From the article: 'The balance on their JCPenney Platinum MasterCard had gotten to an unhealthy level. So they sent in a large payment, a check for $6,522. And an alarm went off. A red flag went up.
The Soehnges' behavior was found questionable. [...] They were told, as they moved up the managerial ladder at the call center, that the amount they had sent in was much larger than their normal monthly payment.
And if the increase hits a certain %age higher than that normal payment, Homeland Security has to be notified.'"

Development of the capsule, named Dragon, has so far been funded by SpaceX and its partners, which includes the Canadian company that built the robotic arm for the International Space Station.
Dragon would be launched atop a SpaceX Falcon 9 and dock at the ISS with assistance of the robotic arm.
While SpaceX founder Elon Musk is prepared to complete development of the capsule with his own resources, SpaceX is seeking funding from NASA's Commercial Orbital Transportation Services program, which makes up to $500 million available through 2010 for private spacecraft development."

Yesterday, we read that two former high-level CIA officials (not named) had informed ABC News that the Inspector General was looking into allegations that Brent "bribe-master" Wilkes had received lucrative CIA contracts via his old friend at the Agency, Kyle "Dusty" Foggo, who is now the Number Three "company" man. (Amusingly, this Los Angeles Times story notes that the CIA still won't confirm whether Wilkes had any such CIA contracts. Obviously, if no contracts existed, there would be no investigation.)

Waas delivers more proof - although at this point, we hardly need more -- that W and co. knew full well that their justifications for war were misleading.
The most interesting passage - to my eyes, at least -- concerns former DCI George Tenet: The one-page
00.Oct.2002 President's Summary specifically told Bush that although "most agencies judge" that the use of the aluminum tubes was "related to a uranium enrichment effort...
INR and DOE believe that the tubes more likely are intended for conventional weapons uses."
The lengthier NIE - more than 90 pages - contained significantly more detail describing the disagreement between the CIA + the Pentagon's DIA on one hand, which believed that the tubes were meant for centrifuges + State's INR and the Energy Department, which believed that they were meant for artillery shells.
Administration officials had said that the president would not have read the full-length paper.
They also had said that many of the details of INR's dissent were contained in a special text box that was positioned far away from the main text of the report.
But the one-page summary, several senior government officials said in interviews, was written specifically for Bush, was handed to the president by then-CIA Director George Tenet + was read in Tenet's presence. Historians will always get a good, dark snicker out of the image of Bush refusing to read a mere 90 pages before deciding to drop bombs.
At the moment, though, I am most intrigued by the image of Tenet and Dubya in the oval office, with Bush reading his one-page summary and the head spook explaining the longer words

He said some residents had been moved to "safer areas" because of the fighting.
Witnesses said hundreds of people lugging bags and bundles of clothes were fleeing the region.
"'We cannot rule out the killing of civilian people because militants have their hideouts in populated areas" he said, although "our operation is very targeted and precise, using radars + latest weapons + equipments".
Taleban and al-Qaeda fighters fled into North Waziristan after the US-led invasion of Afghanistan in 2001.
Tens of thousands of Pakistani troops were sent in 2003 to flush out the militants, but correspondents say this is the fiercest fighting so far.

The researchers devised a new technique to "see" the motion of protons, one of the building blocks of an atom, in molecules of hydrogen and methane.

British Heart Foundation head of medical information Belinda Linden said: "There is now good evidence that emotions such as depression, anger, hostility and conflict are linked with an increased risk of heart disease.
"This study focuses on how these emotions within a marital relationship might affect people's heart and circulation.
"These emotions can be triggered when relationships are strained, particularly if there are also other problems such as lack of support, or financial difficulties."

