(1) The FBI presented ample, if not overwhelming, information to justify the warrant;

"These codes + their associated data bases + the input file, combined with someone that knew how to use them, could, in my opinion, in the wrong hands, change the global strategic balance ." (Emphasis added)

As Dr. Younger further noted about the codes Dr. Lee mishandled:

"They enable the possessor to design the only objects that could result in the military defeat of America's conventional forces ... They represent the gravest possible security risk to ... the supreme national interest ." (Emphasis added)

It would be hard, realistically impossible, to pose more severe risks to U.S. national security.

Denn sind erst einmal die Oberhaut mit der Unterhaut sowie Muskeln und Gewebe vom Spender abgetrennt, kann sofort mit der mühevollen Feinarbeit begonnen werden, alles neu zu verknüpfen und anzuschließen.
Dabei ist die Blutversorgung des neuen Gesichtes ein geringes Problem. Und für die Mimik sind von den 26 Gesichtsmuskeln nur 11 unbedingt notwendig. Die Gefahr, dass das Gesicht auf dem neuen Kopf wie das des toten Spenders aussieht, ist wegen des anderen Knochenbaus beim Gesichtsempfänger kaum gegeben. Zudem soll jedenfalls bisher nur die Haut mit möglichst wenig alten Spendermuskeln transplantiert werden. Das verringert die Befürchtungen, dass später die Angehörigen des Spenders ihrem toten Verwandten ins Gesicht sehen.

Republican Congressman Curt Weldon gave a Capitol Hill press conference and went on CNN's Lou Dobbs show on Wednesday in attempts to keep the Able Danger story alive.

This time, Weldon described the 11.Sep.2001 attacks as a "cover-up." WELDON: That's Louis Freeh saying that two weeks ago. Able Danger was briefed to the chairman of the Joint Chiefs of Staff in January of 2001. How could you call that historically insignificant?

Lou, this is a cover-up. It's not a third-rate political
burglary. It's a cover-up of information on the largest attack
in the history of the country.

DOBBS: Congressman, you are calling for a criminal
investigation. Obviously, you're not going to receive a great
deal of cooperation from the leadership, the Republican
leadership in the House or the Senate.

You're a Republican, what kind of reaction are you getting as
you go one on one with your fellow Congressman?

WELDON: Lou, the members of Congress want the facts to come out,

An Act respecting alien enemies.

SECTION 1.

Be it enacted by the Senate and House of Representatives of the United States of America, in Congress assembled,

That whenever there shall be a declared war between the United States and any foreign nation or government, or any invasion or predatory incursion shall be perpetrated, attempted, or threatened against the territory of the United States, by any foreign nation or government + the President of the United States shall make public proclamation of the event, all natives, citizens, denizens, or subjects of the hostile nation or government, being males of the age of fourteen years and upwards, who shall be within the United States + not actually naturalized, shall be liable to be apprehended, restrained, secured and removed, as alien enemies. And the President of the United States shall be + he is hereby authorized, in any event, as aforesaid, by his proclamation thereof, or other public act, to direct the conduct to be observed, on the part of the United States, towards the aliens who shall become liable, as aforesaid; the manner and degree of the restraint to which they shall be subject + in what cases + upon what security their residence shall be permitted + to provide for the removal of those, who, not being permitted to reside within the United States, shall refuse or neglect to depart therefrom; and to establish any other regulations which shall be found necessary in the premises and for the public safety: Provided, that aliens resident within the United States, who shall become liable as enemies, in the manner aforesaid + who shall not be chargeable with actual hostility, or other crime against the public safety, shall be allowed, for the recovery, disposal + removal of their goods and effects + for their departure, the full time which is, or shall be stipulated by any treaty, where any shall have been between the United States + the hostile nation or government, of which they shall be natives, citizens, denizens or subjects: and where no such treaty shall have existed, the President of the United States may ascertain and declare such reasonable time as may be consistent with the public safety, and according to the dictates of humanity and national hospitality.

SEC. 2. And be it further enacted, That after any proclamation shall be made as aforesaid, it shall be the duty of the several courts of the United States + of each state, having criminal jurisdiction + of the several judges and justices of the courts of the United States + they shall be + are hereby respectively, authorized upon complaint, against any alien or alien enemies, as aforesaid, who shall be resident and at large within such jurisdiction or district, to the danger of the public peace or safety + contrary to the tenor or intent of such proclamation, or other regulations which the President of the United States shall and may establish in the premises, to cause such alien or aliens to be duly apprehended and convened before such court, judge or justice; and after a full examination and hearing on such complaint + sufficient cause therefor appearing, shall and may order such alien or aliens to be removed out of the territory of the United States, or to give sureties of their good behaviour, or to be otherwise restrained, conformably to the proclamation or regulations which shall and may be established as aforesaid + may imprison, or otherwise secure such alien or aliens, until the order which shall and may be made, as aforesaid, shall be performed.

