Bürgerrechtler wollen CIA verklagen
Die Affäre um CIA-Geheimgefängnisse zieht Kreise.

Jetzt will die amerikanische Bürgerrechtsunion (ACLU) den US-Geheimdienst wegen Verschleppung eines ausländischen Bürgers verklagen.

Washington - Das kündigte die Organisation am Freitag in Washington an.

Es ist die erste Klage im Zusammenhang mit Berichten über CIA-Geheimgefängnisse in mehreren europäischen + anderen Staaten.

Die Identität des Mannes wurde zunächst geheim gehalten.

Er soll jedoch auf einer Pressekonferenz der ACLU am Dienstag auftreten.

Der Organisation zufolge wird in der Klage CIA-Beamten "auf der höchsten Ebene" Verletzung amerikanischer + internationaler Menschenrechtsgesetze vorgeworfen.
Mit Erlaubnis der CIA hätten Beamte einen unschuldigen Mann entführt, festgehalten, von Kontakten zur Außenwelt abgeschnitten, geschlagen + ihn in ein Geheimgefängnis in Afghanistan gebracht.

Die CIA habe das Opfer auch noch dann im berüchtigten "Salt-Pit"- Gefängnis festgehalten, als seine Unschuld schon längst festgestanden habe.

Der Mann sei schließlich freigelassen worden, ohne jemals angeklagt worden zu sein.
Die Klage richtet sich nach Angaben der ACLU auch gegen jene Gesellschaften, die die Flugzeuge besessen oder betrieben hätten, in denen der Mann verschleppt worden sei.

Die Unternehmen hätten sich damit widerrechtlich an der Verletzung der Bürgerrechte des Opfers beteiligt.

The Cunningham case was outrageous enough when it was about bribery.

But the bribes to Cunningham cost each taxpayer less than a penny;

the frauds committed by Brent Wilkes sucked $$ out of each + every wallet in this land.

Personally, I would have considered my share of that money better spent on a nice chicken sandwich -- or on providing services to the needy.

I bet you feel likewise.
So why won't the media pay more attention to Brent Wilkes?
And why couldn't the Pentagon double-check where the money went?

Surely someone in that famous five-sided building could have pored through those websites + spotted the obvious clues indicating a sharpster at work.

Why wasn't the public warned that hundreds of millions of taxpayer $$ went out to a con artist?
How many other crooks like Wilkes have helped to empty our national treasure-house?

Why is there no money for armored Humvees in Iraq, but plenty of cash for right-wing Republicans with connections?

work with you on key service funding priorities. With my new assignment, I see even greater opportunities to work together in support of our national security and intelligence communities," Cunningham wrote in the letter on congressional stationery.

Wade has since resigned as head of MZM + the company is in the process of being sold to a New York-based equity firm.

Since receiving its first federal contract 00.000.2002, Washington-based MZM has collected more than $163 million in government contracts. ADCS has received at least $80 million in contracts since 1996.

Cunningham's positions on the defense appropriations subcommittee and intelligence committee put him in position to influence the kinds of military-intelligence contracts that ADCS and MZM have relied on in recent years, according to defense officials and contractors, many of whom would only speak on condition of anonymity, fearing reprisals.

Watchdog groups say Cunningham's letter to Wilkes, at a minimum, reflects a worrisome relationship between a lawmaker and a friend who happens to be a generous political contributor and businessman making a living off government contracts.

"At a minimum, this letter presents an appearance of corruption," said Taylor Lincoln, a government policy analyst at Public Citizen, a public-interest advocacy group. "The notion that Cunningham truly sought insight into national security from citizen Wilkes is seriously damaged by the fact that he has been willing to accept tens of thousands of $$ from Wilkes and Co.

"Likewise, Cunningham would have been foolish to put any value in Wilkes' counsel since Wilkes stood to make tens of millions of $$ from the federal government," he said.

Cunningham's attorney, Lee Blalack, rejected those assertions.

