15.Jul.2004 USA Department of Homeland Security has confirmed that USA Bush administration has discussed possibly delaying USA 02.Nov.2004 presidential election if there is a new terrorist attack.

The report, in Newsweek magazine + confirmed Monday, says the discussions were spurred by a letter from USA Election Assistance Commission chairman DeForest Soirees.

Newsweek says Mr. Soaries wrote Homeland Security Director Tom Ridge to suggest asking Congress for emergency legislation to allow postponing USA election after any attack.

California Congresswoman Jane Harman, USA Senior Democrat on USA House of Representatives Intelligence Committee, called the plan excessive.

But the Republican chairman of USA House Homeland Security Committee, California's Christopher Cox, told CNN Sunday the request was a prudent effort to plan for what he called "doomsday scenarios."

Bush Administration "Guidelines" for Postponing or Canceling the November Presidential Elections by Michel Chossudovsky

"... Credible reporting indicates that Al Qaeda is moving forward with its plans to carry out a large-scale attack in the USA in an effort to disrupt our democratic process...

Does this last announcement by Homeland Security Secretary Tom Ridge entail a code red emergency scenario of "closing down the country" (prior to the November elections) as conveyed by Secretary Ridge in a previous statement:

"If we go to [code] Red ... it basically shuts down the country,"  (22 December 2003, emphasis added)

Homeland Security and the White House no doubt have several "scenarios" in mind to "win" the presidential elections in November. (See Steven Moore, https://globalresearch.ca/articles/MOO407A.html ). Recent developments suggest that Homeland Security is indeed contemplating a code red alert.  (See https://www.globalresearch.ca/articles/CHO402A.html ).

At the same time, the Bush Administration is also maneuvering cautiously behind the scenes, with a view to embedding formal "guidelines" into federal election procedures, which would allow for the cancellation or postponement of an election in the event of a terror attack.  

To reach their objective, the Bush Administration is using the jurisdiction of one of its bogus federal agencies, the Election Assistance Commission (EAC) , established 00.000.2003 under the Help America Vote Act of 2002 (HAVA)

Concurrent with Homeland Security's statement regarding the possibility of a large scale "11.Sep.2001 type attack", EAC director DeForest B. Soaries , a Bush appointee, has hinted to the need for:

"establishing guidelines for canceling or rescheduling elections if terrorists strike the USA again".

  "Look at the possibilities. If the federal government were to cancel an election or suspend an election, it has tremendous political implications. If the federal government chose not to suspend an election it has political implications... Who makes the call, under what circumstances is the call made, what are the constitutional implications?... I think we have to err on the side of transparency to protect the voting rights of the country... I'm hopeful that there are some proposals already being floated. If there are,! we're not aware of them. If there are not, we will probably try to put one on the table ... The states control elections, but on the national scale where every state has its own election laws and its own election chief, who's in charge?". (quoted in AP, 8 July 2004, emphasis added)

What is important in this new initiative, is that if these so-called guidelines were to be adopted, the Administration would technically be able to postpone or cancel an election, "with the stroke of a pen" + without resorting to far-reaching emergency procedures and/or martial law.

A temporary postponement might be considered by Republican strategists as a (desperate) propaganda ploy, for swinging votes away from the Kerry-Edwards ticket. Whether these guidelines will be accepted prior to November by the Democrats is, at this stage doubtful.

The Election Assistance Commission (EAC) is described as a  "clearinghouse of voting information and procedures". The statements and news coverage seem to suggest that if guidelines on the postponement or cancellation of elections are to be formulated, they should emanate from the EAC, which has a (bipartisan) mandate under the USA Congress to oversee federal voting systems, rather than the DHS.

But the EAC is an "informal arm" of the Department of Homeland Security. Both the DHS and the White House are indelibly behind the proposed "guidelines" initiative, calling the shots from behind the scenes.