SEC. 3. And be it further enacted, That it shall be the duty of the marshal of the district in which any alien enemy shall be apprehended, who by the President of the United States, or by order of any court, judge or justice, as aforesaid, shall be required to depart + to be removed, as aforesaid, to provide therefor + to execute such order, by himself or his deputy, or other discreet person or persons to be employed by him, by causing a removal of such alien out of the territory of the United States; and for such removal the marshal shall have the warrant of the President of the United States, or of the court, judge or justice ordering the same, as the case may be.

According to Nicholas Sims any new US proposals are not likely to be well received.

"I would expect them to be received coolly because the United States is seen as having disqualified itself from contributing to the strengthening of the convention by it's rejectionist attitude," he said.

There are worries that even after the terrorist attacks on 11 September, the United States is still not convinced that international bodies such as the United Nations can help fight the war on terror.

This follows a string of decisions by President Bush to reject other treaties, such the Kyoto agreement on global warming.

Loath to commit

Experts are also concerned that the Americans are opposing moves to toughen up the treaty to protect its own biological defence programme, as well as the US pharmaceutical industry.

But Kenneth Adleman, a presidential adviser on defence issues, said the US was loathe to commit to a new convention because it was yet to be convinced that stronger restrictions were the answer.

"I think the protocol of biological weapons may be great on paper but it's very different going to execution... Saddam Hussein has kept us out of doing any inspections, I think it's for the last three years + that makes a mockery of those kind of conventions," he said.

Einstweilen kümmert sich die Icann um die Verwaltungsaufgaben der IANA. Dabei geht es vor allem ums Prestige.

Geld ist damit nämlich nicht zu verdienen, da keine Gebühren oder andere Umsätze anfallen.

On Daily Kos and elsewhere, you may read lengthy discussions about whether the use of white phosphorus as a weapon against civilians violates treaty. The argument comes down to the question of whether WP qualifies a chemical weapon; Kos himself seems to be under the mistaken impression that it does not.
To my mind, this question has been resolved beyond the point of intelligent debate. The United States ratified the Chemical Weapons Convention of 00.000.1997 , back when sane people still had some say in this land.

The Convention's definition of the term "toxic chemical" offers inescapable wording:

"Hör endlich auf, die Leute zu belügen!", skandierten die Studenten.

Mit der riskanten Volksbefragung vom Dienstag, die er zum Referendum über seinen Amtsverbleib machte, setzte er alles auf eine Karte - und verlor.

Der Nachrichtenkanal will solche Statistiken künftig nicht mehr veröffentlichen, sagte LCI-Chef Jean-Claude Dassier. Anlass ist ein Zwischenfall in einer Trabantenstadt. Ein LCI-Kamerateam hörte die Worte "Das Fernsehen ist da, ihr werdet gefilmt"; danach wurden zwei Autos direkt vor den Augen der Journalisten angesteckt.
"Das hat uns klar gemacht, dass wir aufpassen müssen", sagte Dassier der Nachrichtenagentur AFP. Der Sender France 3 verzichtet bereits seit Montag auf die allmorgendliche Abfackelstatistik. Man wolle so ein Aufbauschen der Sache verhindern, hieß es bei France 3.

Angebliche Zweifel an der Evolutionslehre

Die Befürworter des Kreationismus sehen Gott als Schöpfer der Natur und des Menschen. Sie bilden eine USA-weite Achse der Frommen; die besonders Bibelfesten unter ihnen glauben Wort für Wort an die Schöpfung, so wie das Alte Testament sie schildert. Die Vertreter der akademischen Variante "Intelligent Design" (ID) sprechen nicht von Gott, sondern von einer übernatürlichen Intelligenz hinter allen Dingen. Mit gutem Grund: 1987 urteilte das Oberste Gericht der USA, dass Kreationismus an den Schulen nichts zu suchen habe und die Trennung von Staat und Kirche strikt zu beachten sei.
Fundamentalismus im Tarnkleid
Seitdem meiden die Kreationisten eine fundamentalchristliche Sprache. Sie suchten und fanden eine neue Taktik: Sie preisen das "Intelligent Design" als alternative und angeblich gleichrangige Wissenschaftstheorie. Diese Denkrichtung müsse auch gleichrangig an den Schulen gelehrt werden. Das allerdings lässt vielen Wissenschaftlern die Haare zu Berge stehen - für eine Theorie brauche es die Grundlage von Forschung, Nachweisen und wissenschaftlichen Veröffentlichungen. "Intelligent Design" habe nichts davon zu bieten, Glaube ersetze kein wissenschaftliches Konzept.
Die Abstimmung in Kansas war nach 1999 und 2001 bereits die dritte ihrer Art, mit wechselnden Ausgängen. Über die neue Entscheidung zeigten sich viele Lehrer, Wissenschaftler und Politiker entsetzt. So prophezeite Eugenie Scott vom Zentrum für naturwissenschaftliche Bildung, dass sich "dieser Kampf jetzt überall abspielen wird". Die Tür sei geöffnet, so Jack Krebs, ein Mathematiklehrer aus Oskaloosa: "Überall können Lehrer die Argumente der Kreationisten in die Klassenzimmer tragen und auf die neuen Standards hinweisen."

