It will be run exclusively by the president and beyond the range of congressional oversight. Or, that on 27.Oct.2005 president Bush created the National Clandestine Service, which will be headed by CIA Director Porter Goss + will “expand reporting of information and intelligence value from state, local + tribal law enforcement entities and private sector stakeholders"? This executive order gives the CIA the power to carry out covert operations, spying, propaganda + “dirty tricks” within the United States + on the American public. Or, that recent rulings, the DC District Court unanimously decided in two different cases that foreign prisoners have no rights under international law to challenge their indefinite imprisonment by the United States +, (in Rumsfeld vs. Padilla) that the president can lock up an American citizen “without charges” if he believes he may be an “enemy combatant”? Both verdicts overturn the fundamental principles of “inalienable rights”, habeas corpus, + the presumption of innocence; replacing them with the arbitrary authority of the executive. The American people have no idea of the amount of energy that has been devoted to stripping them of their constitutional protections + how stealthily that plan has been carried out. It has required the concerted efforts of the political establishment, the corporate elite + the collaborative media. For all practical purposes, the government is no longer constrained in its conduct towards its citizens; it can do as it pleases. Folgen einer Freisetzung unklar
Roebuck betonte, dass bislang noch kein Labor das rekonstruierte Virus angefordert habe. Das Interesse unter Forschern dürfte aber ausgeprägt sein - ebenso wie die Angst vor einer Freisetzung des extrem aggressiven Erregers. In yet another attempt to deceive the governments of both the US and Canada, Livense and his partners misreported the facts about the sale of a Canadian Nazi front enterprise, La Cooperative Catholique des Consommateurs de Combustible, which imported German coal into Canada via the web of Thyssen-controlled US businesses.
"The Canadian authorities, however, were not taken in by this maneuver," a US government report states. The coal company was later seized by Canadian authorities.

Tax the churches The IRS is coming down hard on All Saints Episcopal Church in Pasadena, which may lose its tax-exempt status because the pastor made a few anti-war remarks before the 2004 vote:
Rector J. Edwin Bacon of All Saints Episcopal Church in Pasadena told many congregants during morning services Sunday that a guest sermon by the church's former rector, the Rev. George F. Regas, on Oct. 31, 2004, had prompted a letter from the IRS.
In his sermon, Regas, who from the pulpit opposed both the Vietnam War and 1991's Gulf War, imagined Jesus participating in a political debate with then-candidates George W. Bush and John Kerry. Regas said that "good people of profound faith" could vote for either man + did not tell parishioners whom to support.
But he criticized the war in Iraq, saying that Jesus would have told Bush, "Mr. President, your doctrine of preemptive war is a failed doctrine. Forcibly changing the regime of an enemy that posed no imminent threat has led to disaster."