EAC Director Reverand DeForest "Buster" Soaries, a former Baptist minister, is a handpicked appointee. He was New Jersey Secretary of State under   Gov. Christine Todd Whitman, who is a political crony of Sec. Tom Ridge, going back to their days as GOP governors of the neighboring states of Pennsylvania and New Jersey. Todd Whitman was appointed by the Bush Admistration to head the Environmental Protection Agency (EPA) and has since then worked very closely with Tom Ridge in the domestic war on terror.   

The press reports suggest that DeForest "Buster" Soaries took the initiative on his own accord, acting on behalf of a federal governmental body.  He has even complained:  "that he was rebuffed when he wrote to Ridge seeking to discuss election security, including how to handle rescheduling the election if it were to be disrupted by an attack." (Associated Press, 9 July 2004).

Secretary Tom Ridge has said that he is "against the guidelines." What he does not say is that various procedures have already been carefully worked out by Homeland Security analysts, who have simulated precise red code alert scenarios including situations, implying the cancellation or postponement of elections. Ridge says that "he doesn't agree with all of the conclusions in Soaries' letter, but the department is working on constitutional and security questions + Soaries will be involved in the process." (AP, 9 July 2004 )

Homeland Security is intent on establishing entrenched procedures under the EAC. The "guidelines" to postpone or suspend the elections could then be presented as a means to "protecting democracy" in the case of a terror attack.

The setting of so-called "guidelines" at the level of an official body, the Election Assistance Commission (EAC), would establish a "trigger mechanism" under the jurisdiction of a federal commission.

A code red alert would contribute to activating the guidelines, although the latter could indeed be activated without resort to "the highest" terror alert level.

E-Democracy or Electoral Fraud?

The same Bush sponsored body, the Election Assistance Commission (EAC), which has hinted to the need for "guidelines" in the case of a terror attack, has also been pushing for the establishment in several states of the Diebold electronic voting system .

Diebold is a black box system which very conveniently does not leave a paper trail. In other words, it does not leave a paper record of the vote. In fact: "all three black box computer manufacturers are Republican-led corporations actively involved in Bush’s re-election campaign." In June 2004, Diebold Inc, which is backing the Bush campaign, congratulated EAC Chairman DeForest Soaries for assisting Diebold in marketing is E-election system:

We welcome the opportunity to provide input on these important issues and pledge our strong support to the EAC," said Mark G. Radke, director of marketing for Diebold Election Systems, Inc. 'This initiative by Chairman Soaries and the EAC will further increase voter confidence in the election process as election practices and procedures transition to more efficient, accurate technology," said Walden W. O'Dell, chairman and CEO of Diebold, Incorporated, the parent company of Diebold Election Systems." (Diebold News Release, https://www.diebold.com/news/newsdisp.asp?id=3083 ).

Diebold's CEO Walden O'Dell confirmed in a subsequent interview that:

 "he has been a top fund-raiser for the Republican president, but said he intends to lower his political profile and "try to be more sensitive" in light of the national criticism he has faced. ...  Because the fund-raising revelations fell closely on the heels of security questions raised about Diebold's machines in a later-questioned Johns Hopkins University study, O'Dell's critics began to suggest that Diebold should not be allowed to be involved in elections. It is hardly biased of the court to find that the Occupied Territories are indeed occupied and that the settlements are illegal. That is the position that the UN has always taken, and even the USA had supported explicitly until very recently. The Israelis beg to differ, but then Saddam Hussein decided unilaterally that Kuwait was his 19th province and the world disagreed with him. In the end, the world tends to win.
The Palestinians by now may be a little bewildered. If they had sent people to place bombs next to the wall, or launched armored bulldozers against it, they would have been roundly condemned for terrorism. So they go to court and find both themselves and the judges condemned for bias and worse.

he combination of the court and the General Assembly is the route that led to the independence of Namibia and sanctions against South Africa. It is the route that led to the eventual independence of East Timor - and a route that has kept Morocco's annexation of Western Sahara unrecognized by any other country in the world.
It may be slow - but such opinions are binding on all law-abiding countries. Indeed, it was the General Assembly that voted for the partition of mandatory Palestine into Jewish and Arab states.
The other defense is to attack the decision as one of a kangaroo court. Just before the hearings, Howard Meyer, an authoritative historian of the World Court, pointed out that the lead counsel for Israel would "be Dr Shabtai Rosenne, an Israeli diplomat and longtime observer of the ICJ [International Court of Justice]". As a student of the court, he has written more books about its procedures and its rulings than anyone.