As someone famous once said, it is in times of crisis that one's true character is revealed.
So what we now know about President Bush, is that he and his administration are profoundly imcompetent + when the President feared that was about to be exposed, he simply lied to cover it up.
Three days after Hurricane Katrina wiped out most of New Orleans, President Bush appeared on television and said, "I don't think anybody anticipated the breach of the levees." His staff has spent the past six months trying to take back, modify or explain away those 10 words.
The release of a pre-storm video showing officials warning Bush during a conference call that the hurricane approaching the Gulf Coast posed a dire threat to the city and its levees has revived a dispute the White House had hoped to put behind it: Was the president misinformed, misspoken or misleading?
The video leaves little doubt that key people in government did anticipate that the levees might not hold. To critics, especially Democrats but even some Republicans, it reinforces the conclusion that the government at its highest levels failed to respond aggressively enough to the danger bearing down on New Orleans. To Bush aides, the seeming conflict between Bush's public statements and the private deliberations captured on tape reflects little more than an inartful statement opponents are exploiting for political purposes.

The team, helped by staff from the National Institute of Advanced Industrial Science and Technology near Tokyo, produced gasoline by adding several unspecified metal catalysts to the dung inside a container and applying a 30-atmosphere pressure and heat of up to 300 degrees Celsius (572 Fahrenheit), Shibusawa said. Details of the catalysts could not be disclosed, he added.
The team hopes to improve the technology so that it can be used commercially within five years, Shibusawa said.

Das Ausmaß seiner Korruption ist beispiellos in der Geschichte des amerikanischen Kongresses. Wie die "New York Times" mit Verweis auf Gerichtsunterlagen berichtet, hat der hochdekorierte Vietnam-Veteran den Konzernen auf Kongresspapier das Auftragsvolumen und die dafür notwendige Zuwendung an seine Adresse genau aufgelistet. Für ein 140.000-Dollar-Boot versprach der Republikaner beispielsweise ein Pentagon-Geschäft in Höhe von 16 Millionen Dollar.
Laut Anklage pflegte Cunningham von den Bestechungsgeldern einen aufwendigen Lebensstil und legte sich unter anderem einen Rolls-Royce und Perserteppiche zu. Auch Reisen ließ sich der Politiker bezahlen. So organisierte ein Konzern einen aufwendigen Trip inklusive Privatjet, Hummer-Essen und "anderen Extras".
"Während er ein gutes Leben führte, verschleuderte er Steuern zum Beispiel für militärische Systeme, die die Streitkräfte weder haben wollten noch benutzten", erklärte Staatsanwalt Phil Halpern. Die Ankläger hatte die Höchststrafe von zehn Jahren beantragt, Cunninghams Anwalt Lee Blalack plädierte auf sechs Jahre.

Auch in den friedlicheren Niederlanden hat Experte Bert Lenten 2003 beim Ausbruch einer "Hühnerpest" genannten Vogelgrippe-Variante beobachtet, wie die Menschen Wildvögel plötzlich als Bedrohung wahrnahmen. "In Osteuropa wird sogar der Mist aus Hühnerställen als Futter für Fischteiche genommen", sagte er. "Wir haben den Fall eines Schwans, der bei seiner Beringung in Ungarn kerngesund war und zwei Tage später tot in Kroatien aufgesammelt wurde." Wer sich einzig auf Zugvögel als Überträger von H5N1 konzentriere, der übersehe andere Ansteckungswege - das sei gefährlich.
Im Januar hatte der Politpopulist Wladimir Schirinowski im russischen Parlament gefordert, alle Zugvögel bei der Rückkehr aus ihren türkischen Winterrevieren abzuschießen. "Die Regierung muss dem Vogelzug einen Riegel vorschieben", forderte er. In der Türkei waren im Januar vier Kinder nach einer H5N1-Infektion gestorben. "Die Vögel sollen da bleiben, wo sie sind", sagte der Politiker.

Rügen traf es als erstes, inmitten H5N1-freier Nachbarländer. Die betroffenen brandenburgischen Landkreise grenzen nicht eben an die Insel. Ostholstein liegt 150 Kilometer weiter westlich. Um gar an den Bodenseestrand von Überlingen oder das Mannheimer Rheinufer zu gelangen, muss der Erreger gar die gesamte Bundesrepublik diagonal überquert haben. Muss? Müsste? Nur wie? Geflogen?