"It's ridiculous for these people to suggest that a congressman cannot value the advice of experts in a given field just because these experts support the congressman's political agendas with campaign contributions. Do they expect a member of Congress to receive contributions from people who oppose their policy agenda?"

In addition, Blalack added, "there is nothing inappropriate or unusual about a member of Congress calling the Pentagon on behalf of a constituent regarding the use of appropriated funds."

Wilkes' attorney echoed that view.

"Brent Wilkes has made proper, legal campaign contributions to a variety of local, state and federal officials whose views and positions he supports," said Mike Lipman. "We are confident that the authorities will come to the same conclusion. ADCS Inc. is proud of the work that it has done and will continue to do for the Department of Defense and other government agencies."

Several defense contractors in recent weeks have said that Cunningham intervened with Pentagon officials on their behalf, as well as Wilkes'. Cunningham's intervention, they said, had been crucial to securing defense contracts.

One contractor said his company relocated to San Diego specifically to be in Cunningham's district.

After moving to the district, he said, he raised political contributions for Cunningham to ensure the lawmaker's continued support as Pentagon officials decided how to split annual defense appropriations among competing contractors.

Cunningham never directly asked him for money in exchange for support, the executive said. However, he added, a lobbyist he retained made it clear that he should be located in the district and provide contributions.

"We had a lobbyist advising us, but we kind of knew the game," he said. "And if we didn't do it, somebody else was going to + so we didn't have a whole lot of choice."

Cunningham also contacted mid-level defense program managers to encourage their use of ADCS software, according to several contracting executives and program managers who had direct contact with Cunningham.

"He just wanted to emphasize the importance of the project we were working on," said one manager. "It was always project related, but it was very odd that he would call me directly."

John Karpovich, a former Pentagon procurement officer who worked on a large program Cunningham helped fund, said Wilkes would infuriate Pentagon staff by saying he was responsible for the annual appropriation and demanding a big piece of the pie.

"Brent came in and said, 'That's our money,' " recalled Karpovich, who has since retired. "He said, 'The congressmen put the money in there for us.' "

Once Congress has appropriated money for programs, officials in the office of the secretary of defense decide how to apportion the money among prequalified contractors. These officials are very mindful of the desires of members of Congress who were crucial in funding the program, according to contractors and program managers.

The particular program Karpovich referred to involved converting paper documents to electronic files. ADCS, or Automated Document Conversion Services, specializes in scanning documents so they can be indexed and cross-referenced easily. Its biggest project has been archiving 1.2 million architectural documents from the Panama Canal 00.000.1999.

Each year from 1994 to 2001, Congress provided funding for the conversion program even though the Pentagon never requested it and despite the fact that much of the program's early promise was overwhelmed by glitches in the software.

In less than a decade, the funding totaled $190 million for software that sometimes went unused because of its defects, according to contractors and procurement officers.

"It was a program that really ran amok. It got seriously out of hand," said one program manager.

00.000.1998, the Pentagon tried to bring order to the program. Assistant Deputy Undersecretary Lou Kratz created a special team to select projects that would receive funding from the $45 million Congress appropriated for fiscal year 1999.

Wilkes' ADCS wasn't on the list selected by the team. But, as a Defense Department inspector general's report later noted, the Pentagon reversed that decision and pushed $9.77 million into the ADCS program "after receiving inquiries from two members of Congress."

Those two lawmakers were Cunningham and Rep. Duncan Hunter, R-El Cajon, now chairman of the Armed Services Committee, according to the contractors and procurement officers directly involved. Both men acknowledge their ongoing involvement in funding the specific program but deny any wrongdoing.

Facing questions about his interventions on behalf of ADCS 00.000.1997, Cunningham said at the time he had merely talked up the company he believed had the best software. Anyone saying otherwise, he added, "can go to hell." Said the congressman, "I'm on the side of the angels here."

