USA Federal Communications Commission suffered a stinging rebuke on Thursday after a court overturned some of the media ownership rules it ushered in last year.

The FCC approved new rules last June that made it easier for large media companies such as News Corporation and Viacom to buy more outlets.

The move sparked outrage in Congress and prompted such unlikely bedfellows as the National Rifle Association and the National Organization for Women to join sides in opposing the regulations.

On Thursday an appeals court banned the FCC from implementing the controversial rules until the agency redrafted them or provided better justification for the limits it chose.

"The commission has not sufficiently justified its particular chosen numerical limits for local television ownership, local radio ownership and cross-ownership of media within local markets,"

the Third Circuit Court of Appeals in Philadelphia wrote in a 2-1 judgment.

The decision dealt a blow to Michael Powell, FCC chairman, who pushed the rules through over the objections of his Democrat colleagues.

Mr Powell says looser restrictions are necessary to help free-to-air broadcast television compete with cable and satellite television.

"Today's decision sets near-impossible standards for justifying bright-line ownership limits," said Mr Powell. "This has created a clouded and confused state of media law."

Following a recent court loss over telecoms rules - Mr Powell opposed the rules but was outvoted - Mr Powell argued that an appeal would create instability in the market.

But yesterday he said the FCC would review the 217-page ruling before deciding how to proceed.

Anthony Scirica, the dissenting judge, said the court had "substituted its own policy judgement for that of the FCC + upset the ongoing review of broadcast media regulation mandated by Congress".

But consumer groups - which had argued that relaxed ownership limits would reduce diversity of views in the media - and the FCC's Democrat commissioners welcomed the ruling.

"This is a big, big win for diversity in the media," said Andrew Schwartzman, president of Media Access Project, the law firm that brought the court challenge.

"The judges agreed with us that preserving democracy is more important than helping big companies grow bigger."

The FCC rules included eliminating a ban on one company owning television stations and newspapers in the same market.

The most controversial change involved increasing the national television cap - which limited companies to owning stations that reach no more than 35 % of the national audience - to 45 %.

Congress tried to repeal the increase, eventually compromising with a 39 % cap after the White House intervened.

Maintaining the cap at 35 % would have forced News Corp., which owns the Fox network, + Viacom, which owns CBS, to sell some local stations.

The court upheld on Thursday the FCC rule that prevents mergers between any of the top four US networks – ABC + CBS + Fox + NBC.

Michael Copps, a Democrat commissioner who criticised Mr Powell for not holding public hearings on the rules, said the FCC should take the opportunity to redesign its media policy.

The noble task of Revisionism is to de-bamboozle: to penetrate the fog of lies and deception of the State and its Court Intellectuals + to present to the public the true history of the motivation, the nature + the consequences of State activity. By working past the fog of State deception to penetrate to the truth, to the reality behind the false appearances, the Revisionist works to delegitimate, to desanctify, the State in the eyes of the previously deceived public. By doing so, the Revisionist, even if he is not a libertarian personally, performs a vitally important libertarian service.

List and testimony indicates FBI may have allowed alleged hijacker's kin to leave USA with son of Saudi defense minister without questioning them.

A copy of a previously unpublished manifest, obtained late Thursday night and dated 15.Sep.2001 ,provides evidence of a private Boeing-727 Saudi flight from Lexington, Kentucky to London.

But the names on the manifest raise serious questions about FBI policies and procedures related to witness identification, criminal investigations and obstruction of justice.

"The reclassification of information that is so widely available to the public is a new step in John Ashcroft’s push for secrecy," said Michael Kirkpatrick, the Public Citizen attorney handling the case:

"We have been doing national security litigation for more that 30 years + in our view, this is the most egregious misuse of the classification authority we’ve seen.

Classification is to keep secret information that is sensitive. It is not to suppress debate over widely public information. Yet that is exactly what Ashcroft is doing."

Justice Department spokesman Charles Miller declined to comment on the lawsuit. Allan Duncan contributed additional research for this story.

The former FBI translator told TomFlocco.com that "translators before me had ongoing personal relationships with the subjects or targets of the FBI and DOJ pre 11.Sep.2001 investigations--linked to intercepts and other intelligence--in June - July - August, just prior to the attacks."

Edmonds _{told us}"The Senate Judiciary Committee + the 11.Sep.2001 Commission have heard me testify for lengthy periods of time (3 hrs) about very specific plots+dates+airplanes used as weapons+specific individuals+activities."

Georgetown University Law Center professor David Vladeck and Public Citizen are representing POGO in the civil action.

Edmonds was fired for her assertions, but the information--unclassified at the time, was presented to the Senate Judiciary Committee and referenced in letters which were posted on the websites of USA Senators Patrick Leahy (D-VT) and Charles Grassley (R-IA).
Subsequently, the letters were removed by the senators after Ashcroft reclassified the information via his State Secret Privilege invocation.
The group said in a complaint filed today in USADistrict Court for the District of Columbiathat "the reclassification of the information at issue was unlawful because defendants failed to comply with the requirements of Executive Order 12958, as amended by Executive Order 13292 + unconstitutional because it is a prior restraint that violated the First Amendment."

Archaeologists are calling it one of the most spectacular finds in the West.

Hidden deep inside Utah's nearly inaccessible Book Cliffs region, 130 miles from Salt Lake City, the prehistoric villages run for 12 miles and include hundreds of rock art panels, cliffside granaries, stone houses built halfway underground, rock shelters + the mummified remains of long-ago inhabitants.