I'm reminded of a similar controversy which has arisen over Tor, a program which allows users to use the internet anonymously. (See here, scroll down to number 9.)
Tor was developed by the Navy, which has used it for intelligence gathering purposes.
That history set off all sorts of alarm bells: What if the intelligence community made this thing available to the world, placed a back door into it +

This Wonkette story adds to the picture. Apparently, the Powers That Be hope to prevent our warriors in Iraq from receiving any information not approved by the Republican Party - even if doing so requires the censoring of email. Here's the scoop, according to a Wonkette correspondent in the service:
Just to let you know, the US Marines have blocked access to "Wonkette" along with numerous other sites such as personal email (i.e. Yahoo, AT&T, Hotmail, etc), blogs that don't agree with the government point of view, personal websites + some news organizatons. This has taken effect as of the beginning of February.
I have no problem with them blocking porn sites (after all it is a government network), but cutting off access to our email and possibly-not-toeing-the-government-line websites is a bit much.
Initially all web blocking was done locally at the hub sites in Iraq.
If you wanted a site "unblocked" you just had to email the local administrator with a reason (like, "I'd like to read my email, please.") + if it wasn't porn or offensive, they'd allow it.
Now, all blocking is done by desk-weenies at the USMC Network Operations Center in Quantico, VA, who really don't care if we get our email (or gossip) out here, as they get to go to happy hour after working 9 to 5 and go home to a nice clean, warm home with a real bed! Math was never my strong suit, but by my calculations, 80,000 units at $50 per adds up to $4 million.
Check Point does offer other products for the corporate market, of course. Look over their line + come to your own conclusions as to whether this firm could fork over $225 million cash.

Das Videomaterial und die Mitschriften von Briefings über sieben Tage hinweg, die der Nachrichtenagentur AP vorliegen, zeigen, wie Warnungen buchstäblich in den Wind geschlagen wurden und den Erkenntnissen über die bevorstehende Gefahr keine Taten folgten.
In einer Lagebesprechung am 28. August zeigte sich ein Hurrikan-Experte äußerst besorgt darüber, ob die Dämme von New Orleans den Sturmfluten standhalten könnten. Der damalige Fema-Chef Michael Brown brachte gegenüber Bush und Heimatschutzminister Michael Chertoff die Befürchtung zum Ausdruck, dass es möglicherweise nicht genügend Rettungskräfte gibt, um den Flüchtlingen im Footballstadion Superdome zu helfen. Er sei besorgt, ob die Rettungskräfte "auf eine Katastrophe innerhalb einer Katastrophe" reagieren könnten, sagte Brown auf einem der Bänder.
Die Aufzeichnungen belegen, dass Experten auf lokaler und Bundesebene die Bedrohungen durch den Hurrikan eingehend diskutiert hatten. Ihnen war ganz offensichtlich klar, dass der Sturm enorme Verwüstungen zur Folge haben würde. Bush erklärte vier Tage nach "Katrina" dagegen, niemand habe den Dammbruch in New Orleans vorhergesehen. Später korrigierte er sich dahingehend, dass die Behörden zunächst fälschlicherweise angenommen hätten, die Dämme seien nicht beschädigt worden.

Methan vom Meeresgrund, so glaubten Wissenschaftler bisher, habe kaum einen nennenswerten Anteil am globalen Methan-Haushalt: Das Treibhausgas werde sofort von Mikroben zersetzt und unschädlich gemacht und gelange deshalb erst gar nicht in die Atmosphäre.
Das aber dürfte ein Irrglaube gewesen sein, wie Wissenschaftler unter Leitung des Alfred-Wegener-Instituts für Polar- und Meeresforschung (AWI) in Bremerhaven jetzt herausgefunden haben. Ihren Messungen zufolge gelangen sehr wohl große Mengen des Tiefsee-Methans in die Luft und haben daher auch einen größeren Anteil an der globalen Erwärmung als bisher vermutet.

Bulgarische Agenten hätten die Urheberschaft der Tat verschleiern, Mitglieder der Stasi die Spuren durch gezielte Desinformation der Medien verwischen sollen. Der russische Militärgeheimdienst wehrte sich vehement gegen die Darstellungen. Die Angaben hätten "nichts mit der Realität" zu tun, sagte ein Sprecher laut einer Meldung der Nachrichtenagentur Interfax.