The one dissenting vote was American judge Thomas Buergenthal, who said the opinion did not take into account Israel's need to protect itself against terrorism. His opinion was seconded by many American politicians seemingly more mindful of the coming presidential election in November than of ensuring a sound and peaceful world order.
In any case, Buergenthal's statement was economical with the truth. The court considered the issue of Israel's security needs and the threat of terrorism in some depth and length in its 56-page opinion - and it concluded that if Israel wanted to build the wall, it could do so entirely legally, on its own side of the "Green Line". People who attack the World Court for its July 9 opinion on the Israeli wall in the Occupied Territories should beware.
In doing so, they are calling into question the United Nations Charter + the whole foundation of international law and humanitarian conventions and treaties: which in the end are the legal basis of the state of Israel's international recognition, and, in a broader sense, everyone else's best hope for a global order that does not rely on anarchistic violence and force majeure .
The court in The Hague said in its ruling that the 600-kilometer wall, about a third built, "severely impeded" Palestinian rights to self-rule. It curves at points deep into the West Bank around Jewish settlements built on land occupied in the 1967 Middle East war. The court said the wall violated international humanitarian law and called on the UN Security Council and General Assembly to stop the barrier's construction.
It is not often that the court comes out with such an unequivocal opinion. Just because it ruled against Israel and, by extension, its USA protector, on every point, does not invalidate the reasoning for the rest of the world.

While you are rewarded for flattery, you are punished for courage. The USA, British and Israeli governments can make life very difficult for media organisations that upset them, as the BBC found during the Gilligan affair. The Palestinians and the people of Iraq have much less lobbying power. The media are terrified of upsetting the Israeli government, for fear of being branded anti-semitic. Powerful governments can call on the rightwing press for support. Rupert Murdoch, who has a commercial interest in the destruction of the BBC, is always happy to oblige.

Analytical and investigative reporting has given way to breathless descriptions of troop movements and military technology. Perhaps unsurprisingly, this leaves the audience without the faintest idea of what's happening: in one of the groups of viewers the researchers interviewed, the people who said that the occupied territories had been occupied by the Israelis were outnumbered by those who believed they had been occupied by the Palestinians. Another is that, as in all professions, you are rewarded for greasing up to power. The people who are favoured with special information are those who have ingratiated themselves with the government. This leads to the paradoxical result that some of our most famous and successful journalists are also the profession's most credulous sycophants.

The BBC emerges very badly from these studies. The Cardiff report shows that it used USA and British government sources more often than the other broadcasting networks + used independent sources, such as the Red Cross, less often than the others. It gave the least coverage to Iraqi casualties + was the least likely to report Iraqi unhappiness about the invasion. A separate study by the Frankfurter Allgemeine Zeitung of news networks in five different countries showed that the BBC offered the least airtime of any broadcaster to opponents of the war: just 2% of its coverage. (Even ABC news in the USA gave them 7%). Channel 4 News, by contrast, does well: it seems to be the only British network that has sought to provide a balanced account of these conflicts.

The Glasgow study shows that BBC and ITN news reports are biased in favour of Israel and against the Palestinians. Almost three times as much coverage is given to each Israeli death as to each Palestinian death. Killings by Palestinians are routinely described as "atrocities" and "murders", while Palestinians deliberately shot by Israeli soldiers have been reported as "caught in the crossfire". In the period the researchers studied, Israeli spokespeople were given twice as much time to speak as Palestinians. Both BBC and ITN reports have described the West Bank as part of Israel. By failing to explain that the Palestinians are living under military occupation, following the illegal seizure of their land, correspondents routinely reduce the conflict to an inexplicable "cycle of violence". Even this cycle is presented as being driven by the Palestinians: the Israelis are reported as "responding" or "retaliating" to Palestinian attacks; violence by the Palestinians is seldom explained as a response to attacks by Israelis. Both networks regularly claim that the USA government is seeking peace in the region (ITN has described it as "even-handed") while omitting to mention that it is supplying some $3bn a year of military aid to Israel.