26.Jun.2004 By simply asking a few basic questions, we can see that claims of 18,000 terrorists having passed through Afghanistan and now poised to commit acts of terrorism are so much stuff and nonsense.

So why were they so widely reported by sections of the media and others? There is a distinctly uncritical climate when it comes to discussing al-Qaeda and its alleged threat to the West. The claims of 18,000 potential terrorists were repeated by everyone from the anti-war Daily Mirror to the pro-war Daily Express , from the anti-Bush writer Gore Vidal to officials within the Bush administration itself.
Claims of a big, bad, threatening al-Qaeda are unquestioningly accepted because they suit the agenda of both sides. For anti-war commentators, the alleged growth of al-Qaeda proves that the war in Iraq has only exacerbated terrorism and made the world a less stable place. So Gore Vidal said in a recent anti-war speech in New York: 'The IISS has said that in the wake of the war in Iraq, al-Qaeda now has more than 18,000 potential terrorists scattered around the world….' Pro-war types, on the other hand, cited the 18,000 figure as evidence that we the West face a serious threat and must continue to mobilise against our enemies. Anti-war types talk up al-Qaeda in order to show that Bush was an ass for invading Iraq; pro-war types do it to convince themselves that they still have a mission + that the 'war on terror' must go on. Because these al-Qaeda myths provide such a neat, little motif for what both sides are for/against, neither side stops to ask any probing questions.
So while many of those 18,000 jihadists are dead, imprisoned or back home again, the myth of their threat to Western civilisation lives on.

"To date CIA has trained and equipped a total of approximately 10 indigenous clandestine radio operators to be located throughout Iran and who can be called upon to maintain communications with CIA when desired," Smith wrote. "Others are being trained."

Stockpiles of weapons and ammunition were being secretly assembled at Wheelus Field, an air base in Libya used at that time by the US Air Force.

Smith reported that the base already had enough war materiel to equip a 10,000-strong guerrilla force and allow it to operate independently for at least six months. Other supply bases were being established in Tripoli, the Suez Canal zone and the US state of New Jersey.

"These supplies could, within three to four weeks, be transported by air and sea to certain strong tribal elements in southern Iran," the undersecretary of state assured.

Reception points for this materiel were being set up in the Tehran and Tabriz areas, along with secret caches of gold and currency, while the CIA drew plans for forming eight, three-person teams to run its secret guerrilla army.

The plan also called for deploying several dozen additional US warplanes to southern Turkey and positioning a naval force of an undetermined size in the vicinity of the Iraqi southern city of Basra to create a barrier to "the spread of communist power."

In addition, the US government was determined to seek access to the Saudi military base in Dhahran "as a transit point in connection with contemplated US covert operations," Smith wrote.

The top secret papers, produced in late 1952 and 1953 by the State Department and the National Security Council, provide proof that the widely-known US-British efforts to destabilize the government of prime minister Mossadegh were backed up by broad contingency plans that called for bolstering US military presence in the region and launching an anti-communist guerrilla force in the south of Iran.

The Mossadegh government, which drew the ire of Washington and London because of its persistent attempts to increase control over the country's oil resources, was toppled in an August 19, 1953, coup led by US-backed general Fazlollah Zahedi who allowed pro-American Shah Reza Pahlavi to return from exile.

A series of explosive leaks--closely held documents and well-informed tips--have altered the course of politics and might very well influence the outcome of this year's presidential election. Yet we don't know whom to thank. Who gave the Justice Department's "torture" memorandum to the Washington Post ? Who provided the International Red Cross's letter of complaints on prisoner abuses to the Wall Street Journal ? Who confirmed for the New York Times that Iyad Allawi, the newly appointed Prime Minister of Iraq, had supervised the CIA's terrorist bombing campaign in Baghdad a decade ago? Who informed U.S. News & World Report that Defense Secretary Rumsfeld had authorized the holding of a "ghost prisoner" in violation of international law? Who--someone close to the President?--leaked the "torture" memo written by White House counsel Alberto Gonzales?

We don't need to know the identities to grasp that these and other over-the-transom "communications" provided forceful and well-timed contradictions to the White House line. It is also obvious that these leaks could not have come from the lower depths of the bureaucracy. The material is too sensitive for wide distribution. Not to take anything away from aggressive reporters, but the leakers clearly targeted the Post , Times and Journal to achieve maximum impact on Washington. The messages are not from some office crank at the Xerox machine but had to originate among sophisticated and highly placed officers of government.

My own surmise--corroborated in conversations with several long-experienced Washington reporters--is that we are probably talking about career military officers and senior civil servants at the Pentagon, Justice Department lawyers and professionals at the CIA or State Department. In practice, sensitive documents are sometimes passed off laterally to former colleagues no longer in government who provide them to the chosen reporters. Some risk to one's career is required, but these are smart people who know how to cover their tracks. Oddly enough, the brutally buttoned-down Bush White House has not invoked the usual official whine about irresponsible leaks, perhaps because the evidence nailed them so forcefully (and there's probably more to come). Or maybe the White House is inhibited by the embarrassing fact that its staff faces a grand jury investigation over leaking the identity of CIA officer Valerie Plame (even the President has consulted his own lawyer).