According to Italy's RAI News 24, US forces used white phosphorous in Fallujah:
But now new information has surfaced, including hideous photographs and videos and interviews with American soldiers who took part in the Fallujah attack, which provides graphic proof that phosphorus shells were widely deployed in the city as a weapon.
In a documentary to be broadcast by RAI, the Italian state broadcaster, this morning, a former American soldier who fought at Fallujah says: "I heard the order to pay attention because they were going to use white phosphorus on Fallujah. In military jargon it's known as Willy Pete.
"Phosphorus burns bodies, in fact it melts the flesh all the way down to the bone ... I saw the burned bodies of women and children. Phosphorus explodes and forms a cloud. Anyone within a radius of 150 metres is done for."
Photographs on the website of RaiTG24, the broadcaster's 24-hours news channel, www.rainews24.it, show exactly what the former soldier means. Provided by the Studies Centre of Human Rights in Fallujah, dozens of high-quality, colour close-ups show bodies of Fallujah residents, some still in their beds, whose clothes remain largely intact but whose skin has been dissolved or caramelised or turned the consistency of leather by the shells.
A biologist in Fallujah, Mohamad Tareq, interviewed for the film, says: "A rain of fire fell on the city, the people struck by this multi-coloured substance started to burn, we found people dead with strange wounds, the bodies burned but the clothes intact." This site quotes an eyewitness to the bombardment in Fallujah:
"They (US military) used these weird bombs that put up smoke like a mushroom cloud. Then small pieces feel from the air with long tails of smoke behind them. "He explained that pieces of these bombs exploded into large fires that burnt peoples skin even when water was dumped on their bodies, which is the effect of phosphorous weapons, as well as napalm. "People suffered so much from these, both civilians and fighters alike."
My first impression was that Jamail's eyewitness might have been describing one of the "non-lethal" chemical weapons of the type the Russians reluctantly admitted they had deployed during the Chechen hostage rescue attempt that subsequently killed 117 hostages along with the Chechen terrorists. The Israeli 2001 chemical attack in Khan Younis also came to mind. Believe it or not, the military argues that white phosphorous (usually used to provide a smoke screen) counts as an incendiary, not as a chemical weapon, when directed at human beings. Semantic arguments aside, white phosphorous is a weapon of unthinkable horror; international treaty bans its use in a civilian environment.
Any commander who ordered such use should be tried and punished with the utmost severity. Any grunt who executed an unlawful order deserves the same treatment.
As I mulled over the atrocity of Fallujah, my thoughts drifted toward the infamous cartoons which appeared in Der Stuermer before the Nazis seized full power. Those images depicted Jews using "Giftgas" -- poison gas -- to kill Germans. That was hallucination; in real life, just the opposite occurred: The Nazis used poison gas against the Jews.
The parallel to the current situation is not exact, but it is disturbingly close. The American people hallucinated that Saddam Hussein would use chemical weapons against us, even though he had no such arms. Now, our military uses white phosphorous against the Iraqi insurgency -- an insurgency created by Bush's own stupidity and arrogance. Only a fool would attempt to justify the unjustifiable with ludicrous arguments over WP's classification.
How can we damn Saddam Hussein for using CBW to quell an insurgency when "our boys" have used white phosphorous to quell an insurgency? Never mind the legalities. Morally speaking, what is the difference? Permalink

Q. Were chemical weapons used in Fallujah?
Former US soldier Jeff Englehart in his house in Colorado: "From the US
military, yeah, absolutely. White phosphorus. Possibly napalm. It may
or may not have been used, I don't know. I do know that white phosphorus
was used, which is definitely without a shadow of a doubt a chemical
weapon."
Q. Is he sure of it?
Englehart: "Yes. It happened."
Q. How can he be certain?
Englehart: "Well it comes across the radio as a general transmission.
When it happens like that you hear it on the radio through -- we have
speakers in our trucks, the transmission goes through the speakers so
it's audible. And as they say, in 5 mics we're going to drop some Whisky
Pete, roger. Commence bombing. I mean, it just comes across the radio.
When you hear Whisky Pete, that's the military slang."
Englehart: "The gases from the warhead, the white phosphorus will
disperse in a cloud and when it makes contact with skin then it's absolutely
irreversible damage, burning flesh to the bone. It doesn't necessarily
burn clothes but it will burn the skin underneath clothes. And this is
why protective masks do not help because it will burn right through the
mask, the rubber of the mask, it will manage to get inside your face.
If you breathe it it will blister your throat and your lungs till you
suffocate. And then it will burn you from the inside. It basically reacts
to skin, oxygen and water. The only way to stop the burning is with wet
mud. But at that point it's just impossible to stop."
Q. Have you seen the affects of these weapons?
Englehart: "Yes, burned bodies. Burned children and burned women. White
phosphorus kills indiscriminately. It's a cloud that will, within most
cases, to 150 meters of impact it will disperse and will burn every
human being and animal."
Englehart: "I don't doubt that American soldiers who are frustrated
after being involved in combat for a year would have any problems with
doing any kind of vandalism. I mean it's very common. Indiscriminate
vandalism. I mean, there was carvings in the walls at Babylon, an ancient
structure. A historical monument. It was common for soldiers to carve,
you know, 'hello mom I'm from Texas' on the walls. I just think there's a
certain lack of respect in the military ranks especially when dealing
with frustrated soldiers. I personally did not witness any mosque
vandalism. (...) was good about keeping that very controlled. But I did hear
stories, places such as Samarra, Baghdad, Mazul, mosques being
attacked, mosques being vandalized, the Koran being damaged. I think it's very
common."
Q: is it true that you waited for the results of the elections,
confirmation of a victory for Bush before bombing Fallujah?
Englehart: "I'm glad you brought this question up. It's...That was
definitely the case. Even in the ranks, in the military ranks we knew what
was going on. They told us that we were going to wait after the
election, the American election, before going into Fallujah. We had already
set up the whole operation, like, it was ready to go + we were waiting
for two or three days for this election to be over with and then when
the election was so close between Kerry and Bush it was almost pissing
off a lot of the high command because they wanted to hurry up and get in
there and get it going. And they didn't want happened in 2000 with Gore
and Bush, the long drawn-out process that lasted almost a week to find
out who won. When Kerry conceded though, it was like within a matter of
a day it was going, it was happening. That was definitely the case. We
waited till after the election. We were told directly from the Pentagon
to wait until after the election to go into Fallujah and that's exactly
what we did."

