Lately the effect seems more pronounced. Bush speaks entire sentences, sometimes whole paragraphs, with serial points + subordinate clauses, that are mysteriously punctuated with unnaturally long pauses, as if he's waiting for the next prompt to come through an earpiece. Or he'll pause for a protracted moment + then suddenly blurt out a few more words - big words, sometimes. He looks abstracted, disengaged from his own language, almost like a simultaneous translator (if you can imagine Bush as a simultaneous translator). Maybe he's just learned his lines by heart, since he says the same things over + over every day. But there's a weird effect of delay in his delivery, like a bad actor's. And how is it that he can suddenly speak English?
I asked a language scientist who studies dyslexia what he thought of my notion. He told me that having a speaker reproduce phrases fed through an earpiece is a much-used experimental device called "shadowing." Contrary to what I assumed, that it would be hard to speak with someone else's voice murmuring in your ear, the scientist said it's easy; it's only difficult if it's your own voice that you're hearing. "Shadowing" (the simultaneous or near-simultaneous repetition of a word or phrase) has been much discussed in the technical literature of linguistics; see, for example, here + here + here. One of the findings of shadowing experiments is that "listeners need to hear only 200-250 ms of a word to repeat it." I imagine this process would lead to "false positives" - for example, a listener may guess that the word is "botanical" when it is actually "botulism." Somebody claiming to be "Brad Menfil" of Knoxville, TN, recently posted on Portland's Indymedia site that he was told by a Bush campaign worker named Scott Zale that Bush is known among many campaign workers to be wired. Here's the text of the post, followed by a rebuttal that raises more questions than it answers:
"I have contacts within the Republican Party. I was told by Scott Zale, a Repulican operative in eastern Tennessee that he knows it to be a fact that Bush was wired. He said that within the Bush campaign, there are certain mid-level staffers that have leaked this tidbit because it was just "too fantastic to ignore."
Zale told me that the transmission device is popular with other high profile officials in the Bush administration. It helps everybody stay "on message." Zale said that Bush was only fed ready responses to just certain types of questions. He didn't know which questions those were but admitted that Bush just sounded(to him)to be more articulate at certain "oportune" times.
Zale confided that he was told that the president wore a loose fitting jacket during both debates. The device protuded because Bush has a tendency to hunch over and shrug his shoulders a lot.

12.Okt.2004 Führende Sozialdemokraten beider Richtungen waren in der Novemberrevolution bemüht, Massenbewegungen für ihre Parteizwecke zu nutzen, sie aber gleichzeitig einzudämmen und ihre Träger "zu beruhigen", was der Erhaltung der kapitalistischen Gesellschaftsordnung zugute kam. Programmatisch schlug sich ihr Bestreben in den "Richtlinien für ein sozialistisches Aktionsprogramm" nieder, deren Autor wiederum Kautsky (damals USPD) war. Als verbindlich auch für die SPD wurden sie am 2.2.1919 im "Vorwärts" veröffentlicht, danach als Sonderdruck verteilt. Ihr Verfasser plädierte für "rascheste Anwendung" des Erfurter Programms, beschränkte das jedoch vorab auf bürgerlich-demokratische Punkte. Übereinstimmend mit allen sozialdemokratischen Führern außer wenigen USPD-Linken erklärte er das Wiederaufleben der Produktion für wichtiger als Fragen der Produktionsweise, d. h. es sollte mit der Sozialisierung gewartet werden, bis das Kapital neuerlich stärker geworden war. Zudem könne erst verstaatlicht werden, wenn Frieden geschlossen und Klarheit darüber geschaffen sei, "wie weit das deutsche Volk über sein Staats- und Reichseigentum eigentlich zu verfügen hat". Den Streik erachtete Kautsky als zerstörendes Mittel, das jetzt, da "die politische Gewalt in den Händen der Arbeiter" sei, durch Methoden ersetzt werden müsse, die die Produktion weniger hemmten. In dem von Rosa Luxemburg verfaßten Programm wurde zugleich größter Wert auf Massenaktionen gelegt, die bei Kautsky nur in abstrakter Form vorkamen.