Felix Warneken und Michael Tomasello untersuchten zunächst, wie eineinhalbjährige Kinder in insgesamt zehn verschiedenen Situationen reagierten, bei denen ein fremder Erwachsener Schwierigkeiten hatte. Die Wissenschaftler ließen im Experiment Gegenstände außerhalb ihrer Reichweite fallen und versuchten dann erfolglos, die Gegenstände wiederzubekommen. Die Kleinen hoben die Gegenstände tatsächlich in kürzester Zeit auf und brachten sie den Forschern. Die Studie zeigt den Wissenschaftlern zufolge erstmals, dass Kleinkinder ohne besondere Erziehung zu helfen bereit sind, auch wenn sie selbst davon nicht profitierten.
Das gleiche Verhalten beobachtete das Team auch bei Schimpansen, allerdings nur bei etwas einfacheren Versuchsanordnungen. Demnach waren die Affen sehr hilfsbereit, wenn ihre Tierpflegerin nach Gegenständen zu greifen versuchte, die sie nicht erreichen konnte.

Die Forscher erhoffen sich von den Versuchen neue Erkenntnisse über die menschliche Evolution, da das Erbgut von Mensch und Schimpanse zu fast 99 % übereinstimmt. Die Komplexität der Kooperation unter Schimpansen könne bedeuten, dass Menschen und Affen ihre Fähigkeit zur Zusammenarbeit vor rund sechs Millionen Jahren von ihrem gemeinsamen Vorfahren geerbt haben.
Allerdings gebe es auch deutliche Unterschiede zwischen menschlicher und tierischer Kooperation. "Es gibt noch immer keine Hinweise dafür, dass Schimpansen sich über gemeinsame Ziele austauschen, so wie es Menschen schon in frühester Kindheit tun", sagte Melis. Auch beweise das Experiment nicht, dass Schimpansen etwas über die Qualitäten eines Artgenossen erfahren, indem sie ihn in seinem Verhalten beobachten.
"Wir haben nur erfahren, dass Schimpansen bei der Zusammenarbeit ein wenig mehr verstehen, als wir bisher vermutet haben", so die Forscherin. Möglicherweise könnten künftige Studien zeigen, "was menschliche Kooperation so einzigartig macht".

EU-Richtlinie nicht verfassungskonform?
Die Begründung des Urteils dürfte noch für heiße Diskussionen sorgen. Denn auch, wenn Handy- und E-Mail-Daten nun weniger stark als unter dem Fernmeldegesetz geschützt sind, genießen sie doch prinzipiell einen gesetzlich garantierten Schutz. Beschlagnahmt werden dürfen sie nur bei Vorliegen eines Verdachtes auf eine Straftat. Das aber steht im offenen Gegensatz zur EU-Richtlinie zur Vorratsdatenspeicherung, die von Telekommunikationsunternehmen eine präventive, grundsätzliche Speicherung und Archivierung solcher Daten ohne Vorliegen eines Anfangsverdachtes verlangt.
Die EU-Richtlinie sieht vor, dass künftig jede Benutzung von Telefon, Handy und Internet protokolliert werde, damit Strafverfolgungsbehörden auf diese Informationen zugreifen können. Nachdem das Europäische Parlament nach langer Diskussion den vom Minsterrat vorgelegten Kompromissvorschlag im Dezember billigte, folgten kürzlich auch die EU-Justizminister.
Die Bundesregierung unterstützt die EU-Richtlinie, will bei ihrer Umsetzung aber auf Bedenken von Datenschützern und Bürgerrechtlern eingehen. Der Entwurf eines neuen Telekommunikationsgesetzes des Bundeswirtschaftsministeriums sieht bereits vor, dass Speicherungsdauer und Art der erfassten Daten nicht über die Mindestanforderungen der EU-Regelung hinaus gehen sollen. Außerdem sollen die Unternehmen eine "angemessene Entschädigung" für die Erfassung der Daten erhalten: Die Verbände der IT- und Telekommunikationsindustrie hatten sich vor allem mit der Begründung gegen die EU-Richtlinie gestellt, dass ihnen die erheblichen wirtschaftlichen Lasten für die Schaffung der Überwachungs-Infrastruktur aufgebürdet werden sollten.
Mit dem Urteilsspruch des Bundesverfassungsgerichts dürfte nun die Frage in die Diskussion kommen, ob die Grundbedingung einer verdachtsunabhängigen Vorratsspeicherung von Telekommunikations- und Internetdaten überhaupt mit der deutschen Verfassung in Einklang zu bringen ist.

