The drumbeat of bad news from Iraq has tested the limits of even the administration's formidable capacity to influence how the American people view the Iraq reality. Pro-Bush news outlets continue to complain about excessively negative coverage and to tout administration successes, such as the painting of schools. But the images of death and destruction have made many Americans wonder if the war was worth the price.

The war's fallout also has put the Republicans' two-decade-old "perception management" strategy under the greatest stress since it became official policy during Ronald Reagan's first term.

14.Jan.1983 President Reagan formally initiated the strategy by signing classified National Security Decision Directive 77. At the time, the White House worried that a repeat of Vietnam-type anti-war sentiment might constrain U.S. foreign policy in Central America and elsewhere. Also known as “public diplomacy,” the project had a more overt side that sought to build support for U.S. policy abroad, but it also had a less-visible domestic component that targeted the American people and the press.

I describe the evolution of this process in detail in my new book, Secrecy & Privilege: Rise of the Bush Dynasty from Watergate to Iraq . In essence, however, one could say that the propaganda techniques that the CIA long used abroad came home to roost in the 1980s.

Under “perception management” theory, an intelligence service follows several steps to bring a target population into line with a desired point of view. First, the population’s cultural tendencies are analyzed to ascertain its weaknesses and determine where its “hot buttons” are. Then, propaganda “themes” are developed to exploit these cultural inclinations.

On a parallel track, media outlets and think tanks are built – or bought – to ensure that the “themes” are pumped into the public discourse. Often, humor and ridicule are used as the most effective way to destroy an opponent.

For more than half a century, the CIA has employed “perception management” tactics abroad.

Other strategies took aim at entire political movements.

In Vietnam, the CIA concluded that Vietnamese were superstitious, so the agency wrote up false astrological reports to predict catastrophe for Ho Chi Minh’s forces.

The CIA’s success often depended on how much media capacity the intelligence officers covertly controlled.

Countering Watergate

President Richard Nixon had been ousted over the Watergate scandal; U.S. forces were driven out of Vietnam; and embarrassing secrets were disclosed about the CIA.

In essence, conservatives became convinced that segments of the American population, the national news media and even elements of the CIA’s analytical division had become threats to the national security.

Nixon’s former Treasury Secretary William Simon took the lead in pulling together conservative foundations to invest tens of millions of dollars in think tanks, media outlets and attack groups. Even larger sums – hundreds of millions of dollars – came from South Korean theocrat Sun Myung Moon, who apparently tapped into mysterious funding sources in Asia and South America. Cuyahoga County : I earlier linked to
this page, which reveals that some precincts received many (MANY) more votes than registered voters. It should be noted that Cuyahoga is a blue county in Ohio, and, as I recall, one of the last to be counted on election night. It went 66% for Kerry, who did slightly better than Albert Gore fared. Republicans can argue that any fake votes may have gone to Kerry. On the other hand, "salting" the Bush total in a blue county would be tactically clever, since a Democrat is unlikely to call for a recount in an area with a Democratic victory.

Touch screen voting machines in Youngstown OH were registering "George W. Bush" when people pressed "John F. Kerry" ALL DAY LONG. This was reported immediately after the polls opened + reported over and over again throughout the day + yet the bogus machines were inexplicably kept in use THROUGHOUT THE DAY. You've seen pretty much those same words before. The
same phenomenon occurred in Florida and other states. If it were accidental, then a "false Kerry" screen would pop up as often as a "false Bush." I've yet to read of a furious Bush supporter complaining of such a thing.
Machine errors:

