud and election manipulation, there is little reason to believe the Republican grip on Ohio will be loosened at any point in the near future. In traditional terms, the scandal-ridden Ohio GOP would appear to be more vulnerable than ever. Governor Robert Taft has become the only Ohio governor to be convicted of a crime while in office. With an astonishing 7% approval rating, he has been compared to Homer Simpson by the state's leading Republican newspaper. Republican US Senator Mike DeWine appears highly vulnerable. The GOP has never won the White House without winning the Buckeye State.

But HB3 will solidify the GOP's iron grip on the electronic voting process and all that surrounds it. Unless they break that grip, Democrats who believe they can carry any part of Ohio in 2006 or 2008 are kidding themselves.

Another major problem: International election monitors just cannot get their heads around the fact that the United States does not have a single federal standard. The lack of such a standard is all they ever talk about. Their attitude sems to be: "Well, the obvious problem is the fact that you have fifty different election systems. First change that situation + then we'll get back to you for some follow-up work." We need to explain to the international community that, yes, there are fifty different standards + that this unfortunate situation will never, never, never change -- just as the cat will never, never, never wear a bell just to please the mice.

Grund dafür sei höchstwahrscheinlich der globale Klimawandel, erklärten Wissenschaftler auf der Jahrestagung der American Geophysical Union (AGU) am Mittwoch in San Francisco.
Die Fließgeschwindigkeit beispielsweise des Kangerdlugssuaq in Grönland habe sich seit 2001 verdreifacht, teilte Gordon Hamilton vom Institut für Klimawandel an der University of Maine mit. Auch in Nordamerika schmilzt ein Gletscher besonders rasch: Der Columbia-Gletscher in Alaska, etwa so groß wie die Metropole Los Angeles, ist seit den 1980er Jahren um 15 Kilometer geschrumpft. Mit dem Klimawandel allein sei das Abschmelzen des Columbia-Gletschers und anderer Gletscher allerdings nicht zu erklären, betonte Tad Pfeffer von der University of Colorado.

Horwath spricht von einer Kohlenstoffkonzentration in der polaren Wüstenregion, die 125 Mal höher liegt als bislang vermutet. Weltweit speichert die Erde etwa 300 Mal so viel davon, wie pro Jahr durch die Verbrennung fossiler Brennstoffe freigesetzt wird. Howarth sagte: "Wir wissen bereits, dass sich das Klima in der Arktis erwärmt + unterdessen nimmt die Tiefe des Permafrostes ab. So wird mehr Kohlenstoff aktiv und kann sich in Kohlendioxid umwandeln, das in der Atmosphäre am stärksten vertretene Treibhausgas."
Unbeeindruckte USA verweigern sich weiter
Die USA ließen sich durch solche und andere Forschungsergebnisse wie üblich nicht aus der Ruhe bringen, Klimaschutzvereinbarungen lehnen sie weiterhin ab. "Wir sind der Meinung, dass solche formalen Gespräche nichts bringen", sagte die amerikanische Delegationsleiterin bei der Uno-Klimakonferenz in Montreal, Paula Dobriansky. Zuvor hatte der kanadische Ministerpräsident Paul Martin die US-Regierung aufgefordert, sich endlich dem Kyoto-Protokoll anzuschließen. Eine Einigung bei einem der Hauptthemen - verbindliche Werte zur Verringerung der Treibhausgase über 2012 hinaus - war damit auch in der Schlussphase der Konferenz nicht in Sicht.