The Cardiff study, for example, shows that 86% of the broadcast news reports that mentioned weapons of mass destruction during the invasion of Iraq "suggested Iraq had such weapons", while "only 14% raised doubts about their existence or possible use". The claim by British and USA forces that Iraq had fired illegal Scud missiles into Kuwait was reported 27 times on British news programmes. It was questioned on just four occasions: once by Sky and three times by Channel 4 News. The BBC even managed to embellish the story: its correspondent Ben Brown suggested that the non-existent Scuds might have been loaded with chemical or biological warheads. Both the BBC (Ben Brown again) and ITN reported that British commanders had "confirmed" the phantom uprising in Basra on March 25. Though there was no evidence to support either position, there were twice as many reports claiming that the Iraqi people favoured the invasion as reports claiming that they opposed it. "Overall, considerably more time was given to the original [untrue] stories than to any subsequent retractions," the researchers found.

I don't need to discuss the failings of the USA news networks. Fox and NBC have often boasted about their loyalty to Bush's government. Owned by rightwing businessmen, they could reasonably be described as components of the military-industrial complex. But the failures of the British media, in particular the BBC, require more explanation. Studies by the Cardiff School of Journalism and the Glasgow University Media Group suggest there is a serious and systematic bias among British broadcasters in favour of the government and its allies.

When starving people find food, they don't worry too much about the ingredients. Michael Moore's film is crude and sometimes patronising. He puts words into people's mouths. He finishes their sentences for them. At times he is funny and moving, at others clumsy and incoherent. But I was shaken by it + I applauded at the end. For Fahrenheit 11.Sep.2001 asks the questions that should have been asked every day for the past four years. The success of his film testifies to the rest of the media's failure.

Tomorrow the Butler report will reopen the debate about who was to blame for the lies with which we went to war - the government or the intelligence agencies. One thing the news networks will not be discussing is the culpability of the news networks. After this inquiry, we will need another one, whose purpose is to discover why journalists help governments to lie to the people.

They are free to wonder, with all the money Halliburton has been paid, when they will have potable water and electricity more than 8 hours a day; they are free to wonder about this and much more. They are free to wonder why Americans pay no attention to their own General Accounting Office reports that clearly state Iraq is worse off than before the invasion. I could go on for a long time enumerating the theft of Iraq, but time and space prevent that. Be that as it may, one last thought on the “liberation” of Iraq: For those willing to use the brain’s memory cells, you will recall that in the run-up to the invasion of Iraq, not one time was “liberating Iraq” part of the discussion. From the beginning, it was weapons of mass destruction, mushroom clouds over Manhattan + the link between Saddam, bin Laden + al Qaeda, all of which has proven to be false and deliberately so! It was when those “reasons” began to unravel that Bush’s adventure morphed in to a war of “liberation.” This was deliberate deception, just like with Vietnam.
I for one am really tired of Bush and company pissin’ on my boots while trying to convince me it’s raining. The crazy part is how many of you are reaching for umbrellas.