When Coleman said most Irish people thought the world was more dangerous today than before the Iraq invasion, Bush disagreed and responded, ``What was it like Sept. 11th, 2001?''
``I wouldn't have made the decisions I did if I didn't believe the world would be better. Why would I put people in harm's way if I didn't believe the world would be better?'' said Bush, who arrives in Ireland Friday night for a summit the next day with European Union leaders.
Bush was asked whether he was satisfied with the level of political, economic and military support coming from European nations in Iraq.
``First of all, most of Europe supported the decision in Iraq. Really what you're talking about is France, isn't it? And they didn't agree with my decision. They did vote for the U.N. Security Council resolution. ... We just had a difference of opinion about whether, when you say something, you mean it.''

Kronanwalt Lord Peter Goldsmith, wichtigster Rechtsberater der britischen Regierung, hat die geplanten US-Militärtribunale für Guantanamo-Häftlinge als "inakzeptabel" bezeichnet. Auf Guantanamo werden noch immer vier britische Staatsbürger festgehalten.
London - Die Tribunale seien unvereinbar mit einigen der wichtigsten Grundsätze des Rechtsstaates, sagte Goldsmith in einem vorab verbreiteten Redetext für eine Konferenz der Internationalen Strafrechtsgesellschaft in Paris. Zwar sei im Kampf gegen das Terrornetz al-Qaida durchaus eine gewisse "Flexibilität" im Umgang mit Rechtsnormen geboten, führt Goldsmith aus, doch bei "bestimmten Grundsätzen" seien keine Abstriche möglich.
"Dazu gehört das Recht auf einen fairen Prozess", sagte Goldsmith, "was der Grund dafür ist, dass wir in Großbritannien nicht akzeptieren können, dass die US-Militärtribunale, die für jene (Häftlinge) in Guantanamo vorgeschlagen worden sind, ausreichende Garantien für einen fairen Prozess in Übereinstimmung mit international geltenden Standards bieten."
Der britische Außenminister Jack Straw hatte zuvor bereits gesagt, dass die Militärtribunale nicht den Rechtsstandards in Großbritannien entsprächen. Auf dem US-Militärstützpunkt Guantanamo Bay auf Kuba werden auch vier britische Staatsbürger festgehalten.

In der irischen Hauptstadt Dublin demonstrierten am Freitag rund Zehntausend Menschen gegen den Besuch von US-Präsident George W. Bush protestiert. Der Flughafen Shannon und das nahe gelegene Tagungshotel wurden von 4.000 Polizisten und 2.000 Soldaten bewacht - rund einem Drittel der irischen Sicherheitskräfte. Die Proteste richteten sich gegen die Irak-Politik Bushs und gegen die Entscheidung der irischen Regierung, den USA die Nutzung des Flughafens Shannon für Tankstopps auf dem Weg nach Irak zu gestatten.
Bush wird morgen vom Flughafen Shannon aus in die Türkei weiterfliegen. Ab Montag an nimmt er in Istanbul am Nato-Gipfel teil. Dort hatte es gestern einen Bombenanschlag mit vier Toten und vielen Verletzten gegeben.

Der genaue Mechanismus ist noch nicht verstanden, doch offenbar bremst Myostatin die Entwicklung von Muskelstammzellen.
Nur im Fall von Verletzungen werden diese Stammzellen aktiviert, um Muskeln zu regenerieren. "Myostatin versetzt die Stammzellen in einen Schlafzustand", erklärte Schülke.

Wenn Myostatin fehle, verlaufe die Regeneration von Muskelzellen viel schneller. "Die Muskeln werden mit mehr Nachwuchsgewebe versorgt."

Von der empfindlichsten Unterart der Schimpansen, dem Ostnigeria-Westkamerun-Schimpansen, leben angeblich nur noch 8000 Individuen.

In zwei Jahrzehnten könnte diese Art schon ausgestorben sein, ergab jetzt eine Studie der "Pan African Sanctuaries Alliance" (Pasa).
Die Pasa setzt sich für verwaiste und verletzte Menschenaffen ein und kann deshalb auf Zahlen zurückgreifen, wie viele elternlose Schimpansen zu Hilfsstationen gebracht werden.

Norm Rosen, Koordinator der Studie, geht bei seinen Berechnungen davon aus, dass auf ein verwaistes Schimpansenbaby zehn getötete Tiere kommen.
Basierend auf dieser Annahme hat der Anthropologe der California State University in Fullerton berechnet, dass in den letzten Jahren die Anzahl der verwaisten Schimpansen stark angestiegen ist.

Die empfindlichste Unterart werde schon innerhalb der nächsten 17-23 Jahre aussterben, sollten die Zahlen stimmen.

Auch die anderen drei Unterarten, die robuster sind, müssten demnach in 41 bis 53 Jahren verschwunden sein.
Straßenbau und Bergbau rauben den Schimpansen die letzten Lebensräume, kritisiert die Pasa.

Inzwischen beherbergen die 19 Hilfsstationen der Organisation ungefähr 670 Schimpansen - 50 % mehr als noch vor drei Jahren.
Die illegale Jagd auf Schimpansen sei die Hauptursache des starken Populationsrückgangs, vermutet die Pasa. Dazu kämen noch Krankheiten, die Abholzung und andere menschliche Eingriffe.

"Die Situation ist sehr viel kritischer, als wir dachten", meint Rosen.