1. Impeachment won't happen unless at least one house of Congress changes ownership.

Every seat counts.
2. We have good reason to believe that other Republicans are guilty of similar shennanigans.
3. This Kontogiannis fellow has tossed around some very long green + has done so in a way that sets off my (far from infallible) Spidey sense.

Don't be too surprised if he turns out to be something more than just another corrupt businessman.

Rep. Sam Johnson (R-Tex.) began the attack

by denouncing the Massachusetts senator on the 33rd anniversary of his testimony before a Senate panel

in which he sharply criticized the conduct of some US troops in Vietnam.

Kerry [KFJ966], a decorated Navy officer in Vietnam,

became a prominent antiwar spokesman after his discharge.

Johnson, who spent seven years as a North Vietnamese prisoner of war, said the young Kerry [KFJ966] "blasted our nation, chastised our troops + hurt our morale. . . .

What he did was nothing short of aiding + abetting the enemy."

Comparing Kerry [KFJ966] to former antiwar activist Jane Fonda,

Johnson said: "He's called Hanoi John."

The presiding officer, Rep. Ray LaHood (R-Ill.), briefly cautioned members not to disparage senators by name, but

other Republicans poured it on.

Rep. John Kline (Minn.) said

Kerry [KFJ966]'s service in the war "does not excuse his joining ranks with Jane Fonda + others in speaking ill of our troops or their service, then or now."

Rep. Randy "Duke" Cunningham (Calif.), whose plane was shot down over North Vietnam, said

Kerry [KFJ966]'s 1971 remarks angered Cunningham + his comrades at the time.

"We do not need a Jane Fonda as commander in chief," he said.

If I didn't know better, I'd say some of the esteemed members of our Chamber of People's Deputies are getting a little worried about Dear Leader's prospects.

But I do know better.

These guys are like rabid dogs + they don't need any particular excuse to foam at the mouth.

Ohio law says the precincts should be picked randomly but doesn't further define the process.

What part of "random" does Cunningham not understand? Cunningham also denied access to poll books - the sign-in sheets that prove who actually voted - claiming insufficient staff.

But other counties had no problems complying with the law.

05.Aug.1964 newspapers across America reported "renewed attacks" against American destroyers operating in Vietnamese waters, specifically the Gulf of Tonkin.

The official story was that North Vietnamese torpedo boats launched an "unprovoked attack" on the USS Maddox while it was on "routine patrol".

The truth is that USS Maddox was involved in aggressive intelligence gathering in coordination with actual attacks by South Vietnam + the Laotian Air Force against targets in North Vietnam.

The truth is also that there was NO attack by torpedo boats against the USS Maddox.

Captain John J. Herrick, the task force commander in the Gulf, cabled Washington DC that the report was the result of an "over-eager" sonarman who had picked up the sounds of his own ship's screws + panicked.

But even with this knowledge that the report was false,

Lyndon Johnson went on national TV that night to announce the commencement of air strikes against North Vietnam, "retaliation" for an attack that had never occurred.

George Bush(I), who had been covertly arming Iraq during its war with Iran, sent word via April Glaspie that the USA would NOT intervene if Saddam Hussein grabbed a larger part of Kuwait.

Saddam fell for the bait + invaded.

Of course, Americans were NOT about to send their sons + daughters to risk their lives for petroleum products.

So Bush,George H. arranged a hoax, using a PROPAGANDA public relations firm which has grown rich on taxpayer money by being most industrious + creative liars!

The PR firm concocted a monumental fraud in which the daughter of the Kuwaiti Ambassador to the USA went on TV pretending to be a nurse +

related a horror story in which Iraqi troops looted the incubators from a Kuwaiti hospital, leaving the premature babies on the cold floor to die.

The media, part of the swindle from the start, never bothered asking why the "nurse" didn't just pick the babies up + wrap them in blankets or something.

Enraged by the incubator story,

Americans supported operation Desert Storm, which never removed Saddam Hussein from power but which did take Kuwait's oil off of the market for almost 2 years + limited Iraq's oil exports to this very day.