Die Linken konnten den wortkargen Einzeltäter nicht richtig einordnen, den Konservativen erschien Elser im Vergleich mit dem Hitler-Attentäter Stauffenberg als lästiger Geschichtszwerg - dass er aus kleinen Verhältnissen kam und nicht aus dem Adel, wird da eine Rolle gespielt haben.
Diese Ignoranz von links und rechts war wohl das größte Unrecht, dass man Elser post mortem angetan hat. Insgesamt 42 Attentate waren in den 12 Jahren seiner Schreckensherrschaft auf Hitler geplant; doch nur der Offizier Claus Schenk Graf von Stauffenberg und der Kunstschreiner Georg Elser hätten ihn beinahe vom Leben zum Tode befördert. Der kleine Mann aus der schwäbischen Alb hätte den Krieg und den millionenfachen Mord an den europäischen Juden wahrscheinlich verhindert.

Am Tag nach dem missglückten Anschlag verkündete das NSDAP-Organ ›Völkischer Beobachter‹ in seiner Schlagzeile »Die wunderbare Errettung des Führers«. Vermutlich traf das Nazi-Blatt damit eine weit verbreitete Stimmung in der deutschen Bevölkerung. Denn die meisten Deutschen, selbst diejenigen, die keine Nazis waren, hatten mit Hitler, dem Kriegsherrn, der gerade in nur 21 Tagen Polen besiegt hatte, ihren Frieden gemacht. 1933 waren in Deutschland sechs Millionen Menschen ohne Arbeit gewesen, drei Jahre später herrschte Vollbeschäftigung. Die Wirtschaft lief auf Hochtouren, auch wegen der Rüstungsprogramme, die Hitler aufgelegt hatte. Gewerkschaften, die Unternehmer mit unbequemen Lohnforderungen behelligen konnten, hatte Hitler verbieten lassen. Nach Jahren der Inflation und der Massenarbeitslosigkeit fand in Deutschland plötzlich ein Wirtschaftswunder statt.
Die Olympischen Spiele in Berlin machten sich die Nazis geschickt zu nutze. Es war das erste große internationale Sportereignis, das über Rundfunk live in die Welt übertragen wurde. Sogar Fernsehtechnik wurde ausprobiert. Die Nazis gaben sich modern - und was die Nutzung der Medien anging, waren sie es auch.