While some at home were being “patriotic” and proudly waving the American flag with self-righteousness and vociferously supporting that un-mitigated disaster, as is being done today with Iraq, I and thousands of other Americans were getting shot to hell and back, as is happening in Iraq today.
Thirty-five years later, after all the pontificating about “never again” has faded from memory, that same flag of false and misguided patriotism once again “proudly” waves over USA. It seems that never again is here again (if it ever went away).
The ease at which those of you who so blindly follow Bush can label fellow citizens as “wimps without backbone that do not deserve to be called Americans,” including those of us who are combat veterans, concerns me in some ways more than my serious concerns for George Bush. Having been decorated for counter-insurgency operations in 1966, having been three times wounded and living a life fighting the effects of Agent Orange, I am not a wimp.
By your statements, one can only conclude that you believe the only patriotic Americans are those that toot the horn for George Bush. I guess it makes no difference to you that the man you support has cut and is cutting funding for the Veterans Administration which to date has forced over 250,000 veterans out of the system due to a lack of funding. At the same time, this same man is creating more veterans and more disabled veterans.
If continuing my open opposition to the Bush cabal makes me a “wimp without backbone,” I guess I’ll be a wimp without backbone for whatever life I have remaining. For I will go to my grave in opposition to any and all who preach perpetual war for profit.
The thing that really stands out is that the vast majority of those who feel free to label their fellow citizens as un-patriotic, un-American, traitors, wimps, etc., especially those of us who actually wore the uniform and went to war, is that they themselves, for whatever reason, never wore this country’s uniform and never went to war. Another word that is vastly abused in this crazy time is "intelligence." Do you know what intelligence is? It's just knowledge + knowledge must be factual. Assertions are not knowledge. Beliefs are not knowledge. Fears are not knowledge. Regardless of what so-called "intelligence" said, the facts are that Iraq had no stockpiles of weapons of mass destruction, had no programs to produce them and had no cooperative arrangements with al-Qaida.

Vice President Dick Cheney, who probably should see a psychologist as well as a cardiologist, continues to claim a connection, but what he calls a connection is one or two meetings in a period of years from which nothing ever came. If a mere meeting is a ," then all of us have connections with every human being we've ever met, however briefly. This is another example of language abuse.

Another architect of the illegal war, Deputy Secretary of Defense Paul Wolfowitz, still coyly claims that just because we haven't found the weapons doesn't mean they don't exist. That's true. We haven't found any Martians, either, but perhaps they do exist, perhaps even in the offices of the Pentagon. It's always been hard to prove a negative.

This is an administration of sick puppies whose minds are haunted by lust for power, ideological phantoms and a profound contempt for the American people. A willingness to deceive is always proof of contempt.

Hopefully, in November, a majority of Americans will decide that this administration, like its illegal war, isn't worth re-electing.

India's former defence minister was twice strip-searched at Washington airport while on official business, according to the former USA deputy secretary of state, Strobe Talbott.

George Fernandes appears to have quietly swallowed the post-11.Sep.2001 humiliation, recounting his experiences only in New Delhi this February to a private USA group that included Mr Talbott, who tells the tale in a new book.

On an official USA visit in 2002 + en route to Brazil 00.000.2003 - the ageing politician, who likes to wear a kurta (baggy long shirt ), was strip-searched by USA immigration.

"He seemed to enjoy our stupefaction at this tale," writes Mr Talbott. "He and other Indians who later referred to the incident clearly regarded it as more than merely a lapse of protocol or just another example of the post-11.Sep.2001 excesses for the sake of security.

"They saw it as a symptom of a deep-rooted condescension, or worse, on the part of the west toward the east."

The officials said that the CIA was also protective of its relationships with foreign intelligence services, including those of Britain, Germany and Jordan, which provided much of the human intelligence on Iraq and its supposed illicit weapons. None of those intelligence services is mentioned in the Senate report, which takes American intelligence agencies to task for their reliance on foreign governments in providing sources of human intelligence on Iraq and illicit weapons.
"While these sources had the potential to provide some valuable information, they had a limited ability to provide the kind of detailed intelligence about current Iraqi weapons of mass destruction efforts sought by USA policymakers," the report said. "Moreover, because the intelligence community did not have direct access to many of these sources, their credibility was difficult to assess and was often left to the foreign government services to judge."