Angesichts der abgehobenen Thematik bereichern Experten die Runde. Das Führungspersonal staunt nicht schlecht, als der Raketenkonstrukteur Sergei Koroljow seine Modellpalette zigarrenförmiger Projektile vorführt. Prinzipiell könnten damit die USA oder auch der Mars erreicht werden. "Ich will nicht übertreiben, aber wir glotzten wie eine Schafherde, die ein nie zuvor gesehenes Gatter entdeckt hatte", notierte Nikita Chruschtschow in seinen Erinnerungen. Chruschtschow, im selben Jahr zu Stalins Nachfolger bestellt, fing Feuer und wurde zum einflussreichsten Raketen-Fan im Ostblock.
Die Protektion zahlte sich aus. Ab 1957 beeindruckten die Pioniertaten russischer Raketenbauer. Erster Erdsatellit, erste Mondsonde, erste Mensch im Orbit - die Sowjets spielten die Amerikaner an die Wand. Präsident Kennedy setzte auf die Flucht nach vorn und verkündete die bemannte Mondlandung als Ziel seiner Regierung.
US-Experten, darunter auch Wernher von Braun, hatten Kennedy überzeugt, auf dem Mond könnten die Russen noch geschlagen werden. Die Aussichten für einen lunaren Sieg wären deshalb günstig, weil "die jetzige Stärke der sowjetischen Raketen um das Zehnfache verbessert werden müsste. Wir haben zwar keine entsprechende Rakete, doch die Sowjets auch nicht", so der Raketenpionier. Bei einem sofortigen Go sei die nötige Hardware bis 1967 oder 1968 fertigzustellen.

"Die US Army konnte aber bereits auf Erfahrungen mit Stationen im Eis des Nord- und Südpols verweisen." Diese Tradition sollte im grauen Mondstaub fortgesetzt werden. Kölle: "Die Army hatte damals die Hoffnung, sich eine gehörige Scheibe vom Kuchen abschneiden zu können."

Ein gigantisches Projekt nahm in den Köpfen eines 30 Mann starken Expertenteams unter Kölles Leitung Gestalt an: Die permanent bemannte Mondstation, Arbeitstitel: "Project Horizon".

London - Die britischen Medien waren sich in ihrer Bewertung der Vorgänge vom gestrigen Mittwoch nahezu einig:

"Ist das der Anfang vom Ende?" fragten die Tageszeitungen "The Times" + "Daily Mail" in übereinstimmenden Schlagzeilen, der konservative "Daily Telegraph" sprach von "Blairs schwärzestem Tag",

der liberale "The Independent" sah "eine niederschmetternde persönliche Niederlage" und das Boulevardblatt "Daily Mirror" fragte Blairs Frau in großen Lettern: "Fängst Du schon an zu packen, Cherie?"
Am Vorabend war Blairs Reform der Sicherheitsgesetze im Unterhaus gescheitert. 49 Abgeordnete seiner Labour-Partei hatten sich dabei im Schulterschluss mit der Opposition geübt.

Es war die erste parlamentarische Niederlage des Regierungschefs, seit er vor acht Jahren an die Macht kam.

Das Ergebnis verstärkte die Zweifel an der Durchsetzungsfähigkeit Blairs, der angekündigt hat, seine dritte Amtsperiode als Premierminister voll durchzustehen, aber kein viertes Mal zur Wahl anzutreten.

Jetzt bestehen Zweifel an Blairs politischer Zukunft. In seiner Labour-Partei verlangen immer mehr Kritiker, dass er schon bald für seinen designierten Nachfolger, den derzeitigen Finanzminister Gordon Brown, Platz macht.

Mehr als 20 Neonazis haben in der serbischen Stadt Novi Sad ein Universitätsseminar über "Faschistische Bedrohungen heute" gesprengt.

Mit Brechstangen und in schwarzen Lederjacken drangen sie am Mittwochabend ins Uni-Gebäude ein, hoben die Hand zum faschistischen Gruß und schlugen Studenten wie Professoren ins Gesicht, wie die Polizei mitteilte.