In Craven County, all vote totals in nine of the county's 26 precincts were electronically doubled, increasing the totals for president by 11,283 more than the number of votes cast. Correcting the mistake changed the outcome of at least one race. ES&S Votronic machines used. Automatic warning of double-counting didn't work. Turnout. Sam Parry of Consortiumnews.org finds that the popular vote numbers
stretch credulity. Everyone knows that the Dems achieved incredible turnout, but Republicans always manage to turn out their base well; many believe that there was limited room for improvement on their side of the aisle. Rove's announced strategy concentrated on bringing out the four million evangelicals who had not voted in 2000. But Bush received nine million more votes than he did previously. (Much the same point is made here.)
But, even if one were to estimate that 100 percent of these Evangelical voters turned out for Bush in 2004 and that 100 percent of Bush’s 2000 supporters turned out again for him, this still leaves about 5 million new Bush voters unaccounted for.
Altogether, Bush’s new 9 million votes came mainly from the largest states in the country. But nowhere was Bush’s performance more incredible than in Florida, where Bush found roughly 1 million new voters, about 11 percent all new Bush voters nationwide and more than twice the number of new voters than in any other state other than Texas. Parry goes on to describe the odd situation in Palm Beach and Broward counties, where the Dems acquired 110,000 new registrants, while the Republicans achieved only 19,000. Kerry should have improved on the Gore's totals in 2000. "Instead, Bush actually increased his vote total in the two counties by earning about 5,000 more new voters than Kerry."
Subtle oddities of this sort offer the best indications of hugger-mugger. Remember: A truly clever tally-manipulator isn't going to do something obvious, like switch Los Angeles from red to blue. A crime of this sort requires finesse .

The report also theorized that the poll results more frequently overstated support for Mr. Kerry than for President Bush because the Democratic nominee's supporters were more open to pollsters. Horseshit. Why didn't this "more open/less open" inequality manifest itself in the days before electronic voting? Why don't we see a similar phenomenon in other countries?
Finally: There are a few oft-repeated arguments that I think we should retire.
1. "Damn Kerry! He conceded too early!" A concession speech is a mere tradition; it is not legally binding. From a political standpoint, he conceded at exactly the right time. Stop the internecine sniping. And stop bothering
Cameron Kerry.
2. Why won't Daily Kos/Atrios/Daily Howler/Josh Marshall/Whoever talk about this issue? They have discussed it, to some extent. But people have differing standards of evidence and differing comfort levels with a story of this nature. The folks running those fine sites have done nothing to discourage further investigation + I feel sure that they will publicize new hard facts, when and if they emerge.
3. "Those small optical scan counties in Florida went haywire!" Yeah, I was saying the same thing -- for about a day. Then I looked at the voting history in those small counties. If voter manipulation occurred in Florida (and I think it did) it occurred everywhere , in rather subtle percentages. Look to the GEMS system, the central vote tabulator.

09.Nov.2004 Blue and Red? No: Producers and Leeches We are now a country of red and blue states. Who, I wonder, picked those colors? At one time, the election-night color schema was the reverse. In 1976, Gerry Ford chanted "Go Blue!" while watching the returns come in.
I'm not happy about consigning the color red to the other side. (As perhaps you've guessed, I like red.) So let me suggest an alternative to our color-coded paradigm: Producer states and Leech states.
Producer states give more to the federal government in taxes than they receive in services. Leech states receive more than they give. Leeches steal from Producers.
Most blue states are Producers; most red states are Leeches.
Ironically, hypocritical Leech-state dwellers often accuse Producers of being pro-socialism. The terminology I have suggested would correct that false impression.
I've also noted that within the various states, the red counties tend to be Leeches and the blue counties tend to be Producers.
Take Nevada, for example: Clark county (i.e., Vegas) produces a lot of revenue for the federal government, much of which goes to next-door Nye county, where the primary employer is the Nellis Air Force Base. Nye went for Bush in a big way. The Nye-ites probably view themselves as rugged individualists, yet they suck government teat. A cammo-clad teat is still a teat.
Much the same pattern occurs here in California. The Producer counties are all close to the shoreline, and they are almost all blue. San Bernardino, our largest county, is red -- and it's an economic basketcase, except for military employment. They are leeches.
Put the Leech states together, and you have (as the currently popular cartoon reminds us) Jesusland. If we Producers were to secede, the Jesusland leeches would sink into a Third World morass. They would no longer be able to steal our money. The teat at which they suck would shrivel. Meanwhile, we Producers would soon regain the productivity of the days before the Reagan revolution, when unions were strong, taxation progressive and the working man got a decent wage.
Resolved: Everyone must replace the misleading "red and blue" terminology with the more accurate "Producer state" and "Leech state." It is so ordered. Rome has spoken.