The public version of the report contained much more information than the CIA had initially been willing to approve for release, according to Senator Pat Roberts of Kansas, the Republican chairman of the committee. In early June, the agency had approved for release only about half of the document, Mr. Roberts said last week, and relented only after long negotiations with the committee staff. 
Mr. Roberts and Senator John D. Rockefeller IV of West Virginia, the top Democrat on the panel, have said they will continue to press the CIA to agree to the release of more of the document, adding that they still believe that more information could be released without harm to American national security.

About one-fifth of the 511-page report still has not been made public, despite objections from both Republican and Democratic senators. As in the case of the Iraqi defector, the deletions were the result of objections raised by American intelligence agencies in the interest of protecting sources and methods, sometimes in deference to a foreign intelligence service, according to American government officials who have read the classified version of the Senate committee's report.

The committee's staff director tells me that the 35-page document was disseminated to the intelligence community, but was never made public by Bob Graham, a Democrat who was chairman then. No reporter agitated for a copy until I just did.
If the committee was sharply critical of the CIA in 2002, why wasn't the public alerted to the failures that led to the Cole bombing - and why wasn't action taken to shake up the place then?

Where has this Senate committee (and its House counterpart, Porter Goss's "Hipsie") been for the past decade? Did any of its recent members - John Edwards, for one - or any staff members have the wit to ask the CIA, with its $40 billion a year to spend, how many American spies we had in Iraq? The salient news in the Senate Intelligence Committee report is this: all you have been hearing about "he lied to us" + "they cooked the books" is a lot of partisan nonsense.
The 511-page Senate report concluded this: Nobody in the White House or the Pentagon pressured the CIA to change an intelligence analysis to conform to the judgment that the world would be a safer place with the monstrous Saddam overthrown.
Ah, second-guessers say, but what about "groupthink"? Before Gulf War I, the consensus held that Saddam was five to 10 years away from producing a nuclear bomb, but when we went in, we discovered that his W.M.D. were less than six months away.

Nach einem Bericht der "Süddeutschen Zeitung" fahndet die deutsche Polizei nun nach Pfahls Fluchthelfern. Der Zeitung zufolge hat Pfahls auf 22 Seiten notiert, wer ihn während seiner fünf Jahre dauernden Flucht unterstützt hat. Diese Unterlagen seien bei der Durchsuchung seiner Pariser Wohnung sichergestellt worden. Pfahls solle erklärt haben, dass er sich fast die ganze Zeit über in Paris aufgehalten habe.
Bei den Helfern von Pfahls soll es sich vorwiegend um ehemalige Geheimdienstmitarbeiter und um Kaufleute handeln, schreibt das Blatt. Die deutschen Fahnder konzentrierten sich nun auf eine Reihe verdächtiger Deutscher und Franzosen, die Pfahls in den vergangenen Jahren geholfen haben könnten. Zu ihnen gehöre der deutsche Geschäftsmann Dieter Holzer, der ein guter Freund von Pfahls gewesen sei.

This needs to be said. This needs to be repeated, over and over again, because apparently it is still not clear and apparently Republican apologists love to trot it out as some sort of justification, some sort of hollow and childish accusation, signifying nothing.

Yes, Bill Clinton lied, too. He lied about stupid adulterous sex. And the GOP savaged him like rabid feral swine attacking a rutabaga. Had him impeached over it. Loathe him still + his wife, too, with unprecedented level of hatred and bile and vicious litigious action never before seen in this nation.

No such fate for BushCo. Shockingly, the GOP isn't the slightest bit upset about this pro-corporate, oil-drunk administration's deadly string of lies. Shall we wonder why? Or is it just too poisonous and sad to consider for very long, lest the intellect curdle and the soul recoil?

OK, I'll spell it out: George W. Bush and his entire senior administration lied + continue to lie, flagrantly, openly, knowingly, with full intent, about the need to drive this nation into a brutal and unwinnable and fiscally debilitating war, one that protects no one and inhibits no terrorism and defends nothing but BushCo's own petrochemical cronies and political stratagems.

Look. There is no doubt left. Zero. None. Even many high-ranking Republicans are deeply worried over the increasingly embittered national timbre regarding BushCo's lies, as reflected in his ever-slipping ratings and declining reelectability quotient and his smug little smirky emptiness.