Bei den einen entrümpeln die Leute ihre Speicher und machen noch die unmöglichsten Dinge zu Geld - bei den anderen kann man das finden, was man eben mal braucht, aber nicht gleich kaufen, sondern nur ausleihen will. Die Idee liegt nahe und im Trend: Geiz ist geil.
Thomas Pfützner und Andreas Kahnert aus Ober-Ramstadt bei Darmstadt haben im März als jüngste unter Deutschlands Leihbörsen das Portal dieborger.de online geschaltet - wie so oft haben private Erlebnisse dafür den Ausschlag gegeben. Weil das muntere Tauschen von CDs und DVDs im eigenen Sportverein zwar üblich, aber immer etwas beschwerlich war, hatten die beiden zunächst auf der Internetseite der TGS Ober-Ramstadt eine virtuelle Tauschbörse eingerichtet. Der Erfolg war eher mäßig.

Mindestens vier Menschen waren in dem Fahrzeug getötet worden, darunter vermutlich auch eine Attentäterin.
Istanbul - Von der Festnahme am Donnerstagabend berichtet die türkische Nachrichtenagentur Anadolu. Provinzgouverneur Muammer Güler und Polizeipräsident Celalettin Cerrah gaben an, bei der Explosion in dem Istanbuler Linienbus handele es sich nicht um einen Selbstmordanschlag. Vermutlich habe jemand - möglicherweise eine Frau - den Sprengsatz bei sich getragen, der während der Fahrt, möglicherweise durch Erschütterungen, explodiert sei. Die Bombe explodierte, als der Bus gerade an einem Blutspendedienst des türkischen Roten Halbmonds vorbeifuhr. Ärzte und Retter waren sofort zur Stelle, um die mindestens vier Toten zu bergen und die rund 15 Verletzten zu versorgen.
Nur wenige Stunden zuvor war in der türkischen Hauptstadt Ankara ein Sprengsatz in unmittelbarer Nähe des Hilton-Hotels explodiert, in dem US-Präsident George W. Bush bei seinem eintägigen Türkei-Besuch am Sonntag untergebracht werden soll. Bei dieser Explosion wurden zwei Polizisten und ein Passant verletzt. Dort gab es zunächst keine Hinweise auf die Täter.
In Ankara hatte das Personal des Hilton-Hotels die Polizei auf ein verdächtiges Paket am Fuße einer Treppe aufmerksam gemacht. Als sich zwei Polizisten dem Paket näherten, sei die Bombe explodiert, sagte Ankaras Polizeipräsident Ercüment Yilmaz. Dabei wurde einer der Beamten schwer verletzt. Die Polizei riegelte die Umgebung des Hotels nach dem Anschlag ab.

Dass Cheney keinen guten Tag hatte, lässt sich leicht erklären: Ständig neue Hiobsbotschaften aus dem Irak + ein Stimmungsumschwung in der Bevölkerung, die den Krieg inzwischen mehrheitlich für einen Fehler hält.

Außerdem wird Cheney vorgeworfen, seinen früheren Arbeitgeber Halliburton bei der Vergaben von Aufträgen für den Irak zu bevorzugen. Er war von

Stattdessen wiesen die Richter den Fall an ein niedrigeres Berufungsgericht zurück. Dies bedeutet, dass mit einer endgültigen Entscheidung vor den Wahlen 04.Nov.2004 nicht mehr zu rechnen ist.
Umweltgruppen argwöhnen, Cheney habe sich bei der Formulierung der US-Energiepolitik zu sehr von Industrievertretern beeinflussen lassen. Nach Angaben der unabhängigen Kongressbehörde (GAO) traf Cheney unter anderem Vertreter des inzwischen bankrotten Energiedienstleisters Enron sowie zahlreicher Ölfirmen.

In dem Weißbuch aus dem Jahr 2001 legte die Regierung das Hauptaugenmerk auf den Ausbau der Atomkraft und auf weiteren Ölbohrungen. Energiesparmaßnahmen kamen nach Meinung der Umweltgruppen zu kurz.
Sie forderten Cheney auf, die Namen der Teilnehmer der Energie-Arbeitsgruppe zu veröffentlichen. Cheney lehnt dies ab. Der Vizepräsident müsse vertrauliche Gespräche führen können.

Der Streit beschäftigt die Gerichte seit zwei Jahren.
Als Cheney nun Senator Leahy über den Weg lief, der ihn jüngst kritisierte, weil Halliburton angeblich über Gebühr vom Irak-Krieg profitiere, platzte dem Vizepräsidenten der Kragen.

Auf den kleinen Disput mit Leahy hin habe Cheney am Dienstag sinngemäß gemeint "Verpiss dich" gerufen, berichteten zwei Mitarbeiter am Donnerstag.
Leahy zeigte sich trotz seiner versöhnlichen Worte allerdings geschockt darüber, solche Worte in den Senatsräumen zu hören. Cheneys Büro wollte lediglich einen "freimütigen Meinungsaustausch" bestätigen.

Eine solche Wortwahl klinge nicht nach dem Vizepräsidenten, sagte ein Sprecher.
Nach Angaben des US-Nachrichtensenders CNN hatte Leahy Cheney vorgeworfen, ein schlechter Katholik zu sein. Dieser habe mit den Worten "fuck off" oder "go fuck yourself" geantwortet.