Aber noch sind viele Fragen offen. Vor allem die Sondengänger, die als erste die Krater ausmachten, gelten als Bremser des wissenschaftlichen Fortschritts.

"Die Leute horten eimerweise exotische Metallklümpchen im Keller", erzählt ein Beteiligter, "die wollen Millionäre werden." Meteoriten bringen es bei Börsen auf bis zu 50 000 Euro pro Gramm.
Eine genaue Prüfung des Areals um Altötting ist jedoch dringend geboten, manch ein Forscher vermutet, dass dort eine Sensation schlummert, die neue Erkenntnisse über das Universum bringen könnte.
Die Leute um den Geophysiker Ernstson jedenfalls heizen die Stimmung an. Sie fanden in dem Gebiet Nägel aus der Keltenzeit - angeblich schockerhitzt. Zudem habe auf einem der Kraterränder römischer Krimskrams gelegen. Wegen dieser Indizien verlegen sie den Kometeneinschlag in die Zeit um 200 vor Christus.
Damals durchliefen die Kelten gerade ihre triumphale Schlussphase. Sie lebten von Böhmen bis nach England in großen Siedlungen, den Oppida. Auch im Chiemgau erhoben sich zwei Städte, bewehrt mit Palisaden. Deren Bewohner, das ist sicher, wären durch die Explosionswolke weggepustet worden.
Aber auch die Römer müssen das herandonnernde Geschoss bis weit nach Umbrien hinein bemerkt haben. Ist das der Grund, warum der Dichter Vergil in seinem Lehrgedicht "Georgica" eindringlich von "Leuchtungen" spricht? "Ungewohnte Erschütterungen", schreibt er, hätten einst die Alpen zum Beben gebracht.
Der Archäoastronom Michael Rappenglück nennt noch einen anderen historischen Vorfall.

Dicht bei dicht + im Schnitt 50 Zentimeter tief liegen winzige Metallkugeln im Boden. Sie enthalten so exotische Mineralien wie Xifengit + Gupeiit. Diese Stoffe sind weltweit nur aus China, der Antarktis sowie einem Tafelberg im Pazifik bekannt.
Was war da los? Hilfe suchend wandte sich das Team an den Akademiker Ernstson. Der Geophysiker nahm Lupe + Hammer + schaute sich 00.Sep.2004 Anfang einige der Krater persönlich an.
DER SPIEGEL Einschlagskrater: Komet im Chiemgau?
Der Experte wusste schnell Bescheid: "Hier ist ein kosmischer Körper eingeschlagen." Als Indiz nennt er "aufgerissenes und brekziiertes Gestein".

Auch fand er Stücke, die Zeichen eines thermischen Schocks aufweisen. Sie wurden im über 1500 Grad Celsius heißen Kometenfeuer geschmolzen + glasiert wie Murmeln.

Ein "Chiemgau Impact Research Team", angeführt von dem Würzburger Geophysiker Kord Ernstson, berichtet dort von einem rund 1,1 Kilometer großen Projektil, das einst das Gebiet des lieblichen Freistaats verunstaltete: "Die ganze Gegend", meinen die Autoren, "muss über Jahrzehnte verwüstet gewesen sein."
Der Brocken aus den Planetenräumen rauschte angeblich in historischen Zeiten heran.

Im Katastrophengebiet standen Festungen des keltischen Adels.

Doch in Wahrheit steckt hinter der Meldung eine noch undurchsichtige wissenschaftliche Befundlage.