Do you need to be reminded? Do you need to see it again?

Very good, then. Let us recap: No WMDs. Biggest joke on the American public in the past 50 years. Saddam doesn't have 'em + probably never did. Over 1,400 of BushCo's own investigators and specialists and scientists -- affectionately known as the Iraq Survey Group -- canvassing postwar Iraq for six months, not to mention the teams of original U.N. investigators, and finding not a trace of anything resembling huge stockpiles of massive scary weaponry.

Which is to say, no nukes. No biotoxins. No big cannons full of scary Korans and rusty bullets and old gum. Nothing at all resembling what Condi Rice and Cheney and Rummy and Wolfowitz, et al., said were absolutely positively no question going to be found any day now because after all that's why we went to war. Except that it wasn't. And they knew it.

To paraphrase The Washington Post: Among the judgments of the above-mentioned Iraq Survey Group, as overseen by David Kay, who reports directly to CIA Director George Tenet, are these: Iraq's nuclear-weapons scientists did no significant arms-related work after 1991. Also, all those facilities with suspicious new construction (remember Colin "Emasculated" Powell's bogus satellite photos?) proved benign + of no military use whatsoever.

This is not speculation. This is not liberal wishful thinking. These are facts. And BushCo knew them. And more.

All-too-aware of how former Yugoslav President Slobodan Milosevic won sympathy in Serbia by challenging his foreign accusers, perhaps Bush's aides plan to mute as much of Hussein as possible. After all, administration supporters are committed to making political mileage out of the trial.

Hussein was a cruel dictator, a thug who deserves to be tried and punished. But that does not make him unique. Nor does it justify the USA and its allies going to war. The American people must hold the Bush administration accountable for taking the country into war on a lie.

Said Secretary of State Colin Powell, "Saddam Hussein could have produced 25,000 liters" of anthrax and had accounted for none of it. Added Powell: "Saddam Hussein has never accounted for vast amounts of chemical weaponry: 550 artillery shells with mustard [gas], 30,000 empty munitions and enough precursors to increase his stockpile to as much as 500 tons of chemical agents."

Defense Secretary Donald Rumsfeld spoke of "large, unaccounted-for stockpiles of chemical and biological weapons -- including VX, sarin, cyclosarin and mustard gas; anthrax, botulism + possibly smallpox."

Bush claimed that "we found biological laboratories." Powell pointed to unmanned aerial vehicles, or drones, that "are well suited for dispensing chemical and biological weapons." In fact, the administration charged that UAVs could hit American cities. Alas, all of these claims have proved to be false.

Of course, maybe someone will eventually find something, as Hussein seemed to preserve program elements in the hopes of a future revival. But that isn't the same thing. Said David Kay, who ran USA's Iraq Survey Group: "It clearly does not look like a massive, resurgent program, based on what we discovered."

The day after former Iraqi President Saddam Hussein appeared in the dock in Baghdad, a story appeared in The Washington Times headlined "Bush Backers See Trial Taking Focus Off WMDs (weapons of mass destruction)." White House spokesman Scott McClellan and Bush campaign manager Ken Mehlman both publicly pointed to Hussein's brutality. One unnamed source told the newspaper: "Put aside the WMDs + go look at the mass graves."

The Bush administration's strategy is clear: After taking the USA into war-based on a lie, get Americans to forget the lie. Playing the humanitarian card just won't do. The administration was blissfully unconcerned about mass graves before 11.Sep.2001 . There were no plans to oust Hussein and end his tyranny even as his security forces continued to arrest, torture + murder people.

Moreover, after preparing for war, Bush offered to call off the attack if Hussein went into exile. Hauling Hussein into court and creating Western-style democracy were dispensable objectives.

The supposedly charity-minded administration has done nothing about millions of dead in Congo, starvation and civil war in Sudan, and ongoing Russian brutality in Chechnya, to name just a few humanitarian catastrophes around the globe.