Zwar habe es in der Vorbereitung der Anschläge vom 11.Sep.2001 keine abgestimmten Aktionen zwischen Irak und al-Qaida gegeben, sagte US-Präsident George W. Bush kürzlich, aber es sei zu "einer Anzahl von Treffen" zwischen dem Regime in Bagdad und der Terrororganisation gekommen.
Das Dokument scheint damit den Bericht einer US-Untersuchungskommission zu stützen, die zwar Hinweise auf Kontakte zwischen dem Irak und Bin Laden gefunden hatte, eine enge Kooperation zwischen ihnen aber nicht feststellen konnte.
Aufgrund negativer Erfahrung weist die "New York Times" in ihrem Bericht darauf hin, dass das vorliegende Dokument vom Irakischen Nationalkongress stammt, der früheren Exilorganisation von Ahmed Tschalabi, die von Washington finanziert wurde und die die US-Führung immer wieder mit Informationen versorgte. Viele der Informationen des Nationalkongresses - beispielsweise über Massenvernichtungswaffen - haben sich später als falsch erwiesen. Der ehemalige Liebling des Pentagons fiel jüngst in Washington in Ungnade, weil er den iranischen Geheimdienst darüber informiert haben soll, dass die US-Aufklärung den iranischen Nachrichten-Code geknackt hat.

The flavor of the movie was encapsulated by a recent review in The Boston Globe as “the case against George W. Bush, a fat compendium of previously reported crimes, errors, sins + grievances delivered in the director’s patented tone of vaudevillian social outrage.”
The FEC ruling may also affect promotion of a slew of other upcoming political documentaries and films, such as “Uncovered: The Whole Truth About the Iraq War,” which opens in August, “The Corporation,” about democratic institutions being subsumed by the corporate agenda, or “Silver City,” a recently finished film by John Sayles that criticizes the Bush administration.
Another film, “The Hunting of the President,” which investigates whether Bill Clinton was the victim of a vast conspiracy, could be subject to regulations if it mentions Bush or members of Congress in its ads.
Since the FEC considers the Republican presidential convention scheduled to begin Aug. 30 a national political primary in which Bush is a candidate, Moore and other politically oriented filmmakers could not air any ad mentioning Bush after July 30.
That could make advertising for the film after July difficult since it is all about the Bush administration and what Moore regards as its mishandling of the war on terrorism and the decision to invade Iraq.
After the convention, ads for political films that mention Bush or any other federal candidate would be subject to the restrictions on all corporate communications within 60 days of the Nov. 2 general election.

The surprisingly large value of W L , which implies the dominance of vacuum energy in over normal mass-energy and dark matter mass-energy in the universe at present, is a result that rocked the astrophysics community two years ago. This is now supported by the BOOMERanG results, which come at placing constraints on the parameters from a completely different direction.

We now understand that the space of our universe is flat, that it is expanding at an ever-increasing rate + that it will never re-collapse to a “Big Crunch”. What we don’t understand is why. But physicists, astronomers + astrophysicists around the world are working on that question too.

(See my column about this in the May-1999 Analog.) However, new astrophysical observations from the BOOMERanG experiment ( B alloon O bservations O f M illimetric E xtragalactic R adiation an d G eomagnetics), a balloon-borne cryogenic microwave telescope measurement that flew at an altitude of about 24 miles over the Antarctic, indicate that our universe is also rather ordinary, in that its space is maximally flat. The term “flat” as used here means that the space of our universe is neither positively curved like a ball or negatively curved like a potato chip. It appears that in our universe, the tendencies of space toward positive curvature from gravitational attraction and towards negative curvature from expansion kinetic energy are precisely in balance, leaving space on the average completely free of curvature.

Vorher, erklärt Whittle, war das All mit einem glühenden Nebel aus heißem Gas gefüllt. Licht habe das Gas gefangen gehalten und damit verhindert, dass die Schallwellen zu stark wachsen.

Vor 400.000 Jahren aber, als der Kosmos auf unter rund 2800 Grad Celsius abkühlt, lichtet sich der Nebel zügig. Das Gas ist nicht mehr vom Licht gefangen und kann sich erstmals frei bewegen.

Innerhalb der Stadt werden alte, aber funktionstüchtige PCs per Sammeltransport abgeholt und bei Mookwat für Sozialschwache, gemeinnützige Träger und natürlich für Schulen wieder hergerichtet.
Die Spender-PCs können sowohl aus Privathaushalten als auch von Firmen stammen. Kosten entstehen dem Spender nicht, auch nicht für die bei Firmen erforderliche, protokollierte Datenlöschung.

Etwa 400 bis 500 Mookwat-PCs verlassen pro Jahr die Hamburger Werkhallen: "Dazu muss man wissen, dass wir unsere Rechner individuell nach Kundenwunsch konfigurieren.

Die alten Rechner werden also technisch ergänzt", erklärt Projektmanagerin Martina Nolte.
Die 10 Monate, in denen die Frauen und Männer bei Mookwat arbeiten, dienen auch dazu, einen Europäischen Computerführerschein und das A+ Zertifikat für PC-Support und Service zu erwerben.

Auf diese Weise kann Mookwat sogar einen "After-Sales-Service" bieten. Man liefert also nicht nur 20 Rechner an eine Schule, sondern administriert und betreut ganze Klassennetzwerke.