Ian Halliday vom britischen Forschungsrat für Teilchenphysik und Astronomie (PPARC) wertete die Ergebnisse als "eindeutigen Beweis dafür, dass Supernovae große Mengen kosmischer Strahlung erzeugen können".
Die beobachtete Wolke sei erstaunlich groß, berichtete Berge, etwa doppelt so groß wie der Mond. "Wenn wir Menschen Gammastrahlung sehen könnten, würden wir die Supernova als großen Ball am Himmel erkennen."
Für Astronauten wird's nie dunkel
Trotz ihrer Gefährlichkeit für Lebewesen gilt die kosmische Strahlung als einer der wichtigsten Motoren des Lebens auf der Erde. Ihre ionisierende Wirkung hat Gene von Pflanzen und Tieren immer wieder verändert und dürfte so entscheidend die Entwicklung des Lebens beeinflusst haben. In großen Höhen ist die Strahlung stärker, für die Besatzung Interkontinental-Flügen stellt sie sogar ein Langzeit-Risiko dar.
Astronauten könnten die kosmische Strahlung sogar buchstäblich sehen, sagte Max-Planck-Forscher Berge. "Wenn sie die Augen schließen, dann ist es für sie trotzdem hell." Ursache sei der Tscherenkow-Effekt. Die hochenergetische Höhenstrahlung erzeuge direkt im Augapfel ein Feuerwerk von Miniblitzen. Berge: "Seit ich das weiß, will ich nicht mehr Astronaut werden."

WHEN FBI COUNSEL COLLEEN ROWLEY DROPPED her bombshell, a now-famous letter to the director, detailing how bureau higher-ups thwarted attempts to investigate accused 20th hijacker, Zacarias Moussaoui, before the 11.Sep.2001 attacks, she set off a firestorm. The scorching produced a mea culpa of sorts in June from FBI Director Robert Mueller and a promise of reform.

Now there's another whistle blower telling a similar pre-9/11 tale. And so far, the FBI has gone to great lengths to silence him.

The Weekly has learned that Chicago-based special agent Robert Wright has accused the agency of shutting down his 1998 criminal probe into alleged terrorist-training camps in Chicago and Kansas City. The apparent goal of the training camps, according to confidential documents obtained by the Weekly , was to recruit and train Palestinian-American youths, who would then slip into Israel. Recruits at these camps reportedly received weapons training and instruction in bomb-making techniques in the early 1990s. The bomb-making curriculum included the sort of explosives later used in the 1995 Oklahoma City bombing. And government documents state that two trainees came from the Oklahoma City area.

One alleged trainer at the terror camps is now fending off a government lawsuit to seize his bank accounts, car and property for alleged money laundering on behalf of the militant group Hamas. So far, no one has been prosecuted for these alleged terrorism-related activities.

The Guardian Michael Howard deepened his feud with the White House yesterday when he pointedly refused to offer the traditional post-election congratulations to Bush [BGW968] Bush [BGW968].

Angered by a White House edict banning him from meeting the president - as punishment for criticising Tony Blair over Iraq - Mr Howard said it would be wrong for him to express any view on the poll.

In an interview with the Sunday Telegraph the arch-Atlanticist was asked whether he was pleased that a fellow rightwinger had beaten a liberal. He said: "I made it clear that I could work perfectly well with both President Bush [BGW968] and President Kerry ... I don't think it's appropriate to express a view on those elections."

Mr Howard's remarks may appear bland.

But in the language of diplomacy they amount to a rebuke to Mr Bush [BGW968] - and in particular to his polling guru, Karl Rove, who told him he would not be welcome at the White House after he criticised Mr Blair's use of intelligence before the Iraq war.

Mr Rove was reported by the Sun as telling Howard aides: "You can forget about him meeting the president. Don't bother coming."

In his interview Mr Howard hit back at Mr Rove, who is widely credited with masterminding President Bush [BGW968]'s decisive victory. Criticising the White House for being "very protective" of Mr Blair, he added: "I am not going to be told by anyone how to do my job and if it displeases those in the White House, that's tough."

Mr Howard's decision to distance himself from the White House reflects his belief that Mr Bush [BGW968] is so unpopular in Britain that voters will be impressed by a politician who stands up to him. This has created a unprecedented situation in which a Labour prime minister will be feted at the White House while a Tory leader is cold-shouldered.