Andere Staaten mit riesigen Einwohnerzahlen, etwa China, werden künftig erst richtig mit dem Kohlendioxid-Ausstoß beginnen.
Glauben sie, dass der Klimawandel noch gestoppt werden kann, ehe es zur Katastrophe kommt?
Fuchs: Ich sehe das sehr pessimistisch. Viele Wissenschaftler haben ihre Prognosen zuletzt revidiert - in Richtung noch bedrohlicherer Szenarien.
Wenn man sich dann vor Augen hält, dass die USA mit fünf % der Weltbevölkerung für 25 % des globalen CO2-Ausstoßes verantwortlich sind, muss man sagen: Solche Relationen sind einfach krank.
Und ich glaube nicht, dass in den USA so schnell ein Umdenken stattfinden wird - schon gar nicht unter der jetzigen Regierung.
SPIEGEL ONLINE: 1989 sind Sie als erster Deutscher zu Fuß über das Eis zum Nordpol gegangen. In einigen Jahren wird man dafür vielleicht eher ein Boot als gutes Schuhwerk brauchen.
Sind Sie froh, nicht 30 Jahre später geboren zu sein?
Fuchs: Mir wird auch die umgekehrte Frage oft gestellt - ob ich nicht lieber zu Zeiten eines Amundsen gelebt hätte, als es noch wirkliches Neuland zu entdecken gab.
Ich finde, dass wir in einer ungeheuer spannenden Zeit leben. Allerdings haben Sie Recht: Die Nordpol-Touren, so wie ich sie bisher gemacht habe, werden wahrscheinlich in einigen Jahren nicht mehr möglich sein.

Fuchs: Wir wurden etwa schon von einem Ozeanografen begleitet, um Tiefseetemperatur-Profilmessungen für das Bundesamt für Seeschifffahrt durchzuführen.
In anderen Fällen geht es einfach nur darum, Daten zu erfassen und zu speichern. Ich biete das immer an, denn es ist interessant und sinnvoll, die Möglichkeiten unserer Projekte auf diese Art zu nutzen.
Allerdings haben manche Wissenschaftler gewisse Berührungsängste.
SPIEGEL ONLINE: Wie äußern sich die?
Fuchs: Ich werde oft als Abenteurer bezeichnet und gelte deshalb bei einigen Wissenschaftlern als nicht kompetent genug. Aber das ist nicht überall so, gerade junge Wissenschaftler sind meist frei von Dünkel.

Fuchs: Nein. Wir dokumentieren das, was alle Klimamodelle und Satellitendaten übereinstimmend zeigen. Die Arktis erwärmt sich rapide, das Eis schmilzt in dramatischem Tempo.
Wir sind auf unseren Expeditionen drei Mal in Folge an der Nordost-Passage gescheitert, weil sie zugefroren war.

00.000.2002 sprachen Experten angesichts der eisfreien Nordost-Passage von einem natürlichen Wetterextrem. Heute wissen wir, dass das kein Ausreißer war.
Wir haben auf unseren Reisen überall auftauenden Permafrostboden gesehen. Es ist ein erschreckendes Gefühl zu sehen, wie schnell sich die Arktis verändert.

Some spirals, such as the ones found on snail shells, are common in nature. And others can be easily made by unwinding a thread around a central peg. But the Archimedes' spiral is not like either of these.
"Seemingly it does not exist in nature," the researchers say.
"This is the earliest time that such advanced geometric figures have been spotted," says Papaodysseus. "The next such figures appear only 1,300 years later." The team report their work in the journal Archaeometry 1 .

The problem - the CD sends your answers back to headquarters, filed by name, address + political views. No mention of that in the terms of use. No privacy policy at all. The story concludes: "So if you run the CD in your personal computer, by the end of it, the Minnesota GOP will not only know what you think on particular issues, but also who you are."