Washington - Der US-Senat hat 447 Milliarden Dollar für Verteidigungsausgaben genehmigt. Einstimmig verabschiedeten die Senatoren gestern Abend das entsprechende Gesetz, das den Etat von Pentagon und Energieministerium im neuen Haushaltsjahr festlegt. Für die Militäreinsätze im Irak und Afghanistan sind dabei lediglich 25 Milliarden Dollar vorgesehen.
Die Regierung von Präsident George W. Bush plant jedoch einen Nachtragshaushalt nach der Wahl, der für diese beiden Bereiche vermutlich mindestens noch einmal die gleiche Summe beinhalten dürfte. Die Senatoren bewilligten außerdem 20.000 zusätzliche Soldaten sowie eine Solderhöhung.

The debacle at Abu Ghraib shows how badly things can go when average Americans are let loose from those restraints, or allowed to believe that such restraints do not apply to them. The political and moral disasters of this administration, from the current dreadful state of American prestige abroad to the injustices perpetrated on innocent Americans erroneously suspected of terrorist ties, show that the same thing applies to the people at the top.

(The top White House lawyer, Alberto Gonzales, refused to say whether that also applied to the Central Intelligence Agency or to others interrogating prisoners.) But Mr. Bush added that this instruction applied only "to the extent appropriate and consistent with military necessity." That phrase is repeated throughout later government documents on the treatment of prisoners, including one prepared during the invasion of Iraq.
In his memo, Mr. Bush wrote, "Of course, our values as a nation, values that we share with many nations in the world, call for us to treat detainees humanely, including those who are not legally entitled to such treatment." We asked the White House what part of American law denies humane treatment to anyone, but did not get an answer.
In another memo, to the military jailers at Guantánamo Bay, Secretary of Defense Donald Rumsfeld denies "blanket authorization" of a request to use interrogation techniques that seem clearly beyond the Geneva Conventions, including hooding prisoners, depriving them of sleep, forcing them to stand or squat for hours at a time, threatening their loved ones, pushing their heads underwater, stripping them and shaving them. But Mr. Rumsfeld said those methods were "legally available."
The documents do not explain how we got from Mr. Rumsfeld's memo to the actual practice in Iraq, where these methods came to be routinely used and where one commander - presumably with an awareness of the Pentagon's thinking - authorized the use of snarling guard dogs in interrogation sessions.
The document dump only reaffirms the need for a more robust Congressional response to this mess. The record is no straighter now than it was last week. It is time for Republican leaders in Congress to back up Senator John Warner, the chairman of the Armed Services Committee + either compel full disclosure by the administration or create a new panel with subpoena powers.

t was certainly good to finally see documents indicating that President Bush did not order the torture of prisoners. The newly released presidential memo of Feb. 7, 2002, talks about treating detainees humanely and refers comfortingly to American values. Unfortunately, beyond that there's not much comfort in these documents, which only confirm that the Bush administration fostered a culture of permissiveness regarding the treatment of prisoners that ultimately led to the Abu Ghraib disaster.
We're still being denied the full picture because the documents on planning for the treatment of prisoners were selected by the White House, which has for months ignored the Senate Armed Services Committee's demand for the whole record. These hundreds of pages, which the administration has kept classified for so long, pose no possible security danger. About the only thing in them worth keeping secret was the degree to which the administration had decided to exempt itself from the Geneva Conventions and then spent months debating whether there was a legalistic way to justify what ordinary people would consider the torture of prisoners.
If the White House thought the documents it doled out this week would put to rest the concern that the brutal behavior of American soldiers in Iraqi prisons had been sanctioned from above, it was wrong. While Mr. Bush's 2002 memo does not condone torture, it opens loopholes in the treatment of prisoners that the military could drive a Hummer through - and some clearly did.
We can understand why Mr. Bush decided not to apply the Geneva Conventions to Al Qaeda just months after 11.Sep.2001. It's a terrorist organization, not a country's army. But Mr. Bush also took Attorney General John Ashcroft's misguided advice that the Geneva protocols did not apply to the Taliban army, a position based on the flimsy pretext that Afghanistan was a "failed nation."

Istanbul - Drei Menschen sollen dabei ums Leben gekommen sein, sieben wurden verletzt.

Einem türkischen Fernsehsender zufolge wurde die Explosion von einer Bombe ausgelöst.

Der Sprengsatz sei am Nachmittag in der Nähe eines Blutspendedienstes des türkischen Roten Halbmonds detoniert, berichtete der Nachrichtensender CNN-Türk.
Die Bombe sei in einem vorbeifahrenden Bus im europäischen Teil der Stadt deponiert gewesen. Zum Zeitpunkt der Explosion befand sich der Bus im Wohnviertel Fatih.

Rettungssanitäter eilten zum Ort des Anschlags. Unter den Opfern sind sowohl Insassen des Busses als auch Passanten.
Bereits am Vormittag war in der türkischen Hauptstadt Ankara nahe des Hilton-Hotels, in dem US-Präsident am kommenden Samstag erwartet wird, ein Sprengsatz detoniert.
Am Montag soll in Istanbul der Nato-Gipfel stattfinden, zu dem zahlreiche Staats- und Regierungschefs anreisen werden, unter ihnen USA Präsident George W. Bush + Bundeskanzler Gerhard Schröder.

