31.Jul.2004 In einer vertraulichen Sitzung des zuständigen Bundestags-Unterausschusses Ende Juni kam es allerdings zu einer heftigen Auseinandersetzung: Rüstungskritische Koalitionsabgeordnete befürchten ebenso wie Friedensgruppen, dass durch die Novelle auch der Einsatz so genannter "nicht-letaler Chemiewaffen" möglich wird, die 2002 in Moskau bei einer polizeilichen Geiselbefreiung zu weit über 100 Todesopfern führten.
Zwar sieht der Gesetzesentwurf für die Änderung Ausfuhrbestimmungen nach dem "Chemiewaffenübereinkommen" weiterhin vor, dass eine Vielzahl von chemischen Stoffen wie Sarin, VX oder andere Kampfstoffklassiker gebannt bleiben. Nur so genannte "riot control Agents" wie Pfefferspray sollen zukünftig an die Truppe ausgegeben werden.
Doch der Gesetzestext öffnet nach Ansicht des Rüstungskritikers Jan van Aken vom Hamburger Sunshine Project Deutschland "ganz eindeutig die Tür für moderne Chemiewaffen". So entwickelte die USA-Navy beispielsweise kürzlich eine Tränengas-Stinkbombe, die neben den Pfefferspray-Reizgasen Zumischung von extrem übel riechenden Chemikalien wie Sulfide oder Amine enthält. Das Naval Surface Warfare Centre im amerikanischen Dahlgren, Virginia hat bereits die Pilotproduktion von 50 Stink-Granaten in Auftrag gegeben. Für Kritiker von Aken ist deshalb die deutsche Gesetzesinitiative eine "international falsches Signal" den Bann von Chemiewaffen zu durchbrechen.
Auch die Vorsitzende des Bundestagsunterauschuss Abrüstung und Rüstungskontrolle, Uta Zapf, SPD, will für die Zukunft vorsorgen. In einer "Protokollnotiz" zu dem geänderten Chemiewaffen-Gesetz soll die Bundesregierung "verpflichtet werden" bei neu entwickelten Chemikalien oder Designer-Chemiewaffen, die Abgeordneten "zu informieren".
Angesichts des bereits im Bundesrat abgenickten Gesetztes sei keine Zeit mehr, diese wichtigen Einschränkungen in das Gesetz mit aufzunehmen. "Das ist der falsche Weg und wird einen internationalen Missbrauch fördern", sagt Sunshine Project-Chef van Aken.
In der ersten September-Woche soll das umstrittene Chemiewaffengesetz aus dem Ministerium Fischer zum erstenmal im Auswärtigen Ausschuss beraten werden, um am 7. September in zweiter Lesung den Bundestag zu passieren. "Der Minister hält die Gesetzesänderung natürlich für richtig", sagt eine Sprecherin des Auswärtigen Amtes, "sonst wäre es so nicht vorgelegt worden".

Jetzt fürchten Rüstungskritiker, dass auch moderne, so genannte nicht-letale Chemiewaffen trotz internationaler Ächtung offiziell von den Militärs angeschafft werden können.
In der rot-grünen Koalition wurden in der Sommerpause zügig die gesetzlichen Voraussetzungen beschlossen, um die Anschaffung von Tränengas und anderen Reizstoffen für Auslandseinsätze der Bundeswehr zu ermöglichen. Der Bundesrat hat die umstrittene Änderung schon abgenickt.
Zur Abwehr gewalttätiger Demonstranten in Bürgerkriegsgebieten wie dem Kosovo sollen zukünftig auch Tränengase, etwa Pfefferspray, die im Inland die Landespolizeien oder der Bundesgrenzschutz einsetzen, bereitgestellt werden. Um diese Stoffe in Übereinstimmung mit dem internationalen Chemiewaffen-Abkommen an die Einsatzorte im Ausland schaffen zu können, hat die Bundesregierung eine Gesetzesänderung eingebracht, die Anfang September bereits in zweiter Lesung beschlossen werden soll.

31.Jul.2004 GUANTANAMO -USA stellen ersten Häftling vor Militärtribunal - Das USA-Verteidigungsministerium hat den ersten von rund 590 Häftlingen im Gefangenenlager von Guantánamo vor ein Militärtribunal gestellt. Das Tribunal soll herausfinden, ob der Mann als "feindlicher Kämpfer" oder als Kriegsgefangener behandelt wird.
Washington - Werde der Mann als Kriegsgefangener eingestuft, werde er später aus dem Gefängnis auf der USA-Militärbasis Guantánamo Bay auf Kuba entlassen und an sein Heimatland übergeben, sagte ein Sprecher des USA-Verteidigungsministeriums am Freitag in Washington. Das Tribunal werde für seine Sitzungen, auf denen auch die Fälle der anderen Häftlinge erörtert würden, zwischen einem und vier Monate Zeit benötigen.
Dem Internationalen Komitee vom Roten Kreuz (IKRK) steht es nach Angaben des Sprechers frei, an diesem und den weiteren Militärtribunalen teilzunehmen. Außerdem sollen einige Medienvertreter zugelassen werden.