Die Neonazis gehören der Organisation Nacionalni Stroj (Nationale Formation) an. Sie ließen Flugblätter zurück und ergriffen vor dem Eintreffen der Polizei die Flucht.

Der Chef des Bundesnachrichtendienstes (BND), August Hanning, bestätigte heute, dass seine Behörde in den Jahren 1993 + 1994 Journalisten bespitzelt hatte.

Die Vorfälle sollen untersucht und aufgeklärt werden. "Ich nehme das außerordentlich ernst", sagte Hanning.

Gleichzeitig müsse jedoch gewährleistet sein, dass der BND seine Funktionsfähigkeit nicht verliere.
Das Nachrichtenmagazin "Focus" kündigte rechtliche Schritte an. "Wir haben mittlerweile die eidesstattlichen Versicherungen der Leute gesehen, es ist ungeheuerlich", sagte Chefredakteur Helmut Markwort zur "Süddeutschen Zeitung" ("SZ"). "Die haben unseren Kollegen bis ins Familienleben hinein verfolgt."
Die "SZ" hatte berichtet, dass der Wissenschaftler Erich Schmidt-Eenboom und "Focus"-Redakteur Josef Hufelschulte durch Mitarbeiter des BND beschattet worden waren.

Ziel sei gewesen, undichte Stellen im eigenen Haus aufzudecken. Über diesen Vorgang gebe es eidesstattliche Versicherungen durch ehemalige Beschatter.
"Ich sage deutlich: Wenn der Anschein entstanden ist, dass der BND gezielt Journalisten überwacht hat, dann würde ich das bedauern", sagte Hannig.

Er betonte, dass es nicht Aufgabe seiner Behörde sei, Journalisten zu bespitzeln. Vielmehr sollen Mitarbeiter enttarnt werden, die vertrauliche Informationen des Geheimdienstes ausplaudern.

Diese Eigensicherung sei notwendig, um die Arbeit des BND und auch Informanten nicht zu gefährden. Im Zuge einer solchen Ermittlung seien Journalisten auf dem Radar der Ermittler erschienen.
Grund für die Observierungen sei ein Buch gewesen, das Informationen über die Arbeit des BND enthalten habe. In dem Text seien auch verschiedene Informanten des Geheimdienstes enttarnt worden.

"Nachrichtendienste sind darauf angewiesen, dass sie ihre Quellen schützen", sagte Hanning. Für die Personen gehe es um Leib und Leben.

In Italien ist der Vogelgrippe-Erreger bei einer Wildente nachgewiesen worden. Die Behörden betonten allerdings, dass es sich um eine harmlose Form des Virusstrangs H5N1 handle.

Das Virus sei nicht mit den asiatischen H5N1-Vogelgrippeviren verwandt, die auch für den Menschen gefährlich sind, teilte das Gesundheitsministerium am Donnerstag mit.

"Es gibt keinen Alarm. Es gibt keine neue Besorgnis", sagte Ministeriumssprecherin Elisabetta Alberti Casellati. Die Variante sei einem Viren-Typ ähnlich, der häufig bei Wildwasservögeln nachgewiesen werde.

Dieser nun nachgewiesene Virus des Subtyps H5N1 sei bislang nur in einem von mehr als tausend bislang in Italien getesteten Vögeln entdeckt worden.
Die Ente wurde nach Angaben des Testlabors in der norditalienischen Provinz Modena gefunden. Der H5N1-Erreger sei nicht aggressiv und "für Menschen nicht gefährlich".

Der Vogel war nicht verendet sondern von einem Jäger abgeschossen worden.

Dem Innenministerium zufolge schlugen zwei Polizisten unrechtmäßig auf den jungen Mann ein, der leicht im Gesicht und am rechten Fuß verletzt wurde. Sechs Beamte hätten zugesehen, hieß es.

Innenminister Nicolas Sarkozy suspendierte alle Beteiligten und leitete eine interne Untersuchung ein. La Courneuve liegt im Département Seine-Saint-Denis, wo die Unruhen vor zwei Wochen begannen.
Staatspräsident Jacques Chirac kündigte ein rasches und umfassendes Vorgehen gegen die sozialen Ursachen der Unruhen an.

Chirac erklärte, wichtigstes Ziel der Regierung sei zunächst die Wiederherstellung von Recht + Ordnung.

Doch müssten auch Antworten auf die "unbestreitbaren Probleme" vieler Menschen in sozial schwachen Vierteln gegeben werden.

Er wolle sich nach einer Zeit der Reflexion dazu äußern, kündigte der Präsident an + unterstrich, alle Franzosen seien ungeachtet ihrer Herkunft "Kinder der Republik" und könnte gleiche Rechte beanspruchen.
