The goal is to avoid a repeat of what happened this Election Day, when leaked information from exit polls was posted by Internet commentators known as bloggers about 1 p.m. ET. That was just minutes after the data had been given to the five television networks that, along with the Associated Press, formed a consortium to pay for exit polls and count votes during major elections. Sheldon Gawiser, chairman of the polling consortium's steering committee + NBC's director of elections, said Wednesday that in future elections, no data will be sent to the networks + AP until at least 4 p.m. ET. The "first wave" of data that bloggers posted this year, he said, was just too raw to be valuable to "people who don't know what they're dealing with." The data were supposed to be kept confidential + only used to help the networks plan their election night broadcasts. The early polls showed Sen. John Kerry leading President Bush in the race for the White House + in key states such as Florida + Ohio. By shortly after 3 p.m. ET, some television commentators were hinting that Kerry appeared likely to win. After polls closed across the nation + real votes were counted, it became clear Kerry had lost the race. Kerry got 48% of the vote nationally. Bush got 51%. Gawiser said the consortium is continuing to review how future exit polls can be made more accurate. The networks had hoped to avoid any controversy involving exit polls. They were still stinging from what happened in 2000. Then, flawed exit polling in Florida contributed to the mistaken "calls" giving that key state to Vice President Gore + then to Bush. This year, the leaking of the early exit poll data and the subtle use of it to hint at a possible Kerry victory caused the networks + the pollsters they hired to do the work some embarrassment. The polling firms — Edison Media Research + Mitofsky International — + the networks said critics didn't understand that early day exit polling often produces results much different from final vote tallies. This year, some pollsters theorize, Kerry's supporters may have been more eager to get to their polling places early. Mark Blumenthal, a pollster who caught attention this year for his Web site, mysterypollster.com, said the delayed release of the exit poll data means "better numbers" that will still be "leaked immediately."

Abstract Predictable improvements in lithographic methods foretell continued increases in computer processing power. Economic growth and engineering evolution continue to increase the size of objects which can be manufactured and power that can be controlled by humans. Neuroscience is gradually dissecting the components and functions of the structures in the brain. Advances in computer science and programming methodologies are increasingly able to emulate aspects of human intelligence. Continued progress in these areas leads to a convergence which results in megascale superintelligent thought machines. These machines, referred to as Matrioshka Brains, consume the entire power output of stars (~10 26 W), consume all of the useful construction material of a solar system (~10 26 kg), have thought capacities limited by the physics of the universe and are essentially immortal. A common practice encountered in literature discussing the search for extraterrestrial life is the perspective of assuming and applying human characteristics and interests to alien species. Authors limit themselves by assuming the technologies available to aliens are substantially similar or only somewhat greater than those we currently possess. These mistakes bias their conclusions, preventing us from recognizing signs of alien intelligence when we see it. They also misdirect our efforts in searching for such intelligence. The discrepancies were concentrated in mainly minority areas. They also found some very interssting things in trash obtained early this morning via an FOIA request. A study by Prof Michael Hout + colleagues at Berkeley Univ. says that irregularities associated with electronic voting machines may have swung 260,000 excess votes to George Bush in Florida.
Counties with electronic voting machines were significantly more likely to show increases in support for President Bush between 2000 + 2004 compared to counties with paper ballots.

Church air was found to be considerably higher in carcinogenic polycyclic hydrocarbons than air beside roads travelled by 45,000 vehicles daily. 20.Nov.2004 & co. battled over crucial elections records dumped in the trash. When they compared the discarded, signed, original tapes with the recent printouts submitted to the state and used to tabulate the Florida election winners, Harris says a disturbing pattern emerged. "The difference was hundreds of votes in each of the different places we examined," said Bev, "and most of those were in minority areas." When I asked Bev if the errors they were finding in precinct after precinct were random, as one would expect from technical, clerical, or computer errors, she became uncomfortable. "You have to understand that we are non-partisan," she said. "We're not trying to change the outcome of an election, just to find out if there was any voting fraud." That said, Bev added: "The pattern was very clear. The anomalies favored George W. Bush. Every single time." Of course finding possible voting "anomalies" in one Florida county doesn't mean they'll show up in all counties. It's even conceivable there are innocent explanations for both the mismatched counts and trashed original records; this story undoubtedly will continue to play out. And, unless further investigation demonstrates a pervasive and statewide trend toward "anomalous" election results in many of Florida's counties, odds are none of this will change the outcome of the election (which exit polls showed John Kerry winning in Florida). Spreading the word is essential -- I ran into a friend tonight at the Wilco concert who was following politics like a crazy man these last few months. Yet he had absolutely no idea that a recount was going on in Ohio, and hadn't heard about the Berkeley report. Looking through the most prominent blogs and newspapers, I don't blame him. How would he have known?
There's no piece yet in the New York Times about the Hout report. Google News shows that the report has received coverage in the San Francisco Chronicle, USA Today, the St. Louis Post Dispatch, while Newsday, Boston Herald (which both ran the AP story), the News + Observer of NC, + the San Francisco Examiner carried the AP story. This is a start. This is not enough.
The leading survey center of the country's top public university just released a report saying that the President probably received at least 130,000 excess votes in Florida. Let me put it this way: 130,000 is 3% of 3,500,000, the approximate entire popular vote margin by which Bush beat Kerry. And that's what this report says is the minimum number of excess votes.
Meanwhile, there is still no explanation for the irregularities in Ohio. But there will be a recount.
In the meantime, if you want a good laugh, then please, read this. "How Ohio pulled it off," indeed. We are fans here, of course, of Mr. Shakespeare + we think that Mr. Blackwell's op-ed piece smacks of "me think the lady doth protest too much."

Tonight, at the Wilco show at the Wiltern Theater here in Los Angeles, a highlight was when the band played "California Stars," a favorite song of mine, one that would make a fine wedding song. The music was written by Wilco and Billy Bragg, but the lyrics were written by Woody Guthrie + never put to music until the Mermaid Avenue album of a few years back.
As the band played the song, I remembered how Woody Guthrie, of course, used to play an acoustic guitar which had, painted on the side, This Machine Kills Fascists.

Not Stephanie Cutter. Not Tad Devine. John Kerry. It should be simple. It should just be, "We are committed to every vote being counted in this election." That is very different than the "It's time to move on from the election results" line that Donna Brazille etc. are taking.
It's fine to leave everything else to surrogates. I understand why that has to be. Let other people say that concession speeches are political speeches, not legal statements. Let others point out and itinerize the list of troubling developments in Ohio, Florida + elsewhere.
But John Kerry should make a statement that he is committed to making sure that every vote was counted. Everywhere. And that he is troubled -- no, concerned, concerned is better -- concerned by reports that not every vote has been counted. Period. Done. Thank you.
It would be a tacit statement of support for the Ohio and New Hampshire recount efforts, for the exploration of what the Hout Report means; and for all the people who voted for John Kerry -- or, for that matter, George W. Bush -- to have the confidence in the security and sanctity of the election of 02.Nov.2004 .
2. The Hout Report changes a great deal of the landscape. It is a credible, extensive survey by people who do such surveys and statistical analysis for a living.
It should be covered by the mainstream media. And not just Keith Olbermann. This is not a part of this story that should be merely existing on the far left.

I suspect the coverage is going to go through the roof as the news spreads that [presidential candidate Ralph] Nader has gotten his recount in New Hampshire + that the Greens + Libertarians are actually going to get their Ohio recount.