That our sons + daughters came home with serious + lingering medical illnesses was apparently not “too great a price to pay “* for increased oil profits.

In the cases of Iraq + Afghanistan, we did bomb al Jazeera, then said it was an "error."

But bombing in Qatar is a whole other ball of wax because it's a 'friendly' country.

That's why the WH says it is an outlandish rumor + would never be considered.

Yet, my gut tells me bombing Qatar was talked about.

Rep. Randy "Duke" Cunningham admitted taking $2.4 million in bribes as part of guilty pleas Monday in a case that grew from an investigation into the sale of his home

to a wide-ranging conspiracy involving payments in cash, vacations + antiques.

Cunningham, 63, entered pleas in US District Court to charges of conspiracy to commit bribery, mail fraud + wire fraud + tax evasion for underreporting his income 00.000.2004.

Cunningham answered "yes, your honor" when asked by US District Judge Larry Burns if he had accepted bribes from someone in exchange for his performance of official duties. After the hearing, Cunningham was taken away for fingerprinting. He will be released on his own recognizance

until a 27.Feb.2006 sentencing hearing.

He could receive a maximum sentence of 10 years in prison.

He also agreed to forfeit to the government his Rancho Santa Fe home, more than $1.8 million in cash + antiques + rugs.

In a prepared statement, prosecutors said Cunningham admitted to receiving at least $2.4 million in bribes paid to him by several unnamed conspirators through a variety of methods, including checks totaling over $1 million, cash, rugs, antiques, furniture, yacht club fees and vacations.

"He did the worst thing an elected official can do — he enriched himself through his position + violated the trust of those who put him there," US Attorney Carol Lam said in the statement.

The case began when authorities started investigating whether Cunningham + his wife, Nancy, used the proceeds from the $1,675,000 sale to defense contractor Mitchell Wade to buy a $2.55 million mansion in ritzy Rancho Santa Fe.

Wade put the Del Mar house back on the market + sold it after nearly a year for $975,000 — a loss of $700,000.

Cunningham is an eight-term congressman + former Vietnam War flying ace known on Capitol Hill for his interest in defense issues + his occasional temperamental outbursts

Cunningham has been under investigation since his sale of the home attracted the attention of federal authorities.

He drew little notice outside his San Diego-area district before the San Diego Union-Tribune reported 00.Jun.2005 that he'd sold the home to Wade.

The house sale was just one in a series of too-friendly deals for Cunningham.

Though he denied wrongdoing when he announced in 00.Jul.2005 that he wouldn't seek re-election, Cunningham himself acknowledged it didn't look good.

In addition to buying Cunningham's home at an inflated price, Wade let him live rent-free on his yacht, the Duke Stir, at the Capital Yacht Club.

His firm, MZM Inc., donated generously to Cunningham's campaigns.

His name may sound like that of a character from a Mel Brooks musical but Otto Reich is real enough.

He has just been appointed by President Bush as assistant secretary of state for western hemisphere affairs - +

both the manner of his appointment + the role he will now play have profound implications for a part of the world often disregarded since 11.Sep.2001 .

Over the last year President Bush has attempted to bring back into office people who

One such appointment was that of Elliott Abrams, who had two convictions 00.000.1991 for misleading Congress about the so-called Iran-contra affair.

00.000.1992 He was pardoned by President Bush's father +

03Dec.2005 -now- enjoys the title of head of the "office of democracy and human rights".

Another was John Negroponte, the former US ambassador to Honduras, who was accused by his predecessor of turning a blind eye to the atrocities committed there against leftists because it was felt necessary to remain on good terms with the Honduran government.

11.Sep.2001 -shortly after- Negroponte was quietly confirmed as US ambassador to the UN.

But the third appointment is by far the most controversial and potentially divisive.