Grenzer nehmen einen vermeintlichen Schmuggler fest
Etwa eine halbe Stunde, bevor die Bombe detonierte, um 20.45 Uhr, wird in Konstanz an der deutschen Grenze zur Schweiz ein 36-jähriger Mann bei dem Versuch festgenommen, die Sperranlagen zu umgehen und am Zollhaus vorbei die Schweiz zu erreichen. Die Grenzer halten ihn für einen Schmuggler. Doch der Mann hat keine Zigaretten, Wurst oder Alkohol bei sich, sondern einige Notizen über Munitionsherstellung, eine Ansichtskarte vom Bürgerbräukeller, ein Abzeichen des Roten Frontkämpferbundes, eine Beißzange sowie einige sehr verdächtig aussehende Metallteile. Die Grenzbeamten können sich keinen Reim auf den Grenzgänger machen. Erst gegen Mitternacht bekommt der Inhalt seines Rucksacks, den er im Zollhaus ausbreiten musste, einen Sinn.
Per Fernschreiber erfahren die Zöllner vom Attentat. Elser wird nach München überstellt. Noch schweigt der Festgenommene oder leugnet. Doch die Indizienkette schließt sich immer enger. Vor allem seine wunden, eitrigen Knie überführen den Mann, der schwäbischen Dialekt spricht, als Täter: Eine Untersuchung hatte ergeben, dass der Hohlraum der Säule, in dem der Sprengsatz versteckt gewesen war, für den Täter nur auf Knien zu erreichen gewesen ist. Kellnerinnen identifizieren den Mann als häufigen Gast des Bürgerbräukellers. Schließlich gesteht er.
Der Mann, der den Beamten der Münchner Kripo gegenübersitzt, kommt aus kleinen Verhältnissen. Sein Name ist Johann Georg Elser. Er ist schlank, aber kräftig, hat ein freundliches Gesicht. Johann Georg Elser stammt von der schwäbischen Alb. Er spielt gerne die Zither und gehörte einem konservativen Heimatverein an. Als man noch wählen durfte in Deutschland, hat der Kunstschreiner sein Kreuz immer bei der KPD gemacht, weil die Kommunisten seiner Ansicht nach die Interessen der Arbeiter am besten vertraten. Sonntags geht er dennoch oft in die Kirche und betet. Elser ist Protestant. Die Teilnahme an den Pseudowahlen des Dritten Reichs lehnt er ab.
Ende der zwanziger Jahre war Elser auf Zureden eines Freundes dem Rotfrontkämpferbund beigetreten, einer den Kommunisten nahe stehenden, militant ausgerichteten Organisation. Aber Elser ist kein Schläger und kein verbissener Ideologe

Hitler begann seine Rede im Bürgerbräukeller wegen des Nebels in München 30 Minuten früher als geplant bereits um 20.00 Uhr, um den Nachtzug nach Berlin noch zu erwischen. Der Führer verließ den Saal um 21.07 Uhr. Das schlechte Wetter rettete ihm das Leben. Um 21.20 Uhr detonierte eine Bombe, die in einer Säule versteckt gewesen war. Die Wucht der Explosion war so groß, dass die Decke teilweise einstürzte. Acht Menschen starben, über 60 wurden zum Teil schwer verletzt. Hitler saß bereits in einer geheizten Limousine und war auf dem Weg zum Bahnhof.
Was wäre passiert, wenn Elser Erfolg gehabt hätte?
Natürlich weiß man nicht, wie die deutsche Geschichte verlaufen wäre, wenn ein Attentat Hitler im Herbst 1939 aus dieser Welt geworfen hätte. Der Zweite Weltkrieg war schon im Gange; zwar noch nicht im Westen, aber deutsche Panzer rollten bereits durch Warschau. Es ist nicht sicher, ob sich die Wehrmacht nach Hitlers Tod sofort aus dem eroberten Territorium zurückgezogen hätte. Und wie lange hätte es gedauert, bis die Deutschen das Regime gestürzt und die Demokratie eingeführt hätten?

November 1923 putschte Hitler in München. Am 9. November 1938 brannten überall in Deutschland jüdische Geschäfte und Synagogen. Und am 9. November 1989 fiel in Berlin die Mauer. Schicksalsdatum? Das klingt ebenso geschichtsmächtig wie hilflos.