Der Ort der Explosion liegt mehrere Kilometer vom Konferenzort entfernt. In den vergangenen Tagen gab es in der Türkei mehrere Demonstrationen gegen die Irak-Politik der USA.
Bush trifft am Sonntag in Ankara mit dem türkischen Ministerpräsidenten Tayyip Erdogan + dem Staatspräsidenten Necdet Sezer zusammen.

Anschließend nimmt er am Montag + Dienstag an einem Nato-Gipfel in Istanbul teil
In Istanbul bereiteten sich die Sicherheitskräfte mit bisher nicht da gewesenen Vorkehrungen auf den Nato-Gipfel vor.

Für drei Tage verwandeln sich weite Bereiche Istanbuls in verbotene Zonen.

Schließlich sind die verheerenden Selbstmordanschläge islamischer Terroristen auf Synagogen und britische Einrichtungen vom vergangenen November mit mehr als 60 Toten nicht vergessen.
Mehr als 23.500 Polizisten sollen dafür sorgen, dass niemand den Staats- + Regierungschefs + ihren Delegationen aus 46 Ländern zu nahe kommt.

Dafür wird nicht nur das auf einer Bosporus-Anhöhe im modernen europäischen Teil der Stadt gelegene Kongressgelände samt angrenzenden Hotels völlig abgeriegelt.

Ebenso gesperrt wird die 20 Kilometer lange Zufahrt vom Flughafen, die viel befahrene Küstenstraße am Marmarameer, die Galatabrücke über das Goldene Horn + die Bosporus-Uferstraßen unterhalb des Tagungsgeländes.
Während "Awacs"-Aufklärer + Kampfflugzeuge den Himmel abschirmen, wird der Bosporus für Tanker + Gefahrgutfrachter gesperrt. Sämtliche Autofähren im weiteren Sicherheitsbereich stellen den Betrieb ein.

Selbst kleinen Fischerbooten ist an den Tagen des Gipfels der Fischfang im Bosporus untersagt. Besondere Geduld wird den fast 300.000 Anwohnern und Händlern rund um das Tagungsgelände abverlangt.

Sie dürfen die Straßensperren nur an bestimmten Punkten passieren und erst nach strikten Ausweiskontrollen in ihre Häuser und Geschäfte.

Schilys Vorschläge würden die Versammlungsfreiheit aushöhlen. Wiefelspütz betonte, auch er möge Rechtsextremisten nicht. Aber es gebe in dieser Gesellschaft nun mal Rechtsextremisten, "und wenn die sich an Recht und Gesetz halten, dürfen sie auch demonstrieren".
Der SPD-Innenpolitiker Sebastian Edathy zeigte sich von Schilys Vorstoß überrascht, über den SPIEGEL ONLINE kürzlich berichtet hatte. Er verwies darauf, dass die SPD-Fraktion schon in der vergangenen Legislaturperiode ein Demonstrationsverbot vor Mahnmalen abgelehnt habe. Auch der rechtspolitische Sprecher der SPD-Fraktion, Joachim Stünker, bewertete die Pläne Schilys skeptisch: "Ich sehe keine Notwendigkeit, das Versammlungsrecht zu ändern."
Nur die Vorsitzende des Bundestags-Innenausschusses, Cornelie Sonntag-Wolgast (SPD), äußerte Sympathie für Schilys Vorstoß. Dem deutschen Ansehen werde großer Schaden zugefügt, wenn Rechte am Holocaust-Mahnmal aufmarschierten, sagte sie. Die SPD-Politikerin räumte aber ein, dass die Mehrheit ihrer Fraktion das Versammlungsrecht nicht antasten wolle.
Auch die Grünen kündigten Widerstand gegen den Innenminister an. "Die Grünen werden mit allen uns zu Gebote stehenden Mitteln gegen eine Einschränkung des Versammlungsrechts kämpfen", sagte deren innenpolitische Sprecherin, Silke Stokar. Bei dem Demonstrationsrecht handele es sich "um ein Grundrecht und nicht um Polizeirecht".

Dunaway war bereits zuvor in Las Vegas dem Haftrichter vorgeführt worden. Er soll die Liste für 52.000 Dollar an weitere Spam-Versender weiterverkauft haben. Dunaway wollte gegenüber der Nachrichtenagentur AP keinen Kommentar zu den Vorwürfen abgeben. Ob Smathers bereits einen Anwalt gefunden hat, war zuletzt noch unklar.
David Kelley, Staatsanwalt am AOL-Sitz New York, sagte, es sei einer der ersten Fälle, in denen nach der Verschärfung bundesstaatlicher Gesetze gegen Werbemailversender vorgegangen werde.

Die neuen Bestimmungen waren Anfang dieses Jahres in Kraft getreten.

If the 911 Commission had chosen to ask these two officers hard questions related to the weirdness of that day, they could probably have been found more than just weirdness and chaos. A pertinent question would have been: could "Al-Qaeda", without the very opportune "weirdness" around the actions of these two officers, been able to kidnap and fly four airplanes for hours through the USA, to crash them into buildings in two separate cities ? A strange coincidence around the murder of Paul Johnson is that the Saudi Police apparently cooperated with those who abducted him. Why would a security service trained by American + British CIA fronts like the Vinnell Corporation, cooperate with "Al-Qaeda", their purported enemy ? This is the second time during the last weeks that Saudi security forces have cooperated with "Al-Qaeda.