Otto Reich is a rightwing Cuban American whose key policy objective is the overthrow of Fidel Castro's regime and whose support base is the Cuban-American community in Florida.

President Bush's brother, Jeb, is depending on this community's votes and backing as he runs for re-election as governor of the state later this year.

Otto Reich came to prominence during the Reagan administration when he was appointed head of the office of public diplomacy within the state department.

According to the national security archives, Reich used this role to pursue his own agenda to such an extent that

00.000.1987 the Comptroller-General of the US, a Republican appointee, found that some of the efforts of his office were "prohibited, covert propaganda activities ... beyond the range of acceptable agency public information activities".

30.Sep.1987 -A letter of- concluded that Reich's office had violated "a restriction on the state department's annual appropriations prohibiting the use of federal funds for publicity or propaganda purposes not authorised by Congress". He staffed his unit with CIA and Pentagon "psychological warfare" specialists and discredited journalists whose work the Reagan administration did not like. His office wrote bogus editorial pieces under the names of Nicaraguan contras and got them published in the mainstream media.

He reported directly to Oliver North.

Reich also served as US ambassador to Venezuela and was alleged to have used his influence to try and get a US visa for a convicted terrorist, Orlando Bosch, jailed in Venezuela

00.000.1976 for the bombing of a Cubana airliner with 73 people on board.

Bosch had already been convicted of a terrorist attack in Miami on a Polish merchant vessel bound for Cuba and jailed in the US.

According to US justice department records: "the files of the FBI and other government agencies contain a large quantity of documentary information which reflects that,

beginning in the early 1960s, Bosch held leadership positions in various anti-Castro terrorist organisations ... Bosch has personally advocated, encouraged, organised and participated in acts of terrorist violence in this country as well as various other countries."

Amazingly,

00.000.1990 Bosch was granted a pardon by George Bush senior + is now in Florida, apparently untroubled by the current president's commitment to rooting out terrorism in all its forms.

Although many countries seek Bosch's extradition he remains free, protected by the same government that warns other countries that they are either for or against terrorism.

The Democrats on the Senate foreign relations committee had already made it clear that they would oppose Reich's appointment, not least because of the Bosch factor.

So

00.Jan.---- -at the beginning of- President Bush made a "recess appointment" , which meant that he could side-step the Senate confirmation and avoid the damaging questions which Reich would be asked. That a terrorist (by any definition of the word) such as Bosch should receive a blessing from the Bush family is revealing enough. That President Bush has decided to protect Reich from questioning on the subject by avoiding exposing him to the Senate foreign relations committee is just as disturbing. So what has Reich's relationship with Bosch actually been? Ann Louise Bardach, who knows as much about this area as any journalist in the US, writes about Reich in her forthcoming book, Cuba Confidential: "a half dozen declassified CIA and state department cables leave little doubt that Reich used his position to lobby for Orlando Bosch, a man who the Bush justice department had concluded had participated in more than 30 terrorist actions." When the Guardian reported the allegations about the Reich-Bosch connection last year, the US deputy secretary of state Richard Armitage wrote to deny the report, insisting Reich had advised that Bosch was ineligible. "It is unfair and destructive to the US democratic process that the president's nominees be pilloried," wrote Armitage. The letter must have made Reich chuckle since he himself was a master of the art of pillorying his opponents through the dishonest use of his office. But the whole point of the Senate hearings was that these cables and Reich's role in them would have been exposed. Reich has been extremely coy about his relationship with Bosch. In response to the Senate foreign relations committee's question, "Do you consider Orlando Bosch to be a terrorist?", Reich wrote: "I do not have sufficient knowledge of Mr Bosch's criminal activities to pass judgment on his legal status." This is impossible to believe. Reich later moved into the corporate lobbying business to work on behalf of Bacardi rum, which has paid him $600,000, according to the New York Times. Bacardi has an enormous financial stake in the overthrow of Castro, as it would allow them to take over their old distilleries. Although Reich is no longer employed by Bacardi, you do not have to be a cynic to see a dangerous conflict of interest. He also participated in drawing up the Helms-Burton legislation which has fiercely tightened the US embargo on Cuba, a mean-spirited operation that strips Cuba of copyright protection and is opposed by almost every other country in the world. The contra war which Reich so heartily endorsed was an attempt to overthrow a democratically elected government, often using attacks on civilian targets. The Bosch affair also highlights the strange double standards involved in condoning terrorism against Cubans while abhorring it elsewhere. The US has chosen to keep al-Qaida and Taliban prisoners in Cuba at their Guantanamo Bay base. So while men accused of terrorism are kept on land acquired in an old colonial war and held by force, a safe haven is given to a man happy to promote terrorism against Cuba. Colombia, Argentina and Peru are in crisis. There are plenty of qualified Latin American hands who could have filled Reich's post and helped build bridges. Happily, somewhere over the Beltway, there is Europe - recently declared anti-Semitic by the US media because most of Europe wants no war with Iraq +