Die Mauer wäre nie gebaut worden.

"Zuerst haben die Jugendlichen Scheiben eingeschlagen und Mülleimer angezündet, um Panik zu erzeugen." Die Polizei hatte aber vorbeugend mehrere Dutzend Beamte in dem Einkaufszentrum stationiert. Die meisten Täter seien Minderjährige aus den Sozialsiedlungen, sagte ein Polizist. In Toulouse griffen Jugendliche mit Einbruch der Dämmerung wieder Polizisten mit Steinen an. Mehrere Autos gingen in Flammen auf.

Auch der frühere französische Bildungsminister Jack Lang kritisierte die Entscheidung der Regierung, wegen der Krawalle den Ausnahmezustand zu verhängen. Am Rande der dazu einberufenen Debatte in der Nationalversammlung rief er zur "Wachsamkeit" gegenüber den Ausgangsverboten auf. Das von der bürgerlichen Regierung genutzte Notstandsrecht von 1955, das damals im Zusammenhang mit der Algerienkrise stand, habe einen "ganz besonderen Beigeschmack", bemängelte Lang: "War es nötig, dieses mit den Kolonialkriegen verknüpfte Arsenal in den Vierteln anzuwenden, in denen sich die Kinder und Enkelkinder jener Kolonialisierung befinden?"
Unterdessen wurde am Abend eine erste Ausgangssperre nach dem Notstandsrecht: Wie die Präfektur des Départements Somme im Norden am Abend mitteilte, dürfen unter 16-Jährige in der Stadt Amiens und ihrer Umgebung künftig nachts nicht mehr ohne Begleitung auf die Straße gehen. Das Ausgehverbot werde Mitternacht in Kraft treten und in den folgenden Nächten dann jeweils von 22 Uhr abends bis sechs Uhr morgens gelten.

In Bondy waren vergangene Woche in einer Nacht 25 Autos angezündet worden.

"Es ist auch zu erwarten, dass die Rollen innerhalb der Gruppen darüber definiert werden, wer was getan hat, wer sich was getraut, wer was bewirkt hat", erklärt Harfst. Ob diese Krawall-Hierarchien allerdings überdauerten, sei fraglich. "Das wird auch wieder zerfallen", glaubt der Psychotherapeut. Und eben die Angst vor diesem Ende halte die Ausschreitungen möglicherweise am Leben. "Das könnte ein potentieller Motor sein - das Entstandene nicht wieder hergeben wollen."

"Wer es einmal bis zu Straßenkrawallen kommen lässt, hat es mit Reaktionsmustern zu tun, die eine große Eigendynamik entfalten", sagt Richter. Harfst vergleicht das mit dem Verhalten potentieller Selbstmörder: Sei die Schwelle zum Versuch einmal überschritten, werde es viel einfacher, das wieder zu tun.
Wie diese Eigendynamik aussieht, kann man derzeit in ganz Frankreich beobachten: Von einem Ort zum nächsten springen die Proteste über - weil sie funktionieren. "Die Jugendlichen erleben sich selbst als wirksam", sagt Harfst, und Selbstwirksamkeit kennen Psychologen als ein starkes Mittel zur Steigerung des Selbstwertgefühls.