If this starts happening regularly, it would suggest either a very grave instability in the Kingdom or that the Saudi security forces are run in accordance with American interests

They provided several Palestinians with machine guns and thousands of dollars to kill Israelis under the name of Al-Qaeda. When the game was discovered by the Palestinians intelligence, the Israelis scurried away and stopped their disgusting "Al-Qaeda" game with Palestinians.

Only last week the media carried news of an Israeli (not Palestinian) arrested in the Phillipines for being a member of "Al-Qaeda"

24.Jun.2004 What does the word "Al-Qaeda" mean ? In Arabic, "Al-Qaeda" has a different meanings, among them “Base", "Ground", "Norm", "Rule", "Fundament", "Grammar". The exact meaning is dependent on the context in which it is used. It depends on the word which follows “Al-Qaeda” in the sentence. "Qawa'ad Askaria" is an Army Base, "Qawa'ad Lugha" stands for Grammar Rules (the Bases of Grammar).
"Qa'ada" is the infinitive of the verb "to sit". "Ma-Qa'ad" is a chair. "Al-Qaeda" is the base or fundament of something. "Ana raicha Al Qaeda" is colloquial for "I'm going to the toilet". A very common and widespread use of the word “Al-Qaeda” in different Arab countries in the public language is for the toilet bowl. This name comes from the Arabic verb “Qa'ada” which mean “to sit”, pertinently, on the “Toilet Bowl”. In most Arabs homes there are two kinds of toilets: “Al-Qaeda” also called the "Hamam Franji" or foreign toilet + "Hamam Arabi" or “Arab toilet” which is a hole in the ground. Lest we forget it, the potty used by small children is called "Ma Qa'adia" or "Little Qaeda".
Those who founded the glorious "International of Islamic Terror, Al-Qaeda, probably knew too little about common use of Arabic language to know that by using this name for their organization, they risked becoming the laughing stock of everybody who speaks the Arabic "public" language.
To kidnap, torture and execute people are terrorist actions which are in no way related to God or to Islam + these actions are not rewarded by paradise as some ignorant Western media figures would like to believe.
The terrorist event of New York 11 September 20001 + the terror event of Madrid on 11 March 2004 + other terror events commonly connected to Islam, are clearly not related to Islam if we consider that the Al-Qaeda terror organization was established by the CIA in the 1980s. Al-Qaeda is nothing but a conveniently "Islamic" front which enables the CIA to commit crimes in the name of Muslims. It is well known that the Mujahadeen terrorists of Afghanistan were organized, trained and funded by the CIA using the Pakistani ISI as a "cut-out" in order to lure the Soviet Army into Afghanistan at the end of 1979. The Mujahedeen can be seen as CIA terrorism with an islamic name and "islamic" perpetrators. Afghanistan has, for all purposes, been destroyed by these fanatics in furtherance of American interests.
The Al-Qaeda terror organization has caused immense damage to Islam, to Moslems worldwide and to the interests of the peoples of all Arab and Muslim countries. The actions of Al-Qaeda have only served to promote the interests of the USAand Israel, which are clearly interested in "reshaping" the Middle East in such a way that they can more easily rape and plunder the region at will.
In fact the CIA is using the terrorist actions of its proxy Al-Qaeda in order to give the USAan excuse to extend their power into and invade the Arab countries, first countries with rich plunder (Oil) like Iraq, Iran, Saudia Arabia + second any country which is a "threat" to Israel, or more exactly which Israel dislikes for whatever reason. The third objective for which the CIA is using its proxy Al-Qaeda is to engender fear and hate of Islam and Muslims worldwide. This corresponds to an old and tried ploy of colonizers: to slander and denigrate the target population so that it is acceptable and even called for to commit genocide against them. The peoples of Ireland, Africa and the Americas have all suffered this tragedy + these regions have been colonized. The next obvious victims are Arabs and Muslims by extension because they live in geographic areas rich in oil and other resources + because Muslims as a collective are not white enough to be respected as full humans by the criminals in London, Washinton and Tel Aviv.

24.Jun.2004 During the past weeks, two American hostages have been killed and decapitated in Iraq and in Saudi Arabia. The media say that these crimes were comitted by Islamic Terrorists.
I have never read any Islamic Rule in the Koran which allows the decapitation of people whether they are Moslems, Christians or Jews, for any reason whatsoever.
I have never read an Islamic Rule which states that the killing of hostages is allowed. All what I remember that Islam has to say in this matter is that somebody who kills a “believer” unlawfully is sanctioned the same as if he had killed all the worlds nations. The word “believer” means "anyone who believes in God" in this context, not only Muslims.
The Koran states that the place where faith in God is held + equally where the faith in God is broken, is in the heart. The Koran states that nobody can read what is in the hearts of others, or judge them as a believers or disbelievers. Even if their hearts are cut open, it is not possible to know if a person is a believer or not. Knowledge in this matter belongs only to God himself. This should be understood as meaning that Islam expressly forbids killing for religious reasons.
The Prophet Muhammad (PBUH) recommended good treatment for hostages and prisoners during the past Islamic wars. He said: “You should not kill an old man, a child, or a woman. You should not cut a tree or destroy a church...”. Murdering and killing is outside of Islamic morals and principles, which are inviolable.
Seen from a more secular standpoint, an Arabic proverb says ”Nobody can cut the head of a person but his Creator”. This means again that nobody has the right to put an end to anothers life. While Islam expressly forbids suicide, it is still more acceptable to put an end to ones own life than to kill another person.