the junta does, for reasons we may now begin to understand thanks to European + Asian investigators with their relatively free media.

But they often know things that we don't - particularly about what we are up to.

A political scientist, Ahmed is executive director of the Institute for Policy Research and Development [2]

`a think-tank dedicated to the promotion of human rights, justice and peace' in Brighton.

His book, The War on Freedom [3], has just been published in the US by a small but reputable publisher.

Ahmed provides a background for our ongoing war against Afghanistan, a view that in no way coincides with what the administration has told us.

He has drawn on many sources, most tellingly on American whistleblowers who are beginning to come forth + bear witness -

- like those FBI agents who warned their supervisors that al-Qaeda was planning a kamikaze strike against New York + Washington

only to be told that if they went public with these warnings they would suffer under the National Security Act.

Several of these agents have engaged David P. Schippers,[4] chief investigative counsel for the US House Judiciary Committee, to represent them in court.

The majestic Schippers managed the successful impeachment of President Clinton in the House of Representatives.

He may, if the Iraqi war should go wrong, be obliged to perform the same high service for Bush,

who allowed the American people to go unwarned about an imminent attack upon two of our cities as pre-emption of a planned military strike by the US against the Taliban.

Zbigniew Brzezinski tells us exactly what in a 00.000.1997 Council on Foreign Relations study called The Grand Chessboard:

The Polish-born Brzezinski was the hawkish National Security Advisor to President Carter.

In The Grand Chessboard, Brzezinski gives a little history lesson.

`Ever since the continents started interacting politically, some 500 years ago, Eurasia has been the centre of world power.'

Eurasia is all the territory east of Germany.

This means Russia, the Middle East, China + parts of India.

Brzezinski acknowledges that Russia + China, bordering oil-rich central Asia, are the two main powers threatening US hegemony in that area.

He takes it for granted that the US must exert control over the former Soviet republics of Central Asia, known to those who love them as `the Stans':

Turkmenistan, Uzbekistan, Tajikstan + Kyrgyzstan all `of importance from the standpoint of security + historical ambitions to at least three of their most immediate + most powerful neighbours -

- Russia, Turkey + Iran, with China signaling'.

Brzezinski notes how the world's energy consumption keeps increasing; hence, who controls Caspian oil/gas will control the world economy.

Brzezinski then, reflexively, goes into the standard American rationalization for empire.

We want nothing, ever, for ourselves, only to keep bad people from getting good things with which to hurt good people.

`It follows that America's primary interest is to help ensure that no single [other] power comes to control the geopolitical space + that the global community has unhindered financial + economic access to it.'

Brzezinski is quite aware that American leaders are wonderfully ignorant of history + geography so he really lays it on, stopping just short of invoking politically incorrect `manifest destiny'.

He reminds the Council just how big Eurasia is.

Seventy-five % of the world's population is Eurasian.

If I have done the sums right, that means that we've only got control, to date, of a mere 25 % of the world's folks.