Während es jedoch etwa bei den gewaltigen Protesten von Arbeitslosen und Studenten in den neunziger Jahren, die teilweise sogar auf Deutschland übersprangen, am Ende doch gewerkschaftliche Ansprechpartner für den Staat gab, ist die Krawallbewegung des Jahres 2005 völlig dezentral. Sie basiert auf losen Netzwerken von Freunden und Bekannten, die sich spontan zu größeren Gruppen zusammenfinden. Das sei eine typische Form des Widerstandes aus den ärmeren und wenig gebildeten Schichten, sagt Christian Lahusen, politischer Soziologe an der Universität Gießen.
Zerstörerischer, scheinbar zielloser Protest sei in der Geschichte immer wieder vorgekommen, etwa bei Rassenunruhen und Arbeiteraufständen in Großbritannien. Menschen aus den untersten Gesellschaftsschichten "gründen keine Bürgerinitiativen", sagt Lahusen. Nur gewinnt der dezentrale organisierte Aufstand durch SMS und Internet eine neue Dimension. Plötzlich lassen sich aus kleinen, lose verknüpften Cliquen innerhalb kürzester Zeit schlagkräftige Gruppen zusammenstellen, die für Verwüstung sorgen - und dann wieder verschwinden wie ein Spuk. Dazu sei allerdings notwendig, sagt der Soziologe Hartmut Esser von der Universität Leizpig, dass es vorher schon "gewisse Assoziationen" gegeben habe, "von Freizeitgruppen bis zu ganz anders motivierten kriminellen Gangs."
Rainer Richter, Präsident der Bundespsychotherapeutenkammer (BPtK), betrachtet die Ausschreitungen mit Blick auf den Einzelnen: Aggressives Verhalten entstünde "zunächst als Vergeltungsaktion, als Reaktion darauf, dass sich der Jugendliche nicht ernst genommen, vernachlässigt, bedroht und schließlich angegriffen fühlt".

"Die Mobilisierbarkeit für Streiks und andere, direkte Aktionen" sei in der Grande Nation "besonders groß, aber nicht gebunden an formale Mitgliedschaften", erklärt der Soziologe Bernhard Ebbinghaus von der Universität Mannheim. Es gebe "eine größere Bereitschaft, Gewalt einzusetzen" als etwa in Deutschland.
Bauern, die Schnellrestaurants demolieren, LKW-Fahrer, die Autobahnen blockieren, Studenten, die Hörsaalmobiliar verfeuern - in Frankreich macht man seinem Ärger gern handgreiflich und persönlich Luft. "Der gewalttätige Protest hat eine längere Tradition", sagt Ebbinghaus. Insofern leitet sich das, was die Randalierer in Saint-Denis, Toulouse und anderswo Nacht für Nacht tun, gewissermaßen aus dem Gründungsmythos der Republik ab: Der Ausdruck ihrer Wut ist ein historischer Mechanismus der Gesellschaft, gegen die sie sich richtet. Revoltieren gehört in Frankreich zum Selbstverständnis.
Das Recht zur Rebellion ist sogar gesetzlich verbrieft: Während etwa in Deutschland Streiks streng reglementiert und an gewerkschaftliche Organisationen gebunden sind, gibt es in Frankreich ein "individuelles Streikrecht", erklärt Ebbinghaus, "Jeder kann sich mit anderen zusammentun und einen Streik organisieren." Und wenn es dann kracht und Dinge kaputt gehen, ist die Staatsgewalt gemeinhin nachsichtiger als anderswo.
Ziellose Gewalt ist der Protest der Unterschicht

In der zwölften Krawallnacht flaute die Gewalt leicht ab. Bis zum Morgen zählte die Polizei 1200 in Brand gesetzte Fahrzeuge, 200 weniger als in der Nacht zuvor, teilte die Polizei in ihrer Bilanz mit. 330 Verdächtige seien festgenommen worden. Zwölf Polizisten wurden leicht verletzt, die meisten durch Steinwürfe. In der Nacht zuvor waren es 34 gewesen. Heikel war die Lage in manchen Städten Flanderns und bei Lyon. In Straßburg wurde ein deutsches Fernsehteam von Jugendlichen angegriffen, in Clichy bei Paris zwei italienische Journalisten.

Thousands of citizens within Washington State's King county have received "your vote has been challeged" notices, issued by the local Republican Party. The fact that every single person in one apartment building got one of these unfriendly missives proves that the G.O.P. hands these things out like Christmas candy.
A person whose vote has been challenged may go to the ballot box, but he or she will need to attend a special meeting after the election to prove residence, or the vote won't count. If you can't get the extra time off work, or if transportation to the meeting place is difficult, you are SOL.