31.Jul.2004 Für Bush [BGW968] allerdings geht es um mehr als kleine Erfolgsmeldungen, denn seine Fähigkeit oder zumindest sein Image als Terrorjäger wird im laufenden ^USA-Wahlkampf eine große Rolle spielen.

Da passte es natürlich besonders gut, dass die Festnahme zeitgleich mit dem groß inszenierten Parteikonvent der Demokraten zusammenfiel - + die Aufmerksamkeit vom -Herausforderer Kerry [KFJ965] eine Zeit lang auf ein echtes "-Thema" abgelenkt wurde.
Genau an diesem Punkt aber kommen die ersten Fragen auf - zumindest an der medialen Verarbeitung des Erfolgs der Polizei + des Geheimdienstes.

So ist es zumindest erklärungsbedürftig, warum Pakistan mit der Meldung der Festnahme vom Sonntag fast eine Woche wartete + sie schließlich fast punktgenau zur Rede des -Konkurrenten Kerry [KFJ965] vor seinen Anhängern in Boston präsentierte. Erste Rechtfertigungen aus Islamabad kommen dazu bereits.

So sei es angeblich schwierig gewesen, den Verdächtigen zweifelsfrei zu identifizieren.

Trotzdem sind die Sicherheitsbehörden aber schon so weit gekommen, ihn zum Verbleib von Osama Bin Laden zu befragen.

Die Reporter des Magazins wollen erfahren haben, dass die USA-Regierung Pakistan zur punktgenauen Verkündung von Erfolgen im Anti-Terror-Kampf gezwungen hätte.

Demnach fürchte die USA-Regierung, dass wegen seines lädierten Images als Terrorjäger am Ende die Wahl gegen Kerry [KFJ965] verlieren könnte.

Aus diesem Grund seien in den letzten Wochen mehrmals hohe Beamten aus der -Administration in Pakistan gewesen, um Druck auszuüben.

Seit langem zweifelt nicht nur die -Regierung am nötigen Ernst der Regierung in Islamabad, im eigenen Land das Terror-Problem wirksam zu bekämpfen.
Der Bericht des "New Republic" geht sogar noch weiter. Das Blatt zitiert einen Mitarbeiter des pakistanischen Geheimdienstes ISI, der über die gewünschten Erfolgsmeldungen berichtet. Demnach soll ein Berater aus dem Weißen Haus dem Geheimdienstchef Ehsan al-Haq bedeutet haben, "dass es das Beste wäre, wenn die Festnahme oder die Tötung eines HVT (High Value Target) entweder am 26.Jul.2004 oder 27.Jul.2004 oder 28.Jul.2004 von Pakistan bekannt gegeben würde" - die ersten drei Tage des Demokraten-Parteitags in Boston.
Ein Beamter aus dem Innenministerium wird mit den Worten zitiert, al-Haq sei bei seinem letzten Besuch in Washington eine "deadline" genannt worden,

"in den letzten zehn Tagen des 00.Jul.2004 " Erfolge vorzuweisen. Auch wenn die Quellen der Zeitung nicht namentlich genannt werden, ist die Grundrichtung plausibel.
So sind die USA seit langem mit der Kooperation der Pakistaner nicht hundertprozentig zufrieden.

Aus Angst vor den Islamisten im eigenen Land + auch wegen immer wieder vermuteter Verbindung der Qaida in den pakistanischen Sicherheitsapparat seien die Bemühungen niemals so betrieben worden, wie es öffentlich verkündet wurde, so eine oft genannte Theorie.
Deshalb habe die USA-Regierung laut dem "New Republic"-Bericht gedroht, die Beziehungen zu Pakistan deutlich abkühlen zu lassen.

Seit Jahren ist das Regime dort sowohl finanziell als auch militärisch abhängig von den USA.
Für stärkere Bemühungen hat Washington durchaus noch einige Bonbons in der Tasche.

So wollen die Pakistaner gern mehrere USA-Kampfflugzeuge erwerben - nicht zuletzt, um gegenüber Indien mit militärischem Gebaren zu beeindrucken.

Bisher aber blockieren die USA den Deal oder verzögern ihn zumindest.

Außerdem muss die Regierung in Pakistan befürchten, dass eine zornige USA-Regierung die zweifelhafte Rolle des Regimes in der Frage des Atomhändlers Khan neu bewerten könnte.

Bisher hatte sich Washington zu dem milden Vorgehen Pakistans mit dem internationalen Atomschmuggler stets recht weich geäußert.
Die jetzige Festnahme kann jedoch - egal ob der "New Rebublic"-Bericht stimmt oder nicht - nur der Anfang der Bemühungen sein.

Denn das eigentliche Ziel der USA ist weiterhin Osama Bin Laden, der sich noch immer in der Grenzregion zwischen Pakistan + Afghanistan aufhalten soll.

Osama Bin Laden Festnahme könnte in der Tat gewaltige Auswirkungen auf die USA-Wahlen haben. Unabhängig von angeblichen Versprechungen oder Drohungen würde sich Pakistan mit der Festnahme Bin Ladens definitiv ins Herz der -Regierung spielen. Wenn der "Scheich" abgeliefert wird, hat Islamabad ein paar Wünsche frei.
